ADVERTISEMENT FOR BIDS
Sealed bids for construction of 2023 Jenkins County Road
Improvements will be received until January 25 th , 2024 at
11:00 AM at the Jenkins County Commissioners Office at 833
Winthrope Avenue, Millen, GA 30442 at which time and place
they will be publicly opened and read. Any bid received after
said time and date will not be considered by the Owner. No
bid may be withdrawn after the closing time for the receipt of
bids for a period of thirty (30) days.
The work shall consist of furnishing all products and
equipment and performing all labor necessary to perfomi
the following:
Resurfacing approximately 3.8 miles of Lane Road
and 1.3 miles of LB Hall Road with asphalt. The
Contractor shall provide 4” deep patching, bituminous
tack coat, leveling, striping, and traffic control. Time
allotted for final completion of work is one hundred
twenty (120) calendar days.
Plans, Specifications and Contract Documents are on
file at Parker Engineering, LLC. Copies may be obtained
from Parker Engineering, LLC., 36 Courtland Street,
Suite B, Statesboro, Georgia 30458, Phone: (912) 764-
7722, Email: lindsev@parker-engineering.com. upon
payment of $75.00 for each full-size set (non-refundable).
Bids shall be accompanied by a bid bond or certified
cashier’s check in an amount not less than 10% of
the base bid. All bonds shall be by a surety company
licensed in Georgia with an “A” minimum rating of
perfomiance and a financial strength of at least five (5)
times the contract price as listed in the most current
publication of “Best’s Key Rating Guide Property
Liability”. Performance and Payment Bonds, each in
an amount equal to 100% of the contract price shall be
required of the successful bidder if contract is awarded.
Each Bond shall be accompanied by a “Power of
Attorney” authorizing the attomey-in-fact to bind the
surety and certified to include the date of the bond.
Funding is to be provided by GDOT-LMIG and the Jenkins
County Commissioners.
Owner reserves the right to reject any or all Bids and
to waive informalities, including without limitation, the
rights to reject any or all nonconforming, non-responsive,
unbalanced or conditional Bids and to reject the Bid of
any Bidder if Owner believes that it would not be in the
best interest of the Project to make an award to that
Bidder, whether because the Bid is not responsive or
the Bidder is unqualified or of doubtful financial ability
or fails to meet any other pertinent standard or criteria
established by the Owner.
Contractor shall comply with E-Verify regulations.

Gwinnett County man swindles Liberty Mutual out of more than $9 million
A Gwinnett county man has been arrested for defrauding an insurance company out
of millions of dollars. Jose Martinez, 56, of Grayson reportedly submitted a self
audit form in 2016 to Liberty Mutual Insurance Company with his company’s 2016
corporate income tax information.
Martinez deceived the company by altering revenue generated by the company
and the amount owed to his employees. Insurance Commissioner John King said
Martinez had committed the fraud to hide his company’s true worker’s compensation
liabilities, which resulted in reduced insurance premiums.
High school coach arrested on sexual assault charges
A Dougherty County former cheerleading coach has bonded out of jail after being
charged with sexual assault involving a student. Audrianna Williams was arrested
Dec. 25 and charged with two counts of sexual assault by a teacher. Williams was
employed at the Monroe Comprehensive High School, until she resigned.
The warrant accuses Williams of “engaging m sexually explicit conduct with another
person who she knows is a student enrolled at the school.”
Lyons daycare worker arrested on 9 counts of child cruelty
A daycare worker in Lyons, Georgia was arrested last night after allegedly assaulting
multiple children. Parents say they had been voicing their concerns for weeks before any action was taken.
On December 27, Nicole Cabrera was arrested for nine counts of felony child cruelty in the first degree, and one misdemeanor
battery charge.
The alleged assault took place at Step-By-Step Daycare in Lyons. One parent said that in November, her son was covered in bruises
when she picked him up at school. After reporting her concerns to the daycare, employees assured her that the cameras had been
reviewed. They told the parent that no abuse or negligent behavior had occurred. A month later, the parent was contacted by an
investigator with the Lyons Police Department, saying there was video evidence of Cabrera abusing her son and other children at
the daycare. Cabrera was released on December 27 with a bond of $25,000
Liberty County deputy in recovery after dog attack
Liberty County Sheriff’s Office Deputy Ronald Hooks is on the mend after a neighbor’s dog attacked him while he was off duty.
Hooks was mending a fence when the dogs attacked him. According to reports, the American Bulldogs also harmed a neighbor’s
Chihuahua just days earlier.
The dog owner has been issued citations for having vicious animals and a violation of the leash law. The owners did not know if the
dog’s vaccines were up to date. Deputy Hooks is recovering after multiple surgeries.
Invasive blue land crabs make appearance on Georgia coast
Recent sightings of non-native blue land crabs on the Savannah coast have wildlife officials worried. “While we are uncertain
about the potential ecological and economic risks these crabs pose, we are concerned about the damage caused by their extensive
burrowing,” the Wildlife Agency said in a written statement. Blue land crabs are native to Brazil and may be seen after a heavy rain.
Valdosta residents push for return of curbside recycling
During Covid, Valdosta leaders stopped picking up recycled items. Residents were asked to take their recyclables to different
locations. But residents are asking for the city to return to curbside, citing convenience. But Valdosta officials say, they are more
focused on a central location for everyone to deliver their recycling.
Lt. Gov Burt Jones says home swatted and bomb threat called into his office
Second in command, Lt. Gov. Burt Jones said his home was “swatted” last Wednesday evening and on Thursday morning, a bomb
threat was called into his office-joining several Georgia lawmakers that were hit with prank 911 calls. Jones has sworn swift
retribution by law enforcement.
