Winder Public Facilities Author
ity Taxable Refunding Revenue
Bond (City of Winder Water and
Sewer Project), Series 2021
(the “Series 2021 Bond”), in
the original principal amount
of $8,095,000 to be issued by
the City of Winder Public Fa
cilities Authority (the “Authority”)
to provide funds to (i) refund
the Winder-Barrow Industrial
Building Authority Revenue Re
funding Bonds (City of Winder
Project), Series 2012, matur
ing in the years 2024 through
2029, inclusive (the “Refunded
Bonds”) and (ii) pay expenses
necessary to accomplish the
foregoing, in order to achieve
debt service savings on such
obligations. In said proceeding,
the Court will also pass upon
the validity of an Intergovern
mental Contract, between the
Authority and the City of Wind
er, Georgia (the “City”), relating,
among other things, to the ob
ligation thereunder by the City
to pay to the Authority amounts
sufficient to pay the debt service
on the Series 2021 Bond and to
levy an annual tax on all taxable
property within the corporate
limits of the City, at such rates,
without limitation, in order to pay
debt service on the Series 2021
Bond, the validity of an Escrow
Deposit Agreement, among the
Authority, the Winder-Barrow
Industrial Building Authority, the
City and Regions Bank, Atlanta,
Georgia, as escrow agent, in
connection with the refunding
of the Refunded Bonds, and the
validity of the Bond Resolution
of the Authority in connection
with the issuance of the Series
2021 Bond.
The Authority will not con
duct any performance audit or
performance review with re
spect to the Series 2021 Bond
as such terms are described
in Section 36-82-100, Official
Code of Georgia Annotated.

Georgia residing in Barrow
County, Georgia, or any other

has a right to object, may inter
