Citizen police academy alumni honored by WPD
The City of Winder
Police Department recent
ly honored its Citizen
Police Academy Alumni
(CPAA) for outstanding
service and commitment in
their many efforts to give
back to the department and
the community.
The CPAA is comprised
of individuals who have
successfully completed
past Citizen Police Acad
emies held by the Winder
Police Department over
the years. The members
go through an eight-week
class that meets once a
week for several hours, in
which the police depart
ment teach them about
the various roles that law
enforcement performs in
the community. Topics
include Patrol Operations.
Criminal Investigations,
Crime Scene Investiga
tion, Vehicle Traffic Stops,
Gang and Drug Investiga
tions. Defensive Tactics,
the Judicial System and
more.
Once the participants
complete the basic citizen
course they are automati
cally eligible to be a mem
ber of the CPAA.
The CPAA has become
a tremendous asset to the
Winder Police Depart
ment. They assist the
police department with the
Summers End road race,
the City of Winder annual
Christmas parade, the Jug
Tavern and Spooktackular
festivals, Winder’s Pub
lic Safety Day as well as
many other events.
They also help to raise
funds for various charita
ble needs in the commu
nity. All of this is done by
them on a volunteer basis.

Lieutenant David Garrett
met with the CPAA recent
ly to present them with a
certificate of appreciation
for their self-less commit
ment and service to the
Winder Police Department
and the entire community.
The Winder Police
Department is currently
preparing to hold the 2017
session of its newest Citi
zens Police Academy.
It will begin March 30
and applications are cur
rently being accepted.

CITIZEN POLICE ACADEMY ALUMNI HONORED
Alumni of the Winder Police Department’s Citizen Police Academy were
recently honored by the department for the their service and commitment to
the community. The CPAA is comprised of individuals who have successfully
completed past Citizen Police Academies held by the department over the
years. Academy members go through an eight-week class that meets once
a week for several hours and learn about various topics, including patrol
operations, criminal investigations, crime scene investigations and others.

Emergency Services
promotes lieutenant
Barrow County Emergency Services
has promoted one of its firefighters to
the rank of Lieutenant.
Stephen Ricci will be filling his new
role as a Lieutenant at Station 1 in
Statham, according to a news release.
“He brings more than a decade of
experience as a firefighter to his new
position and will use this experience
to help those around him,” Chief John
Skinner said of Ricci.
Ricci began his career as a firefighter
in 2003 and started working on becom
ing an EMT-I.
While working full time with another
department, he started working part
time with Barrow County Emergency
Services in 2012.
Shortly after starting with the depart
ment, Ricci went full time and contin
ued obtaining both training and expe
rience.
Ricci has numerous certifications
including Incident Safety Officer, Haz
ardous Material Technician and Fire
Instructor 1.
“Lieutenant Ricci will be a good
addition to the officers we have at
Barrow County Emergency Services.”
Skinner said.
“Our department continues in build
ing for the future with personnel like
him.
“Our greatest asset is our people and
we are blessed to have some of the best
in the industry working here.”

Barrow County Sheriff’s Office Incidents
Money, tools, cameras
stolen from Winder home
Roughly $2,540 worth of
money, tools, clothing and
other equipment was stolen
from a Winder residence
recently.
According to a Barrow
County Sheriff’s Office
incident report, a woman at
a Harrison Mill Road resi
dence reported the theft of
$750 in currency, a weed
trimmer, backpack blower,
gasoline, cameras, nail gun,
skill saw, air compressor and
a coat and bib.
She said she suspected a
female she allowed to stay in
her home while was she was
out of town was responsible
for the theft.

dence, where a man reported
being assaulted by another
male visiting at his residence.
•driving with a suspend
ed or revoked license at
Walmart, Atianta Highway
NW. Winder, where a man
was reportedly at the traffic
light begging for money and
bothering Walmart patrons.
•identity theft fraud when
using/possessing identifying
information concerning a
person at a Smith Mill Road,
Winder, residence. A man
reported he received credit/
debit cards and other items
with his name on them in the
mail that he did not apply for.
•theft by shoplifting at
Walmart. Winder, where a
female had reportedly taken
a cart full of merchandise, all
valued at $477. and passed
all points of sale without
attempting to pay for the
items.
•theft by taking and crim
inal trespass at an Atlanta
Highway SE, Winder, loca
tion, where a man reported
the theft of a landscaping
trailer that contained all of
his equipment. He valued the
items missing at $6,600.
•theft by shoplifting at
Walmart, Winder, where a
male had reportedly taken
$50 in merchandise without
paying.
•burglary at a Kesler Road,
Winder, residence, where a
man reported someone had
entered his residence and
took $3,030 in jewelry, coins
and other items.
•battery on Freeman John
son Road at Pathfinder Lane,
Hoschton, where a man had
reportedly been assaulted by
his girlfriend.
•entering an automobile or
other motor vehicle with the
intent to commit a theft or
other felony, financial trans
action card theft, theft by
taking and criminal trespass
at a Quail Court. Winder,
residence. A woman report
ed that someone had entered
both her vehicles and her
purse, containing money,
driver’s license, debit card
and credit cards, were among
the items stolen.

that was parked beside his
