BY BOB PEPALIS More than a third of city households are burdened by rent, utilities BY BOB PEPALIS More than a third of households in the city pay so much for their housing that they are considered cost-burdened by it, consul tants creating a housing needs assessment say. Consultants with HR&A Advisors told the City Council on Oct. 20 that the average household earning less than $50,000 annu ally is pays more than 30% of its income in housing.
