Clarifies Stand On
Catholics In Politics

VATICAN CITY—L’Osserva-
tore Romano has clarified its
May 19 editorial concerning
Catholics in political life.
In that editorial the Vatican
City daily newspaper said that
all Catholics must be guided in
all their private and public ac
tivities by laws and teachings
of the Church.
In response to criticism of the
editorial in an Italian paper
L’Osservatore said its stand
“does not prevent or contradict
the autonomyl of political ac
tivity in its proper field but
binds Catholics only to the logi
cal requirement of coherent ac
tion, which in every case means
adherence to the teaching of the
Church and the refutation of
any splitting of conscience in
the believer and the citizen.”
The same commentary (May
29) stated that the original edi
torial, entitled “Firm Positions,”
is based on unchangeable prin
ciples “concerning the nature
and structure of the Church and
its complete moral jurisdiction
over the life of the faithful at
any moment of private and pub
lic activity, (and) on the Cath
olic religion as the inspiring
and regulating power of all in
dividual . and social activity of
a citizen.”
Three days earlier, L'Osserva-
tore had defended its mid-May
editorial by pointing to the
Church’s duty to state its posi
tion on moral issues arising in
political life.
L’Osservatore questioned the
action of critics in taking issue
with the Italian Bishops for
speaking out on public moral
issues. It argued that the Cath
olic bishops in other countries
are not criticized for taking a
stand on such questions. The
paper said:
“Should one ascribe undue in
terference or trespassing the
limits of the political field to
those American Catholic bish
ops who have begged some of
the state governments to pro
vide for an end of the racial
discrimination which still sadly
exists in customs and in some
laws?
“Or should one deplore the
action of the French Bishops
who have raised their voice
against terrorism wherever they
have occurred? Or must we ar
gue with the Bishops of South
Africa who seek to fight against
the manifestations of the ‘apart
heid’ question? . . .”
In each of these instances,
the paper sand, there is a politi
cal consideration. But it said
they are situations on which
the Church must speak out.
Both commentaries were
printed on page two of the Vati
can City daily, in the column
entitled . “Rostrum of Facts,”
which is initiated by the paper’s
new editor, Raimondo Manzini.
Both cited the “clamor” and the
“violent accusations” published
in Italian Marxist and secular
ist papers as a result of L’Osser-
vatore’s May 19 article.

MISINTERPRETATION OF
L’OSSERVATORE EDITORIAL

U. S. Catholic papers have
commented on an editorial in
the Vatican City daily that list
ed basic principles to guide Ca
tholics in the civic and political
spheres.
Some Catholic papers viewed
the editorial as not being radi
cally different and hit at mis
interpretations in this country
of the principles laid down by
L’Osservatore Romano. Others
saw misleading implications in
the editorial.
The Vatican City daily’s edi
torial said it is absured to make
a distinction between a man’s
conscience as a Catholic and
his conscience as a citizen.
Among basic principles listed
by the paper was the following:
“A Catholic can never depart
from the teaching and direc
tives of the Church. In every
sector of his activity, his con
duct, both private and public,
must be motivated by the laws,
orientation and instructions of
the hierarchy.”
Jn commenting on the edi
torial, the Pittsburgh Catholic,
newspaper of the Pittsburgh
diocese, said that “many observ
ers profess to see in the May 19
editorial . . . some new and
startling developments.”
“Actually,” the newspaper
stated, “there is nothing radi
cally different in what was
enunciated by L’Osservatore
Romano from what has been
standard practice and common
belief, particularly so far as the
primary point of its editorial
is concerned.
“This point is the absurdity
of atempting to split the con
science into one part which is
that of the believer and one
which is that of the citizen.”
The Witness, newspaper of
the Dubuque archdiocese, said:
“The editorial in L’Osservatore
Romano . . . was bound to be
misinterpreted. It shouldn’t
have been. Actually, there was
nothing new in what the edi
torial said ... it was an affir
mation of what all twentieth
century popes have been preach
ing and teaching.”
The True Voice, newspaper of

the Omaha archdiocese, com
mented: “Many in America
wanted to interpret (the edi
torial) as an intrusion of the
Catholic hierarchy into the poli
tical life of nations. Even
though this statement in the L’
Osservatore is not an official
statement, nontheless it be
speaks only what has always
been taken for granted among
Catholic people, namely: when
moral values are involved in
the political field, the Church
must state its mind concerning
those moral values.”
The Providence Visitor, news
paper of the Providence dio
cese, criticized the Providence
Journal’s interpretation of. the
editorial.
The Visitor said that “the
Journal writer applied certain
parts of the editorial to can
didate John Kennedy in his
capacity as possible President.”
The Visitor added that the
editorial’s “connections with
birth control policy, parochial
school support, and American
presidency, or with Mr. Ken
nedy was entirely the creation
of the Journal’s Editorial writ
er’s nervous imagination.”

The Oklahoma Courier, news
paper of the Oklahoma City-
Tulsa diocese, commented: “The
stand taken by the particular
statement that the Church has
the duty to direct the political
activities of its laity, is particu
larly unfortunate in the light of
the ‘semiofficial’ reputation of
L’Osservatore.
“T h e statement’s inference
that the layman does not have
any autonomy in the political
order is a far step backward
from the urgent appeals of re
cent popes for the layman to
wake up to his responsibilities
in the areas of his competency
—that is, the world and its in
stitutions.”
The Indiana Catholic, news
paper of the Indianapolis arch
diocese, said:
“There was nothing wrong
with the L’Osservatore editorial
from the standpoint of the Ita
lians for whom it was written
... It was not necessary to spell
out for Italians that the Church
recognizes the autonomy of the
State and was not claiming au
thority over politics as such
nor the right to dictate how citi
zens should vote. But these
things are not clear to non-
Catholies. And the quarrel with
the L’Osservatore editorial is
that it did not sufficiently take
into account the effect of its
wording outside Italy.”

SEATTLE, Wash, (NC) —
There is "an abundance of vo
cations to the priesthood and
religious life" but their fulfill
ment is blocked principally by
parents. His Eminence Richard
Cardinal Cushing declared here.
Addressing the graduating
classes of St. Edward’s and St.
Thomas’ seminaries here, the
Archbishop of Boston said some
parents object outright to voca
tions to the priesthood and re
ligious life among their chil
dren, while other parents de
cline to pray for vocations.
The Cardinal said that some
parents expose their children
excessively to television, radio,
movies, rock 'n roll and other
diversions, thus allowing them
to succumb to the secularism
and materialism of the times.
From his experiences, the
Cardinal said, the seed of a
priestly or religious vocation
usually is planted when a child
is in the seventh or eighth
grade. He said this has been
his observation as a result of
making Confirmation tours dat
ing back to 1938.
“It is my experience that in
most instances most receive
their initial call from God at
Confirmation,” the Cardinal
said. “The home is, therefore,
the nursery of vocations and
without that nursery vocations
frequently are lost.”
The Cardinal told the semina
rians that total dedication is
the primary requisite of priests.

WAYNESBURG, Pa., (NC) —
Some 40 Greene County high
school seniors are using a court
order this year to participate in
their own graduation ceremon
ies.
Catholic pupils at Mapletown
High School were granted an
injunction in Greene County
Court against a public school
board resolution which would
have prevented them from tak
ing part in formal commence
ment ceremonies.
Before the injunction was
granted, they were scheduled to
receive their diplomas privately
in the principal's office for re
fusing to attend pre-commence
ment baccalaureate service in
which scriptural reading, hymn
singing and references to their
class as a "congregation" were
included.
The students refused to at
tend the services on the advice
of their pastor, Father William
Dennecker.
They thereby violated a
school board resolution prohib
iting seniors from taking part
in cap and gown ceremonies un
less they attend all pre-com
mencement events.
Judge J. I. Hook, in granting
the injunction, questioned the
legality of the resolution on the
grounds that it required stu
dents to participate in an extra
curricular activity outside of
normal school hours.

in developing intellectual tal
ents to fit themselves to combat
the paganism and atheism of
the 20th century which parades
under the banner of commu
nism.

Of Forcible
Conversion
RAIGARH, India, (NC)—The
High Court of Madhya Pradesh
Slate has acquitted a Catholic
priest and three laymen of kid
napping and threatening mur
der to a Hindu in an attempt to
convert him to Catholicism.
The High Court judge, free
ing Father Dominic Tigga and
the others, said:
“It is inherently impossible
that the accused would adopt
such methods for conversion of
the complainant to their own
faith.”
He criticized the findings of
a lower court in the case as
“manifestly” wrong and a “mis
carriage” of justice.
The judge said, “Evidently,
the story of forcible conversion
is not true and has been de
liberately concocted.”
