News Service) VATICAN CITY — The Sac red Consistorial Congregation is the executive personnel depart ment of the Catholic Church. Through it, His Holiness Pope Pius XII chooses and checks on more than 200 archbishops and 1,000 bishops, governing 400 million Catholics all over the world. Actually the congregation, which is one of the 12 admin istrative bodies of the Church, has three distinct jobs. Its ma jor responsibility is the selec tion and supervision of the Church’s hierarchy. It also must care for the spiritual welfare of all Catholic emigrants of the Latin Rite and for the interna tional supervision of the Apos- tolate of the Sea. The least demanding of its jobs today is the preparation of matters to be discussed in con sistories — it gets its name from this duty — where the Pope meets with the Cardinals. When the Consistorial Con gregation was permanently set up in 1587 by Pope Sixtus V, it had considerable power, in cluding the power of creating new dioceses. In later centuries It lost most of its functions, un til St. Pius X rescued it from near extinction in 1908. He gave it wide jurisdiction to which other popes have added. Heading the Consistorial Con gregation as prefect is Pope Pius XII. He is assisted by 19 Cardinals. His Eminence Mar cello Cardinal Mimmi is Secre tary of the Congregation and is responsible for its overall opera tion. Assisting him is Msgr. Giuseppe Ferretto, the Assessor or under-secretary. Among the Cardinals on the Congregation are two Americans, their Em inences Frances Cardinal Spell man, Archbishop of New York, and James Francis Cardinal Mc Intyre, Archbishop of Los An geles. His Eminence Giuseppe Cardinal Pizzardo is a member of the. Congregation in his ca pacity as Secretary of the Sac red Congregation of the Holy Office. Most of the world’s hierarchy is under the jurisdiction of this congregation. But not all. Bish ops in mission territories are under the Sacred Congregation for the Propagation of the Faith, and prelates of the East ern Rites under the Sacred Con gregation of the Oriental Church. In some countries where the appointment of bishops and establishment of dioceses are matters of state, the Sacred Congregation for Extraordinary Ecclesiastical Affairs has juris diction but works closely with the Consistorial Congregation. This congregation can erect dioceses, as it did lhst year in the United States when it cre ated the dioceses of Rockville Centre, N. Y., and New Ulm, Minn. It can nominate Ordinaries, who are bishops with full power to govern a diocese; also coad jutor and auxiliary bishops and apostolic administrators. In the U. S. alone last year the congre gation nominated 15 bishops in 10 states. Creating new dioceses and choosing bishops requires lots of ground work. To divide ex isting dioceses, the Consistorial Congregation, working with the Apostolic Nuncio or Delegate of a particular country must de termine how the new diocese is to be set up. ATLANTA, GA. parishes, schools, hospitals and other religious facilities so that the new unit is self-supporting from a financial and religious point of view, and can take care of the needs of the Catholics within its boundaries. Selection of a priest as a can didate for the episcopate also requires painstaking investiga tion and care. The method of selecting bishops in the United States was carefully outlined by the congregation in a decree is sued in 1916. The process, according to a 1916 decree, begins in the priest’s own diocese. His bishop suggests his name as a candi date to the Metropolitan arch bishop and his candidacy is dis cussed during a meeting of the bishops of the metropolitan pro vince held once every two years. Lists of priests approved in these meetings are forwarded to the Apostolic Delegate in Wash ington, D. C. He in turn sends the names to the congregation, which conducts its own investi gation of the proposed candi dates. Thus, when there is an open ing, a roster of carefully inves tigated names is on hand for the Pope to use in making his final choice of the man he will name bishop. All bishops under the Consis torial Congregation must sub mit detailed reports on their dio cesan affairs once every five years. They usually submit it in person during their “ad limina” visit to Rome. The term “ad limina” means “to the thresh old” and refers to a required visit which bishops must pay to the tombs of SS. Peter and Paul. These visits are officially re corded and the bishops leaves a certificate recording the “ad limina” visits with the congre gation. The five-year reports keep the congregation thoroughly posted on the state of religious life and affairs throughout the world. If the reports are not satisfactory, the. congregation may discuss them with the bishops concern ed. If circumstances justify it, the congregation may send an Apostolic Visitor to make an on- the-spot investigation. This offi cial reports on his findings and the congregation takes what ever action is necessary. Each year certain blocs of countries submit their reports in a regular cycle, thus preventing too great a jam of paper work in any one year. Supervision of military ordi- nariates is another of the con gregation’s responsibilities. In 1957, the congregation establish ed military vicariates — juris dictions within the armed forc es which are regarded as dioces es — in the Netherlands, Argen tina, Belgium and the U. S. It also changed some of the facul ties of the vicariates of France, England and Spain. Pope Pius XII has added to the congregation’s many-sided duties that of caring for the International General Secretari at of the Apostleship of the Sea and of providing religious care to Catholic emigrants of the Latin Rite. Msgr. Ferretto is president of both the secretariat of the Apos tleship of the Sea and of the Supreme Council of Emigra tion. The secretariat of the Apostleship of the Sea has 15 national representatives, al though the place of the U. S. on the board is vacant now. Twenty-two countries are rep resented on the Supreme Coun cil of Emigration, with the Church in the United States be ing represented by Bishop How ard J. In its way, this council re flects the complex problems and international scope of the Con sistorial Congregation’s respon sibility within the Church. In 1957, the council provided missionary priests and chaplains to thousands of emigrants. It opened a parish for Portuguese emigrants living in Hartford, Conn., and either set up or ex panded religious facilities for Hungarians in Switzerland and Argentina, for Germans in Chile, for Latvians in Germany, for Croatians in Italy and for Italians in Japan, Argentina, Australia, France, Switzerland, Canada and Brazil. BEIRUT, Lebanon, (NC) — The Auxiliary' to His Eminence Ignace Gabriel Cardinal Tap- pouni, Syrian Rite Patriarch of Antioch, has issued a plea for peace and brotherhood in this rebellion-torn Arab nation. Bishop Gregoire Ephrem Jar- jour went on the radio in the wake of armed clashes in Bei rut and expressed the Catholic point of view against “every kind of violence, destruction, as sassination and blood-shedding, illegal rebellion, as contrary to the principles of all religions.” Speaking in Arabic, the Bish op said that the strife is op posed to “the spirit of Faith and charity that should reign among sons of the same fatherland and . . . against every form of civilization — be it eastern or western — not to speak of this land of ours where the revealed truths of God were given man kind to be an example for, the whole world . . Bishop Jarjour said that in the “critical circumstances of the moment,” it is the duty of Leb anon’s spiritual leaders to de clare their attachment to Leb anon’s independence, their res olution to foster “close collabo ration between Lebanon and its brethren, the Arab states, as well as all the nations of the free world,” and the promotion of Christian-Moslem brother hood. “This heritage must not suf fer the threat of being lost,” the Bishop said. “I am certain that I here express the sentiments of all the religious heads who have their beloved country sincerely at heart.
