Sec. 2. The provisiorns of Sections
829 to 848, inclusive, of tae Code are
hereby made applicable to said new
county. and said county, when
-created. shall be a “statutory county.”

Sec. 3. The county authorities of
said new county shall have the right
to create a debt for and on behalf of
said county.to defray the public expen
ses thereof for the first year, without
submitting the same to a vote of the
Gilalified )voters thereof.
Sec. 4. Said new county, when cre
ated, shdll be entitled to one Repre
sentative in the Lower House of the
Gieneral Assembly of Georgia, and the
membership of the said House shally
be increased by one so as to admit of
representation .therein for said new
county.
Sec. 5. Whenever thre constitutional
amendment hereby proposed shall be
agreed to by two-ttiirds cf the mem
bers of the two Houses of the General
Assembly, and the same entered on
their Joutnals with the “YVeas” and
“Nays” taken theron, the Governor
~hall cause said proposed amendment
to be published in at least two newspa
pers in each Congressional district in
this State for a-period of two months
next preeeding the next general elec
‘tion; and the Goverhor shall provide
for the. submission of thig proposed:
amendment to the electors of this:
State at the next general election to:
be held therein, for their ratification
or rejection. All persons voting in
said election in favor of said proposed
amendment shalk have written or prin
ted on their ballots the words, “For
the amendment to the C(onstitution
creating the County of Seminole,” and
those opposed thereto shall have writ
ten or printéd on their ballots the
words “Against the amendment to the
Constitation creating -the County of
Seminole.” The returns of said elec
tion shall be made to the Secretary of
'Sta(@. who shall certify the result
| thereof to the Governor, and if said
l proposed amendment he ratified ‘by a
' majority of the voters voting in aaid
general election, the Governor shall is
sue his proclamation to said cffect.

WHEREAS, the General Assembly
at its session in 1919 proposed an
amendment to the Coustitution ¢f this
State, as set forth in an act approved
August 11, 1919, to-wit:

An Act to amend ]";h'agraph 2, Section
1, Article 11 of the Constitution of
this State. The following amend
ment is proposed by the Senhte and
House of Representatives of Geir
gia, to Paragraph 2, Section 1, Ar
ticle 11 of the Constitution of this
State. ;
Section 1. The General Assembly
of the State of Georgia herahy pro
poses to the people of Georgia an
amendment to Paragraph 2, Section Y
Article 11 of the Constitution of this
State, as follows: That in addition
to the counties heretofore existing
in this State, created by the General
Asscmbly, and those created by amend
ment to the above and foregoing Para-1
graph, Section and Article of the Con
sfitution of this State, there is hergby
created an additi-opah county, which
county when created shall be known
as Lanier County. The territory for
the formation of said county of Lanier
ghall be taken from the counties of
Clinch, Berrien and Lowndes and. the
territories so taken for the formation
of said new county of Lanier shall be!

Coroner, County Sarveyor and Coun
ty Treasurer; that said oficers shall

the officors elected at said election
ahall hold their offices until the next
epneral election for county officers
throughout the State, and until their

THE CORDELE DISPATCH
The General Assembly is hereby given
power to c¢reate any additional statu
tory offices in said county, or statutory
courts, and to provide by law for filling
said offices, Any vacancies that may
occur hefore the next general election
in any of the offices ereated thus for
sald ocounty may be filled as now
providad by law. The said couniy
of Lanier shall be attached to the
Eleventh Congressional District, the
Southern Judicial Circuit, and the
Sixth Senatorial District; but it shatl
be in the power of the General Assem-
Bly at any time to change the Judicial
Circuit to which said county of Lanier
is attached,’ and the said General
Assembly of Georgia is hereby given
power to change said County of Lan
ier in arranging (‘ongressional and
Senatorial Districts, as is now pro:
vided®*by the law., That the Superior
Courts in said county of Launier shail
be held on the 2nd Mondays in Janu
ary and July of cach year, but it shall
be within theé power of the General As
sembly at any time by law te change
the time of holding Court and the
number of terms thereof. That the
Jastices of the Peace and Constables
rasiding din the tedeitdey ieluded
within the new county of Lanier shail
exercise the duties and powers of their
offices until new militia districts are
laid out in said county of Lanier, as
now provded by law. That al the
provisions of law as cJgodained in
.Chapter Thirteen (13) of the Code ufl
1910 are hereby made applicable to
the said County of Lanier whom\ver‘
the same is created. That all of the
general laws of this State, in addition
to the above, having application to
the statutory counties.of this State,
are hereby made applicable to the said
County of Lanier, especially the ilaw
in reference to helding electiops for
the purpose of creating a debt for
"'said county. That when this amend
ment is adopted the said County- of |
Lauier; as created Wy the adoption!
of this Amendment, shall hecome in'
all respects g statutory county, and
shall he governed by ail laws now in
force in this State regulating county

Sec. :2. The Governor lis herchy |

proposed amendment shall be agreed
to by two-thirds of the menthers elect
ed to each of the two Houses of this
General Assembly, and shall be entered
on the Journal of each ‘House, with
the ayes and nays recorded as taken |
thereon, the Governor is hereby direct
ed to cause the said proposed Ament
ment to be advertised in at least two
papers in each (‘ongressional District
of his State at least two months I);*'|

held on Tuesday after the Ist Monday
in November, 1920, and he shall also
provide for a submission of the pro
posed dmendment to the qualified |
voters of the State at said general]
clection. And if a majority of said
clectors voting at said genefal clee
tion shall ratify ghis proposed amend
ment to the Constitution of this tate
by a majority of the electors qualified
to vote_for mémbers of the General
Assembly and voting at such clections,
said amendment shall become a part’
of the Constitution of Georgig when
‘the fact is certified to the Governor
by the Sceretary of State that a ma
jority of the qualified voters voting at
zaid general election have voted in
favor of the adcption of said ameng
ment to the Constitution of the State,
and the ' Governor shall issue his
proclamation to such effect.
Sec. 3. Be it further eneacted by
the authority aforesaid, That th: coun
ty authorities of said cointy shall
have the right to create a d>ht for an
behalf of said county to defray the
expenses of said county.izr the first
year, without snbmitting th> sumeto a
vote of the cqualified voiery of said
county. :
Sec. 4. Be it further enacted by
the authority aforesaid, That the Leg
islature is hereby authorized to cor
rect any mistakes or mistake, or in
accuracies, that may occus, or may
have occurred, in reference to the line
or lines of said proposed county.
Sec! 6. It shall be the duty of the
Governor to submit sail proposed
amendment in the following form:

of this State to create the new County
of Lanier be, and the same is hereby
amended by striking from line 18, on
page 70, Acts of the General Assembly
of Georgia 1919, the words “Lanier
County.,” so that when thus amended
that part of Section 1 of said Act per
taining to election managers in dis
tricts included in the territory to com- |
prise Lanier County in-ite first elec
tion shall read as follows,
“And the Ordinary of the county in
“which said election precincts are loca
ted at the time of the adoption of this
‘amendment shail appoint the election
- managers for such precincts, ete.”

that said part of said Section 1 of said
Act, when so amended, shall be to de
fine the lines around said new county

Section 1, The General Assembly
of the State of Georgia hereby propo
ses to the people of Georgia an amend
ment to Paragraph 2, Section 1, Arti
cle 11, of the Constitution of this
State, as follows: That in addition
to the counties heretofore existing in
this State, created by the General As
sembly, ard those created by amend
ment to the abeve and foregoing par
agraph, section and article of the Con
stitution of this state, is hereby crea
ted an additional county, which coun
ty, when created shall be known as
Lanier County. The terrvitory for the
formaticn of said County of Lanier
shail be taken from the counties Of
Clinch, Berrien and Lowndes, and the
territory so atken for the formation
of szid new County of Lanier shall be
included within the following describ--
ed boundaries, to-wit:
~ Beginning at the northwest corner
of land Lot 812, in the 10th land dis
trict of Berrien County, thence run
ning south along.the west line of Lots
1512, 333, 358, 879, 404, 426 and 450 to
the southwest corner of said Lot 450,
thence westward along the narth lines
of Lots 470 and 469 to the northwest
corner of Lot 469, thence south along
the west lines of Lots 469, 498, and 515 |
to the southwest corner of Lot 515,
thence east along the south lines of
Lots 515 and 516 to the northwest cor
ner of Lot 231, alt of said lots being
in the 10th district of Berrien County:

Assembly at its Session in 1920 passed
an Act amending the foregoing Con
stitutional Amendment which act was
approved August 16th, 1920, to-wit: .
To amend the Act approved August
11, 1919, proposing to amend Para
graph W, Section 1, Articler 11 of the
Constitution of the State creating the
(ounty of Lanier, so that, in the event
of the creation of said County of
Lanier, it §hdll be placed in Alapaha
Judicial Circuit instead of the South
ern Judicial Circuit, as original pro
vided in said "Act, and for other pur
poses. ;
Section 1. Be it enacted by the
General Assembly of Georgia and®it
is hereby enacted by autherity of the
sanie, that the aect approved August
11, 1919, proposing to amend Para
graph 2, Secion 1, Article 11 proposing
to create the County of Lanier, Lanier,
ba and the same shall be amended as
follows: By striking from the sixth
line from top of page 71, of the Acts
of the General Assembly of Georgia
1919, the word “Alapaha” so that in the
event of the ratitication by the people
of such Amendment to the Constith
tion crcating said County of Lauior,’
said new county shall be and econsti
tute a part of the Alapaha Judicial
Cirenit, and so remain until thereafter
properly changed by law and Section
One of said Ac¢t when thus amended
shall read gs follows: The said Coun
ty of Lanier shall be attached to th»
Eleventh Congressional District, the
Southern Judicial Circuit, and the
Sixth Congressional District, etc.
Section 2. Be it it further enactad
by authbrity of the same that all. laws
and parts of laws in conflict with
this Act he and the same are hereby
repealad,
