urged Catholics to have “pro
found supernatural optimism”
in the face of “the inevitable
crisis in store for the Church
and for human society.”
Bishop Wright made the state
ment in the keynote address
at the 18th biennual convention
of the National Catholic Lay
men’s Retreat Conference. He
is episcopal advisor of the con
ference.

velop more deeply the dogma of
sanctity and of asceticism in
family life.”
He emphasized that retreats
especially for . married couples
are a major means of promoting
the sanctity of married persons.
Bishop Wright described the
retreat movement as “a school
for the preparation of a spirit
ual elite and for the stimulation
of Christian optimism.”
He predicted that the fortitude
and optimism of Catholics are
in for some “tough testing” and
speculated that the number of
Catholics could be sharply re
duced under the impact of mod
ern challenges to the Church.
“Such a reduction in our sta
tistics by the .loss of the half
hearted and the infirm of faith,
particularly when accompanied
by growth in fervor and under
standing among those who re
main faithful, in no way con
tradicts Christian optimism,”
Bishop Wright said.
He continued: “The Church
must expect and welcome the
same fate as Christ Himself.
Defections from her ranks in
the face of the ‘hard sayings’ of
Catholics creed and the hard
requirements of the Catholic
moral code should neither scan
dalize nor surprise. Some quit
Christ because His dogmas are
more than mere intellect can
grasp; others quit Him because
they found His disciplines more

support . . .
“Accordingly the ranks of the
faithful may be diminished in a
generation when some people
threaten to ‘quit the Church’
even when their children flunk
exams in Catholic schools or
when their prospects for politi
cal or social advancement seem
impeded by the heroic demands
of a Christ who, in point of fact,
is not the least bit ‘gentle’ when
it comes to the integrity of His
teachings and the sovereign de
mands of conscience.”
Discussing the retreat move
ment, the Bishop suggested that
laymen should play a more ac
tive role in their own retreats.
He also urged that techniques of
meditation be taught to laymen
during retreats.
Msgr. DeBlanc recalled that
an estimated 40,000 married
couples have made closed re
treats for couple since the move
ment began in the U.S. 15 years
ago. Last year, he said, 7,000
couples in 40 centers made
them.
He said the “phenomenal”
growth of the movement indi
cates that it is “filling a real
need in modern society.”
Nevertheless, Msgr. DeBlanc
added, only about one of every
12 U.S. retreats houses offers re
treats for married couples, and
of these more than half offer
fewer than five such retreats
yearly. One encouraging sign
however, is the fact that 15 re
treat houses have announced
that they will be remodeled
during the coming year to pro
vide facilities for couples’ re
treat, he said.
Msgr. DeBlanc declared that
couples who have made such
retreats “are always the best
salesmen of the movement.”
He continued: “Where they
had only superficialities to dis
cuss they now have an oppor
tunity to deepen their relation
ship on the more solid founda
tion of basic Christian family
truths which together they have
learned and experienced . . .
“What is involved here is not
merely a matter of knowledge,
but of inspiration and of a
change of attitude. These last
two can be better achieved if
couples make a family retreat
together and share the atmos
phere of the retreat together.
“Sometimes this atmosphere
says more and speaks more ef
fectively ...than the talks them
selves. It must also be empha
sized that one’s married partner
is going to be more instru
mental in one’s salvation or
damnation than possibly any
other person in a married per
son’s lifetime.”

First Move On Federal Aid
To Education Apparently
Will Be Taken By The House

WASHINGTON — The first
move on Federal aid to educa
tion in the special session of
Congress apparently belongs to
the House, which returned on
Monday, August 15.
Each chamber has passed a
different Federal aid to public
education measure, but efforts
to hold a Senate-House confer
ence to iron out a compromise
have been stymied by the House
Rules Committee.
The bills before the Congress
do not include provisions to aid
private, nonprofit schools. A
proposal to offer these schools
loans to help finance construc
tion was defeated in the Senate
in February and ruled out of
order when presented in ihe
House in May.

mittee to allow House members
to join in a conference with rep
resentatives of the Senate be
came necessary on June 9 when
a routine motion in the House
seeking unanimous consent for
a conference lost because Rep.

On June 22, the Rules Com
mittee, dominated by conserva
tives who are opposed to large-
scale Federal aid, voted 7 to 5
against allowing Plouse mem
bers to meet with delegates of
the Senate.
The bill which has been pass
ed by the House (H.R. 10128)
provides for a four-year, $1.3
billion program to help finance
public grade and high school
construction. Federal grants
would be matched by states.
Funds would be withheld from
school systems resisting racial
desegregation.
The measures adopted by the
Senate (S. 8) provides for ex
penditure of $1.8 billion in a
two-year period for construc
tion and support of teachers’
salaries. Grants would be made
under a “state effort” formula
which reduces the funds unless
the state increases its own ef
fort.
Numerous other aid proposals
were introduced this session of
Congress, but only one other
received committee approval.
However, it was forgotten after
the House Education Committee
approved it in May 1959, be
cause the Rules Committee bot
tled it up. The committee ob
jected to its broad provisions of
$4.4 billion to be spent in four

O.S.B., of Kandy, Ceylon, re
vealed that ihe cost of his fund

woman learned of his desire to
build several hospitals and a
trade school in his diocese. So
she gave him her life's savings
—about $2.500—for the trip.

The Democrats called for Fed
eral grants to states for class
room construction and teachers’
salaries, plus aid for construc
tion of classrooms and dormito
ries at colleges and universities.
The Republican plank pro
poses Federal support to prima
ry and secondary schools based
on a formula to determine need.
It condemns support of public
school teachers’ salaries and fa
vors assistance in construction
of college housing and extension
of the student loan and gradu
ate fellowship program.
They say some peop.e can’t
stand prosperity, but the rest
of us would like a try at it.
