amendment to the City’s
existing Urban Redevelop
ment Plan. The proposed
amendment modifies the
“Implementation Strategy”
section of the Redevel
opment Plan describes
among the “Planned Re
development Projects,” at
item 5, the development
of a new city hall. This
amendment provides fur
ther detail with respect to
the new city hall which shall
include the roads, paving,
parking, garden and storm
water facilities and related
City facilities (together, the
