Tennis Tournament
Highlights Activities
The Winder Tennis Associa
tion begins it's annual Tennis
Tournament Monday, August 14,
with matches scheduled to begin
at 6 p.m, on their local court.
Tennis enthusiasts and fans
are urged to corneas spectators
and see spirited matches as
they occur. There will not be
any charge for the spectators.
It is suggested however, that
those individuals desiring to
watch tho matches bring their
own chair as the early comers
will Jn all likelihood get all
of the available permanent scats
on the court.

matches each evening, every
night of tho week, 'Trophies

of the Singles, Doubles and

posing to remove a special use
for commercial development
on property he owned on Farm
ington Way and Chancey Circle
between Ga. 316 and Haymon
Morris Road and increase the
amount of residential develop
ment.
The 4-1 vote was largely based
off commissioners’ concerns that
too much burden would be placed
on the Barrow County School
System with such an increase in
residential development, despite
Gasaway’s comments that sev
eral developers had told him
the property was not ideal for
commercial development. The
difference in this case, attorney
John Stell, who is representing
the applicants, told the commis
sioners, is that the commercial
component will remain intact by
the request.
Still, commissioners said
they needed more information
about what type of apartments
there would be — for instance,
percentages of one-, two- and
three-bedroom units, which
could have an impact on the
school system
“I’d hate not to grant a rezone,
but I think there are some things
missing that we need to know,”
said Commissioner Isaiah Berry,
who made the motion to table the
request.
“This is the third rezoning
of this property,” Chairman
Pat Graham added, “so I think
tabling this would give us a little
better comfort in (finding out
more about) what the ultimate
use might be.”
Stell said the plan is for the
apartments to be market-rate
units and that market conditions
will determine how the percent
age breakdown of how many
bedrooms are in each.
Commissioners will take up
the request again at their Aug. 22
meeting.
In other business Tuesday,
commissioners:
•approved a request to rezone
21.7 acres of agricultural land at
the corner of County Line-Au
burn and Brannon Holder roads
to residential use. The proper
ty will be divided into 12 sin
gle-family lots.
•approved a request by Calvary
Baptist Church of Statham for
a special use on the property so
the church can place a new sign
there.
•approved the purchase of two
bush hog tractors for a total price
of $75,353.66.
•approved $1,250 in addition
al state funds for the Barrow
County Drug and Mental Health
courts.
•approved a resolution for the
levy and collection of annual
ad valorem tax for the Barrow
County School System.
•approved nearly $5.4 million
in carryover funds from Fiscal
Year 2017 to FY2018 to com
plete 20 capital projects that were
not completed last fiscal year.
•approved the surplus of 11
decommissioned Sheriff’s Office
vehicles to be auctioned off.
•appointed Roger Wilhelm to
the Upper Oconee Basin Water
Authority’s Operations Commit
tee for a two-year term that will
expire June 20, 2019.
•approved an intergovern
mental agreement with Oconee
County to provide water and
sewer service for the Georgia
Club Development, replacing
and updating a previous agree
ment that expired last year.
•approved an intergovernmen
tal agreement for water sales
between Barrow and Oconee
counties, continuing the previous
agreement but amending it to
reflect a uniform water sales rate
established by the UOWBA.
•met in closed session to dis
cuss potential litigation. No
action was taken.
