Names Auxiliary Bishops
WASHINGTON (NC) —His
Holiness Pope John XXIII has
made the following appoint
ments to the Hierarchy of the
United States:
Msgr. Gerald V. McDevitt,
Secretary of the Apostolic De
legation here, to be Titular
Bishop of Tigias and Auxiliary
to Archbishop John J. Krol of
Philadelphia.
Msgr. Jos h Green, Vice
Chancellor of the Diocese of
Lansing, Mich., to be Titular
Bishop of Trisipa and Auxi
liary to Bishop Joseph H. Al
bers of Lansing.
The appointments were an
nounced last week by Arch
bishop Egidio Vagnozzi, Apos
tolic Delegate in the United
States.
Bishop-elect McDevitt has
been on the staff of the Apos
tolic Delegation since 1952. He
was born in Philadelphia, Feb
ruary 23, 1917, the son of Hugh
J. and Helen (Boylan) McDe
vitt. His mother is deceased;
his father lives in Bala Cyn-
wyd, Pa. He attended Our Mo
ther of Sorrows elementary
school in Philadelphia, La Sal
le College High School and St.
Charles Seminary in the same
city and the Pontifical Roman
Seminary.
Following his ordination on
May 30, 1942, at Philadelphia
by the late Dennis Cardinal
Dougherty, Bishop-elect McDe
vitt made studies in Canon Law
at the Catholic University of
America in this city, taking
the degree Doctor of Canon
Law.
He held parochial assign
ments in St. Joachim, St. Mar
tin and St. Monica parishes in
Philadelphia, and served as a

parochial schools and all other
private schools dedicated to
forming sound and loyal citi
zens comprise “the cradle of
democracy and the bulwark of
the nation.’’
The absurdity of the claim
that the public schools alone
foster democracy is evident
from the fact that the Founding
Fathers of this country them
selves went to private or
church-related schools. The
public school system as such
was not initiated until the se
cond quarter of the nineteenth
century, and did not begin to
develop significantly until after
the Civil War.
TO DRAW A PARALLEL be
tween private schools and
beaches, swimming pools, play
grounds and the like (hence
those who want them should pay
for them) is a thoroughly in
valid comparison. For one
thing, education involves basic
parental rights, rights which
have been safeguarded by the
Constitution as interpreted, for
example, in the Oregon Case
decision. Moreover, Parents
are bound by law to educate
their children. Anyone who tries
to equate the right to a sound
education with a “right" to
swimming pools or the like is
talking nonsense.
SECONDLY, the issue at
stake here is not who is pay
ing for the schools (the fact
is that Catholics do pay for
their schools in addition to
paying for public schools), but
whether or not children who
attend nonprofit private or pa
rochial schools--as is their
Constitutional right—shall be
ignored in a comprehensive
program on the part of the
federal government to promote
educational excellence by pro
viding secular education bene
fits.
AS REGARDS the contention
that Catholics would be equiva
lently aiding Protestant schools
were federal aid to all non
profit private schools to be
come a fact, it should be em
phasized that any kind of fede
ral assistance program to
children in church-related
schools would be limited (in
this all agree) to the nonre
ligious aspects of the curricu
lum in specific cases. Conse
quently, Catholics would not be
aiding the promulgation of Pro
testantism; nor would Protes
tants be helping the advance of
Catholicism.

Bishop-elect Green was born
at St. Joseph, Mich., October
13, 1917, the son of Michael
Joseph and Margaret (Kennedy)
Green. His father died in 1920
and his mother later married
Frank Fello. Mr. and Mrs.
Fello now live in St. Joseph,
Mich.
After attending St. Joseph
elementary school and St. Jo
seph high school in St. Joseph,
Mich., and Maher’s Business
College in Kalamazoo, Mich.,
Bishop-elect Green entered St.
Joseph’s Seminary, Grand Ra
pids, Mich., and subsequently
attended St. Gregory Seminary,
Cincinnati, and St. Mary's Sem
inary, Norwood, Ohio. He was
ordained in St. Joseph’s church,
St. Joseph, Mich., on July 14,
1946, by Bishop Joseph H. Al
bers of Lansing.
Following his ordination, he
made studies at the Lateran
University in Rome, from 1951
to 1954, taking the degree Doc
tor of Canon Law.
The Bishop-Designate has
served as an assistant in St.
Mary’s parish, Jackson, Mich.,
and St. Mary’s parish in Char
lotte, Mich.; as secretary to
Bishop Albers from 1955
to 1957; as Defender of the
Matrimonial Bond in the Dio
cesan Tribunal; as Vice Chan
cellor since 1957, and as pas
tor of St. Joseph’s church, St.
Johns, Mich., since 1957.

Bishop of Charleston, S.C.
last Friday at solemn cere
monies at St. Patrick’s
Cathedral, New York. Fran

Who can measure the value of a soul?
Dr. Dooley had done more in his years than most of us
will be able to do in three score and ten. By what standards
do we judge the greatness of a life? “There is but one
answer because some two thousand years ago a perfect
life was lived. Insofar as we measure up to the standards
set by Jesus Christ, do we fail or succeed."The greatest
life ever lived was lived out in thirty-three years, it ended
in seeming disaster.
