CLERK REPORTED SHORT

Coulter, city clerk of Girgrd, Ala.,
across the IChattahoophe river from
Columbus, is wanted by a bonding
‘company for an alleged shortage of
over $1,300 according to an announce
ment made tonight by Mayor C. M.
Knowles, of the Alabama town. 1. A.
Weaver, former®clerk is also alleged
to be short $2,600 following an audit
of the books just completed.
Coutler is a world war_veteran and
was wounded in France. At is stated
that he was severely gassed, besides
being shell shocked. It is reported
that the clerk has left the Alabama

URGES SPEEDING INDUSTRY,
Atlanta, Ga.,, July 18,—According
to Atlanta coal dealers, the output
of soft coal for the first six months
of 1921, based on figures which have
just been received is 55,000,000 tons
less than it was for the same period
last year. There was none too much
preduced jast year, either, they say.
The averag? output in recent years
it is stated, has heen around 500,000
tons a viar. ahe record so far this
year indicates .a loss of more than
100,000,090 tsas or more than 20 per
cent for the ycar. The last reported
weeks output was 530,000 tons less
thar the precceamg week’s. Produe
tion is still decreasing.
“fClaarly, unless the industry is
speeded uwp, there is going to be a
big coal deficit next winter presuma
bly a ceal fainine when cold weath
¢r and reviving industry speed up the
fue! demand’’’ said a prominent coal
dealer.
‘“The causes of retarded output arc
natural and obvious. The mines are
not operating anywhere near capacity
because people are not buying. Do
mestic consumers are not so much in
terested just mow lin coal for mnext
winter as they are in icc for this sum
mer. Manufacturers will not, or can
not, buy coal in the usual volume
when their plants are closed or run
ning at half capacity.”
““Yet here is a serious situation’’
continued the Atlanta dealer. ¢‘lf
things drift after the usual manner,
there may be as bad muddle next win
ter as there was three years ago,
when bitter cold weather, combined
with great industrial demand, brought
indnstrial paralysis and widespread
gufferin. 7
““There ought to be enough in
telligence, foresight and energy in
the countiy to forestall any such
catastrophe. The situation calls for
effort on the part of the government
and on the part of the¢ industry it
self.
‘Tt would help matters a great
deal, to start with, if the leading op
erators and dcalers would cut prices
to the bone, deflating coal as other
commodites are being deflated. The
government, then, might acgomplish
gsomething in the way of e¢liminating
the costly pryamiding of prices by
superfluous and mischéivous middle
men.’’

Atlanta, Ga., July 18,—State taxa
tion which lis now one of the most
important subjects now under con
sideration by the lcgislature—in faet
the most important—is heing more
talked - about and written about than
any legislation that nas becn pro
posed i years. Newspapers of the
state—sgeveral hundred of them—
withont exception, in one issue or
anoth§r are expressing their views
en the big subjeet.
TFoilowing the plan of a well known
periodical, which digests comments
on public questions, this correspond
ent has glanced caicfully over many
newspapcrs, looking for opinions on
the tax question. Summed up the
combined views of many commenta
tors runs something like, this:
The plan of tax revision known
ag the tax equalization law,, put
through by Governor John M. Slaton
saved Georgia from a flinancial break
down, If the Slaton law were carried
out everywhere at least as well as
*t is in Polk county and other coun
ies that may be cited, thers would
probably be little meed of change.
The point has hecome made that,
if the people evade just taxes under
an advalorcm tax, will they not con
tinue to do so under an income tax
The whole question, many 'husiness
men declare is essentially one law
enforcement rvather than the law.
Georgia, many tax experts point out,
is the largest state in area east of
the Mississippi river and ought to be
‘they say richest. ‘“We have the mat-|
ural resources awaiting development
—good agricultural lands, abundant
water powers, rich mineral deposits,
and an unswipassed all-the-year round
climate,’’ © declares one commentator.
“¢Some day we will wwe our brains
and get the good out of these things
we should.”
Some business men take the view
that one of the ‘‘lame places’’ in
state management has been legisla
tive. Too many ‘‘statesmen’’ it is
pointed out, have been priding them
selves on getting appropriations, re
gardless of where the money could be
obtained to pay them. If the legisla
ture follows the policy of the new gov
ernor, Thos. W. Hardwick, declare
many conservative lawmakers, and
kéeps the expenses of the state
within its income, it will not take
long for the State Treasury to
change its appearance from that look
it has now* of having been stepped up
on by an elephant and a very heavy
elephant at that.
