CARACAS, Venezuela —
Gen. Rafael Leonidas Trujillo,
for 30 years the ruler of the
Dominican Republic, is staging
a new act in the continuing
drama in which he is portray
ed as a major defender of the
Catholic Church, according to
informed quarters here.
Generalissimo Trujillo main
tains tight control over the
government, press and com
munications of the Dominican
Republic, although he holds
no office, these sources said.
But, they said, the organs un
der his control have been
making increasingly violent
attacks on the Church so that
the Generalissimo can appear
to come to the Church’s de
fense.
The effect, according to ob
servers here, is that of a ven
triloquist . arguing with his
dummy. The goal is said to

make it appear that if Gen
eralissimo Trujillo is unseated,
the communists will come to
power in the Dominican Re
public and ignore the rights
of the Church.
The prologue to the current
farce was very real. It con
sisted of the joint pastoral
letter in which the Dominican
Bishops last January spoke out
against the wave of arrests
by the Trujillo regime. The
Bishops declared that human
rights come before those of
the State. They said that the
Church is ready to suffer in
defense of individual rights.
Generalissimo Trujillo issued
a reply “unreservedly” pro
fessing his devotion to the
Church and his respect for the
“noble humanitarian inten
tions” of the pastoral. But he
said that he could not “in
terfere in the administration
of justice” in the case of the
persons arrested.
At a press conference on
April 27, Generalissimo Trujil
lo announced he had lifted the
ban against the Communist
party. This was done, the Gen
eralissimo said, because “cer
tain Catholics” had been as
sociating “surreptitiously with
communists and Jehovah’s
Witnesses.” The announce
ment came at a time when

the Trujillo regime were un
der heavy fire in the Organi
zation of American States.
Despite the Generalissimo’s
avowal of democratic pro
cesses . and civil rights, the
Inter-American Peace Com
mittee, an agency of the OAS,
condemned the Trujillo re
gime. It reported last June,
after a four-month study, that
“flagrant violations of human
rights” exist in the Dominican
Republic. It said “internation
al tensions” in the Caribbean
would continue to increase so
long as the violations persist
ed. The OAS foreign mini
sters, meeting in Costa Rica
in August, followed this up
with a formal condemnation
of the Dominican Republic.
The earlier report added as
an appendix a text of the
February 28 pastoral letter of
the Dominican Republic’s
Bishops.
Since that time, the Trujillo
family has little by little been
pulled out of official positions.
In August Joaquin Balaguer
became president. In the
meantime, the face the Domin
ican Republic has shown the
outside world has had all the
trappings of respect for such
rights as freedom of press,
radio and assembly.
In press and radio especially,
the. government is now sub
jected to criticism that would
have been inconceivable at the
beginning of the year. But the
major target of criticism is the
Catholic Church. Radio broad
casters in the capital at Ciudad
seem to be vying with those
in neighboring Castroist Cuba
in hurling insults at the
Church and her Bishops,
The cue to the press was
given last May 25 by Minister
of Justice and Worship Mario
Abreu Penzo, when he charged
the Apostolic Nuncio, Arch
bishop Mario Zanini, with re
sponsibility for the Bishops’
pastorals. The pastorals were
“obviously seditious,” the Tru
jillo front-man said. He added
that Archbishop Zanini should
be expelled as “an internation
al provocateur.”
La Voz Dominicana, one of
the country’s two major radio
stations, immediately seized
on the Abreu charges. But La
Voz Dominicana is conserva
tive compared with the other
station, Radio Caribe.
Radio Caribe for months
has been increasing insults
against the Church and the
Bishops. In early October, it
reported that the general man
ager of the station had been
summoned to the Secretariat’
of State and told that the.
Nunciature of the Holy See
had complained about its
broadcasts. The acting Secre
tary of State therefore asked
that the station tone down its
references to the clergy, , it
said.
Radio Caribe’s part in the
act was one of utter defiance.
It said:
“Our editorial referring to
the action of the tratorous and
conspiring shepherds who at
tempted to disturb the public
peace was sufficiently toned

what should be said, and the
terms used to describe this
group of bandits headed by the
Nuncio, Lino Zanini, were ex
cessively conservative . . .
“In going against Trujillo,
these fools headed by Zanini
went against the people, be
cause- Trujillo is the people
and against nothing avails,
either outside or inside. Let
the bishops confirm that un
der the cover of their cassocks
they have hidden ignominy
and betrayal, the same arms
that served to kill Christ.”
Radio Caribe on October 18
again stated that the bishops
responsibile for the joint pas
torals should be “in prison or
exile, for the law is very clear
and it is the duty of the judi
ciary authorities to see to
strict execution of the law.”
Then it said that then Minister
of Justice Abreu Penzo had
begun proceedings against the
bishops, but that Generalis
simo Trujillo “interceded and
asked him to desist, as a favor.
If that is so, with all due re
spect, we blame the General
issimo.”
So as to enable all major
propaganda organs to get into
the act, Generalissimo Trujillo
sent a letter to the daily news
paper El Caribe taking note of
the fact that Radio Caribe
had “accused me of having in
terceded in favor of the bish
ops so that the Secretary of
Justice would not bring them
to justice in accordance with
the penal code which has to
do with the issuance of pas
toral letters of subversive in
tent.”
The Generalissimo then
stated:
“Certainly I interceded to
stop the corresponding judi
cial action. I am not sorry I
did so. As Radio Caribe in
timates, the new Minister of
Justice could act now to com
ply with the penal code, but I
here and now declared that I
again intervene if necessary,
so that such action will not
be taken.
“Although the penal code
imposes punishments on bish
ops who issue antisocial pas
toral letters, I sincerely be
lieve that in this case the law
should not be carried out. I
oppose and will always oppose
that legal precept.”
The Trujillo letter to El
Caribe was read over La Voz
Dominicana without comment
(Oct. 19). An hour later, Radio
Caribe was back in the show
protesting that the govern
ment was threatening to close
down the station.
“Before closing Radio Caribe
over matters of public order,”
it said, “they would have to
close all the Catholic Churches
in the country, because in all

VATICAN CITY — The
Church of East and West met
in common worship when His
Holiness Pope John XXIII pre
sided at celebration of the
Byzantine Rite Liturgy (Mass)
in St. Peter’s basilica.
It was believed to be the
first time that a pope has used
the Old Slavonic language in
a liturgical ceremony in more
than a thousand years. The
last recorded instance was by
Pope Adrian II in 867.
Pope John said in an ad
dress that the Oriental Rite
ceremony recalled his earlier
days m Bulgaria, Turkey and
Greece.
He then said: “Today’s rite
marks the beginning of the
preparatory — and more sub
stantial — phrase of the Sec
ond Vatican Ecumenical Coun
cil.”
The celebrant and concele-
brants of the Liturgy (Nov. 13)
represented the greater part of
the Oriental Church. Arch
bishop Ivan Bucko, Apostolic
Visitor of the Ukrainians and
Ruthenians of the Byzantine
Rite resident in western Eu
rope, was celebrant. The co
celebrants were prelats repre
senting the Melkites, Russians,
Ukrainians, Ruthenians, Ru
manians and Greeks.
Several coincidences sur
rounding the ceremony com
bined to emphasize the East-
West unity of the Church and
to relate the ceremony to the
forthcoming ecumenical or
universal council.
First, it was the feast of St.
John Chrysostom, a feastday
observed not only by Oriental
Catholics but also by the Or
thodox. Second, the next day
was the feast of St. Josaphat,
a 17th — Century martyr of
Christian unity. Finally, the
Liturgy was attended by mem
bers of the ecumenical coun
cil’s preparatory commissions
who had assemoled m Rome
tor their first meeting.

Radio Caribe then launched
a new attack on one of its
favorite targets, Boston-born
Bishop Thomas F. Reilly,
C.SS.R., Prelate Nullius of
San Juan de la Maguana. It
said:
“Speaking of bishops, we
shall take the opportunity to
say that we have seen what
horror was committed by the
bishop of San Juan de la Mag-
uana, Mrs. Reilly, a gringo
from Boston, who arbitrarily
sent three citizens preaching
their Mennonite religion in a
district of San Juan de la
Maguana to prison simply be
cause they were heard in the
little Catholic church here. . .
“It would seem that they are
trying to take us back to the
era or the inquisition and that
justice is being mlluenced by
the purple cassock of the
haughty Yankee bishop.”
The words keep pouring out.
Always it is the Lhurch that
is evil, the present govern
ment that is stupid. Only Gen
eralissimo Trujillo is right and
good.
But the government is only
a puppet goverment, observers
here point out. The press and
radio, they add are instru
ments of the Generalissimo.
Any appearance of diversity
of views, they say, has only
one purpose — to scare peo
ple into accepting the conten
tion that the life of the
Church and the preservation
of order in the Dominican Re
public depends on continua
tion of the regime of General
issimo Trujillo.
