have to fully staff our departments so as
to avoid unnecessary expenditures such
as overtime. We also have to retain our
employees by paying a commensurate
rate to surrounding counties. When we
lose these public servants, we lose the
time, money and effort spent in their
training and have to begin again with
new employees. The money saved by
retaining staff will be recouped in order
to pay them higher salaries. Again dove
tailing with the above issues, attract
ing new citizens with higher wages
and higher-value homes, tax revenues
increase, which will help pay these
higher salaries for our first responders.
BNJ: County voters are being asked
to approve a referendum for up to
$100,000 to be spent on studying con
solidation of county and some munic
ipal governments within Barrow. Do
you support such a study?
Reid: I am not a fan of money being
spent on studies or consultancies. I
would have to be convinced of the
necessity of the expense. For this par
ticular study, I don’t think that $100,000
is a wise expenditure. I haven’t been
privy to the discussions between the
city and county officials, but I don’t
think the cities would be anxious to
give up their autonomy.
BNJ: The City of Winder’s appli
cation with the state for a separate
EMS service from the county has
been the subject of litigation between
the city and the county. Do you sup
port the county stationing an ambu
lance within the city limits, or would
you be in favor of the city starting its
own EMS department?
Reid: I do not support a separate
EMS service for the City of Winder,
especially if the county would be foot
ing the bill. Barrow is already doing a
great job with the EMS service for the
whole of the county — response times
are excellent — and I think having a
city within the county with a differ
ent ambulance service would do more
harm than good. The confusion created
by who services whom and where the
lines are drawn would create unneeded
turmoil.

The Bistro Off Broad restaurant in
downtown Winder is holding a fundrais
ing campaign for employee Juan J. Turn
er and his ailing wife, Olga.
Olga Turner went through multiple pro
cedures. due to abdomen health issues,
that caused further intestinal compli
cations that have left her attached to a
stomach sac and with over $400,000 in
medical expenses, according to a news
release.
“The only promises we received at
discharge was that she would have fur
ther admissions to the hospital, ER visits
and continuous need of medical help
and support for the rest of her life,” Juan
Turner said.
Bistro Off Broad, 16 East Candler St.,
will be sponsoring a live auction and din
ner for the Turner family at 6 p.m. June
15 and is looking for sponsorships and
donations. The goal is to raise $100,000
for the family.
Juan, a cook at the restaurant, has been
described by his fellow workers as a
happy, outgoing and hard-working indi
vidual and works a second full-time job
to help support his family.
“We are approaching round two within
the next month of a colostomy reversal,”
Juan said. “Her surgeon wants her to wait
until the flu season subsides so she won’t
have extra obstacles recovering in the
hospital. The surgeons believe she may
not make it through, but we believe at
this point it is worth the chance to attempt
to have a better quality of life with our
family.”

Parks: I do not support funding a
survey for the consolidation of county/
city government. If there is interest in
consolidation, a series of town hall meet
ings should be conducted throughout
the county to determine the amount of
interest before spending $100,000 to do
a study.

improve ambulance service to all the
residents of Barrow County by placing
an ambulance within the City of Wind
er. Currently, there are ambulances sta
tioned in Statham, Bethlehem, Auburn,
County-Line community, Pleasant Hill
Church Road area and a fire station
on Carl-Bethlehem Road near Highway
316. Having an ambulance available with
a quick response time is very import
ant to all residents. The county has not
increased the number of ambulances
within the county in many years. It’s
obvious that the area outside Winder has
been the priority for the county. Now is
the time to provide that service to Winder
and benefit its residents instead of bene-
fitting the lawyers involved.
