REQUEST FOR PROPOSAL
MUNICIPAL FINANCIAL
SOFTWARE SYSTEM
The City of Thomaston is accepting proposals for a replacement of their cur
rent Financial Software System. Proposals must be submitted to the City of
Thomaston City Manager’s Office, 106 East Lee Street, Thomaston, Ga
30286, no later than MARCH 24, 2021.
The objective of this initiative is to identify a Financial Software Package
which best meets the needs for The City of Thomaston. The City of Thom
aston intends to enter into a contract with the successful proponent to pro
cure software licensing, implementation services and ongoing support
services.
The City of Thomaston expects to negotiate for the purchase of the selected
system and to communicate and maintain contact with another person or
organization with the selected proponent for contractual and support issues.
All responding proponents must submit a detailed cost model.
It is the expectation that potential proponents will propose systems which
will provide optimal transition from the existing system. The system should
be able to leverage best practices in municipal government financial man
agement.
The City of Thomaston Bids will be accepted at the Thomaston-Upson Com
plex Building, 106 East Lee Street, Thomaston Ga 30286, Monday thru Fri
day, 8: a.m. to 5: p.m. Qualifications will be accepted up to and no
later than 5:00 p.m. March 24. 2021.
The City of Thomaston reserves the right to accept, reject, and/or modify
any and all proposals or requirements.

UPSON COUNTY
NOTICE OF PUBLIC HEARING
FOR COMMUNITY DEVELOPMENT
BLOCK GRANT PROJECT (CDBG)
Upson County is considering applying to the Georgia Department of Community Affairs for a Community
Development Block Grant of up to $750,000.00. These funds must be used to primarily benefit low- and
moderate-income persons.
The activities for which these funds may be used are in the areas of housing, public facilities, and eco
nomic development. More specific details regarding the eligible activities, plans to assist displaced per
sons (if any), the estimated amount of funds proposed to be used for activities to benefit low- and
moderate-income persons, and the rating system will be provided at a public hearing which will be held
on March 9, 2021 at 6:00 PM located at 106 E. Lee Street, Thomaston, GA 30286.
The purpose of the hearing will be to obtain citizen input into the development of the application and to
review progress on previous CDBG grants (if applicable).
This project is covered under the requirements of Section 3 of the HUD Act of 1968, as amended and
Section 3 Residents and Business Concerns are encouraged to apply.
Upson County also abides by the following laws as they pertain to HUD Assisted Projects: Title VI of the
Civil Rights Act of 1964; Section 109 of the HCD Act of 1974, Title 1; Title VII of the Civil Rights Act of
1968 (Fair Housing Act); Section 104(b)(2) of the Housing and Community Development Act of 1974;
Section 504 of the Rehabilitation Act of 1973 as amended; Title II of the Americans with Disabilities Act
of 1990 (ADA); and the Architectural Barriers Act of 1968.
