JOHN W. DAVIS '
o 1
PARTY'S CANDIDATLE IN 1924 IS‘
OPPOSED T 0 TWO-THIRDS
AND UNIT RULES.
NEW YORK, July 50 —(#)—
John W. Davis hus je'ned a move--
men: for abolition of democratic na
tional conventior. rules which were
largely responsible for pis being t.h('i
party’s presidentinl <aadidate in
1924, instead ¢ Alfrea K. Smith or|
Wililam G. McAdaoo, {
M. Davis is opposea to the two-,
thirds and unit rules. He intends to
work for majority rnic in the 1928
convention. ‘
His views are in accord, partly ut|
fenst, with those of at least twenty
democratic naticnal comnittee mem
bers, who. in May, exnvessed them
selves as favorirg cliniination of the
rules that served to tie up the 1924
convention. ‘ I
Started by Herring
The first move to abolish the two
thirde rule was maie by Clyde Ter
ring, national commiticeman, a Mec-
Ados supporter, in a 'ctter to Nor
man E. Mack, New York national
committeeman and Smitn supporter,
“The present sy-tem under which
approximately ounc-thied of the dele
gates are in a »osition to veto the
will of the other tvo thirds,” said
Mr. Davis, “lends itsel” to group con
trol——to dictation by a bloc or bloes.
“Sabstitute the rule of the ma
jority, and there .ill be a trend in
all groups toward amalzamation.
“The principle we should establish
is thin:
“One delegate, one vote; the ma
jority of votes tuo norwmnate.”
Eastern memocts of the national
committee belicve that cntrance of
Mr. Davis into {le fight will have
an important effect in “everal states
where the position of the committee
men has been in doubt.
