of November, 2021, an elec
tion will be held in all of the
precincts of Barrow County.
At the election there will be
submitted to the qualified vot
ers of Barrow County for their
determination the question of
whether or not a special one
percent sales and use tax
should be reimposed within
the special district of Barrow
County immediately upon
the termination of the special
one percent sales and use
tax presently in effect and
continuing for a period of six
(6) years for the purposes
of providing funds to pay
the estimated costs of the
hereinafter described capital
outlay projects pursuant to
an Intergovernmental Agree
ment for the Use and Distri
bution of Proceeds from the
2023 Special Purpose Local
Option Sales Tax for Capi
tal Projects between Barrow
County, Georgia, the City of
Auburn, Georgia, the Town
of Bethlehem, Georgia, the

cost of $2,000,000; (g) wa
ter system projects and im

cost of $2,000,000; and (h)
sewer system projects and
improvements at an estimat
ed cost of $1,000,000; (3) the
following capital outlay proj
ects to be owned or operated
or both by the City of Auburn:
(a) a municipal complex
at an estimated cost of
$4,000,000; (b) transporta
tion (roads, streets, bridges,
and related facilities and
equipment) at an estimated
cost of $1,800,000; (c) parks
and recreation facilities and
equipment at an estimated
cost of $1,300,000; (d) police
and public safety facilities
and equipment at an estimat
ed cost of $300,000; (e) City
facilities and equipment at an
estimated cost of $300,000;
(f) water and sewer capital
improvements and related
facilities at an estimated cost
of$300,000; and (g) storm
water facilities and equip
ment at an estimated cost of
$500,000; (4) the following
capital outlay projects to be
owned or operated or both by
the Town of Bethlehem: (a)
roads, street, bridge, curb,

stormwater improvement
projects at an estimated cost

capital outlay projects to be
