GLendale 7-8811 (Radio, N.C.W.C. The message was read during a ceremony held at the Basilica of Sacre-Coeur here. “Whoever wishes to build a civil or social structure on sound and strong foundations must base it on the order established by God,” said the Pontiff. “The Church, which is custo dian of the truths of natural law and at the same time interpreter of the Divine Revelation con firming and protecting the m, has provided definite teachings of permanent validity in this respect. “The stability of families is often compromised for many reasons: in many instances liv ing conditions are difficult; the magnificent mission of married couples — not void of sacrifice ■— is not adequately understood by many and unfortunately the children are the first victims of such a state of affairs.” The Pope called on delegates to the congress to pray and work so that the family may en joy a greater chance of devel opment and support. He con tinued: “May it be God’s will that many men of good will, wishing to serve the true interests of the family throughout the world, may give it support by means of public reaction and legislation fostering it. Where- ever the institution of the fam ily is still honored may it be protected against every attempt at disintegration. Where cir cumstances have shaken it dan gerously may it be re-endowed with its rights and just func tions.
