CAP devotes
evening to safety
issues, ORM
Last Thursday evening at the Barrow Jackson Civil
Air Patrol Squadron was devoted to safety and safe
ty-related issues. Speakers were Maj. Jeff Garrett,
Capt. Lacey, Maj. Tim Ledford, Maj. Koenig, and
second Lt. Inman.
The CAP has formally endorsed the use of ORM
(Operational Risk Management) for all activities.
Risk management can be accomplished on three
levels. While it would be preferable to perform an
in-depth application of risk management for every
mission or task, time and resources may not always
be available. One of the objectives of risk manage
ment training is to develop sufficient proficiency
in applying the process so that risk management
becomes an automatic part of the decision-making
methodology during CAP activities and your per
sonal time, leaders said. The three ORM levels are:
deliberate, time-critical, and strategic.
Deliberate ORM is the application of the complete
process. It primarily uses experience and brainstorm
ing to identify hazards and develop controls and
is therefore most effective when done in a group.
Examples of deliberate applications include the
planning for a flight clinic, cadet activity or disaster
response planning. Deliberate ORM usually takes
place well in advance of an activity — in the plan
ning stages when there's plenty of time to methodi
cally go through the steps and develop informed risk
decisions. Early, deliberate ORM in the planning
stages helps to fully integrate risk controls into activ
ity plans.
On the other hand, time-critical ORM is just what
the name implies. It’s an “on-the-run” mental or ver
bal review of a situation using the basic risk manage
ment process without necessarily recording the infor
mation. Staff briefings and checklists are designed to
help identify areas of risk in time-critical situations.
This time-critical process of risk management is
employed to consider risk while making decisions in
a time-compressed situation. This level of ORM is
used during the execution phase of an operation as
well as crisis response situations. Time-critical ORM
is particularly helpful for choosing the appropriate
course of action when an unplanned event occurs
during execution of a planned operation or daily rou
tine, leaders said.
Strategic (or in-depth) ORM is used to study the
hazards and associated risks in a complex operation
in which the hazards are not well understood. This
level is a long-term application that involves research,
various analysis tools and long-term tracking of the
associated hazards. This level of ORM is typically
used for high-visibility risks and requires a lot of
time and resources. It is important to understand that
not only should people be targeting their risk issues,
they should use ORM to systematically target risk
barriers in order to expand operational capabilities
and increase training realism. As a general rule, about
half the effort expended on ORM should be directed
to expanding operational capabilities and effective
ness. The other half is directed at reducing various
types of risk, (portions of the preceding were taken

While last Thursday the entire evening was devot
ed to safety related issues, there is still a safety
presentation each month. The Barrow Jackson CAP
squadron is growing, but there are still slots available
for both adults and teens. The squadron meets every
Thursday at 6:15 p.m. at the Barrow County Airport,
841 Ronald Wood Road, Winder (the National Guard
armory).

Spring clean-up
scheduled for
Bethlehem
The annual Spring Clean-Up day is coming up in
Bethlehem.
The Town of Bethlehem is celebrating Earth Day
on April 25, with a Spring Clean-Up Day.
“Bring your junk, no tires, paint, items with Freon
or construction waste, curbside on April 24 and it will
be picked up on April 25,” leaders state.

BCREA meeting set
The Barrow County Retired Educator Association
(BCREA) April meeting will be held Thursday, April
12, at noon. The meeting will be held at Sims Acad
emy of Innovation and Technology. 985 Austin Rd.,
Winder, GA.
As one of the 33 College and Career Academies in
Georgia, Sims Academy offers career readiness train
ing to students grades 9-12, in areas such as robot
ics. culinary arts, broadcast video, and marketing.
BCREA, a local unit of Georgia Retired Educators
Association, welcomes all retired teaching, adminis
trative, and support staff, from all counties, to attend
