voted on at the General Election to
be held on Tuesday, November 2,
11926, sald amendment to authorize
Crigp county to increase public debt,

WHEREAS, the General Assembly
‘at its session in 1925 proposed an
amendment to the Constitution of this
State us set forth in an Act approved

An Act to propose to the qualified
voters of Georgia an Amendment 10
Article 7, Section 7, raragraph 1,
of the Constitution of Ceorgia, 80
as to authorize an increaso in the
bonded indebtedness of the County
of Crisp for the purpose of acquir
ing water power sites and locationg
on the Filint River within, and/or
without Crisp county; and for the
purpose of building, constructing,
equipping and operating dams and
plents for the manufacture and gen
eration of water power and electric
current; and for acquiring rights

Sectlon 1. Be it ‘enmdv«bygthe'
Genieral Assembly of the' State . of
Georgia, and it 18 hereby enacted by
authority of the same, that article 7,
section 7, paragraph 1, of the Con
stitution of Georgla as heretofore
amended, shall be further amended,
by adding at the end thereol a new
sub-paragraph in the following words,
to-wit: “And except that the county
of Crisp may incur a bonded indebt
edness in addition to debts hereinbe
fore in this paragraph allowed t> be
incurred, to the amount in the aggre
gate not to exceed the sum of one
million, two hundred and fifty thou
gand dollars ard at a rate of interest
not to eaceed five per ceatum per
anunum; which, said bonds shall run
for a period ‘or periods of time not
to cxceed thirty years and may ve
jssued from time to ifme and in such
denomin:.tion as may be determined
by the county authorities of said
county, to be signed by the chair
man and the Clerk of the Board of
“Commisstoners— of ~“Roads—mnd—Reve
nues of said county and shall be
known ‘and desiznated as IHydro-
Eleotric Power Bonds; and which
said bonde shall be sold and the pro
ceeds thercof used and handled by
the Power Commiscion heréinafter
provided for. The proceeds of all
ponds issued ana sold under this au
thority - shal. be used for the pur
pose of acquiring water power sites
and locations on the Flint river within
and/or without Crisp county, includ
ing the necessary overflow lands;
and for the purpose of ac
quiring rights-of-way for pow
er transmission lines; and for
the purpose of improving, building,
constructing, equipping, maintaining,
leasing or operating the necessary
power dams, ponds, plants, machin
ery, transmission lines and distribu
tion stations, including all necessary
machinery and apparatus for the
manufacture, generation, transmis
, sal,_and distribution of water

and other purposes in said county,

tions, enlargements, and betterments,

bonds fssued pursuant to this amend
ment shall Be and are declared to be
non-taxable for any and all purposes.

part of the properties acquired, built

poration controlled by private capital,

Sec. 2. Be it further enacted by the
authority aforesaid that when said
amendment shall be agreed to by two
thirds vote of the members elected to
each House, it shall be entered upon
the Journal of each House with the
“aves” and ‘“nays” thereon and pub
lished in one or more newspapers
in each congressional district of this
state for twé months previous to the
time for holding the next general
election and shall at the next general
election be submitted to the people
for latification.” All persons voting
at said election in favor of adopting
the said proposed amendment to the
Constitution shall have writien or
printed on their ballots the words:
“For ratification of amendment to
Article 7, Section 7, Paragraph 1, of
the Ceonstitution authorizing the
County of Crisp to increase its bond
ed debt for Hydro - Electric Power
purposes,” and all persons opposed to
the adoption of said amendment shall
have written or printed on their bal_

Paragraph 1 of the Constitution, au
