Shortly after that inci
dent, Libri set up a cash
app for donations, stating
he wanted to open a crisis
shelter in Thomaston for
kids who were victims of
child trafficking.
BAAI’s Facebook page
claims it is “a non-profit
organization fighting for
those who can’t fight for
themselves through sup
port, encouragement, and
protection by a family of
bikers who stand up to the
abusers, pedophiles, and
molesters,” and offers a
variety of services.

Thiel said if the county
allows another private
service to claim the zone li
cense, residents and offi
cials will be having the
same conversations within
a year.
“There’s a small army
of medics ready to come
back to work in Upson
County if you start your
own service,” Thiel told
commissioners. “There’s
an equal amount ready to
walk if you bring in
another private [com
pany]. The door is open to
prison for impersonating
an officer, obstruction of
justice, and identity fraud
in Douglas County. He was
released from prison in
2019 and will be on proba
tion until 2035.
The report stated that
Libri inserted himself into
an active investigation in
volving a missing teen
where he posed as an in
vestigator with a different
organization called Metro
Atlanta Human Traffick
ing Task Force. While on
trial in Douglas County,
Libri had charges pending
in Cobb County for imper
sonating an FBI agent.
Although Libri has
never been in law enforce
ment, he has a history of
impersonating or pretend
ing that he is an officer.
Each incident involved
missing teens. Prior to the
incident in Douglas
County, he was arrested in
Fulton County in 2013 for
pretending to be with the
U.S. Marshall’s Office. He
make a bold move.”
County Manager Jason
Tinsley said the Depart
ment of Public Health will
open the zone for 10 days
at the end of December for
proposals. In the interim,
county staff will research
legal hurdles involved with
acquiring the zone license,
but the final decision rests
with the state DPH, he
stated.
Tinsley said three
“major” providers have
shown interest in servicing
Upson County, and state
officials approved discus
sions among potential
EMS providers and county
officials.
Commissioner Benja
min Watson voiced his
preference that the county
pursue the license and
control the service, but
pled guilty to two counts of
impersonating an officer,
one count of false impris
onment, and possession of
a firearm during the com
mission of a crime in 2014.
Between prison stints,
Libri managed to start
three different nonprofit
organizations: Metro At
lanta Human Trafficking
Task Force that was dis
solved in 2014, Bikers
Against Abuse LTD that
began in June 2019, and
then in November 2019 he
started Bikers Against
Abuse International, Inc.
In a Facebook live
video that aired Nov. 27,
Libri announced he was
shutting down BAAI’s op
erations. In his video, Libri
blames the closure on The
Upson Beacon and its pub
lisher, Debbie McClain,
and Bikers Against Child
Abuse International. He
claims Bikers Against
Child Abuse tried to bully
him into changing the
name of the organization.
Chairman Norman Allen
said based on information
he has received from the
DPH and other state offi
cials, county control is
“highly unlikely.”
But Allen guaranteed
the public will not be in the
dark during decision-mak
ing: “This will be as open
and transparent of a pro
cess as you will ever see.”
In other business:
•Tinsley told commis
sioners to expect another
delay for installation of the
new clock tower atop the
downtown courthouse.
Allen said the contractor
has been advised that
county attorneys English
Law Group are studying
the work agreement to de
termine possible sanctions
available because of
missed deadlines.
Additionally, he said that
since the story ran in the
Beacon about him and
Bikers Against Abuse, do

I said, from Thomaston
and The Upson Beacon

us through. We had goals
of starting a shelter for
kids and child trafficking,
they put the nail in the cof

bullshit people, we feel, I
feel, that its best to just let
it go. So many crooked
scumbags out there, I
guess they got their wish.”
Libri claims to have put
$25,000 into the opera
tion and offered to give it
to anyone who wants it.
He said, “I cannot keep
putting money into this, so
that’s it, it’s the end of the

According to TPD In
vestigator Captain Monica
Snipes, who is assisting
the GBI with the investiga
tion into Libri and Bikers
Against Abuse, “The inves
tigation is still ongoing
and will continue even if
Libri ceases operations or
closes the organization.”
Bikers Against Child
Abuse released the follow
ing statement in July:
“Bikers Against Child
Abuse, its officers,
members and/or sup
porters, are not involved...
nor affiliated, do not asso
ciate, and do not have any
personal relationship with
‘Bikers Against Abuse’ nor
any of its membership. We
are aware of Bikers
Against Abuse Inter
national's existence and
aware of the obvious con
fusion that exists and has
been created... given ‘their
choice’... to so identify
themselves.

Abuse has been in exis
tence for 25 years, is a
truly ‘international’ organ
ization with an established
and respected history of
service across North
America... Europe and
Oceania. BACA’s mission
is to ‘empower abused
children to not live-in
fear.’ Bikers Against Child

the use of violence or phys
ical force in any manner.”
