been scheduled to meet this
spring but was delayed because
of labor unrest. One section of
Catholic Action, the Workers’
Brotherhoods of Catholic Ac
tion, publicly supported the
strikes that took 100,000 work
ers off the job. The brother
hoods were also accused of
leading the strike, but this was
denied by Church authorities.
Cardinal Pla y Deniel said
Catholic Action must not get
involved in politics but must
produce men who are good
politicians.
He urged the men of Cath
olic Action to get a clear under
standing of the associations
within Catholic Action. He
pointed out that since Catholic
Action is not primarily aimed
at public worship, the scope
of its activity is liable to doubt.

Influential NEA Tightens
Opposition To U.S. Aid
For Private Schools
DENVER, Colo., (NC) - The
Influential National Education
Association has tightened its
opposition to Federal aid for
education in church-related and
other private schools and col-
legs.
The 812,000-member associ
ation took its stand at its 100th
annual meeting here. Another
resolution proclaimed public
schools as the cornerstone of
American political life and of
the nation’s moral and spirit
ual values.
The Washington - based
organization, whose voice is
powerful in educational matters
before Congress, said in one of
19 resolutions adopted (July 6)
by its Representative As
sembly:
“The association reaffirms
its longstanding policy that the
Congress should give priority
to appropriating substantial
Federal funds to be used by the
states only for the support of
tax-supported public elemen
tary and secondary schools.’’
Citing a “greater responsi
bility’’ for the Federal govern
ment to spend money on public
education, the NEA also called
for application of “the Ameri
can tradition of separation of
Church and State ... to ed
ucation at all levels.”
The association, whose mem
bership is predominantly pub
lic grade and high school teach
ers, also asked at its convention
in Atlantic City last year for
Federal aid to public schools.
But it did not stress “only for
public schools,” nor did it men
tion Church-State separation
which it said this year should
be “consistently and forth
rightly safeguarded.”
“The application of this prin
ciple (Church-State separation)
to education at all levels in
keeping with the letter and
spirit of national and state con
stitutions is sound public pol
icy,” the NEA said this year.
After 30 minutes of debate,
the NEA also took a stand
against Federal aid to private
colleges, although the associ
ation concedes that its primary
interest is elementary and sec
ondary education.
In 1961, the NEA adopted a
resolution asking Federal aid
for college needs, but it drew
no distinction between public
and other colleges. This year
it did.
The delegates declared their
belief that the Federal govern
ment, along with state and local
governments, “must support
the expansion and adjustments
in publicly controlled and tax-
supported institutions of higher
education which are necessary
during this era.
When the resolution came to
the floor from the Resolutions
Committee, it referred to sup
port for "public higher educa
tion,” but the 6,000 delegates
apparently wanting to make
their stand crystal clear,
changed “public” to “publicly
controlled and tax-supported.”
The original resolution went
on to state that the NEA urges
that “the low-range, low-inter
est loans of the College Hous
ing Loan Program be contin
ued.” Under this Federal pro
gram, both private and public
colleges are extended loans,
chiefly to help finance dormi
tory construction.
When the statement reached
the delegates, they added this
condition: “But that any grants-

This resolution comes on the
heels of a disclosure in Wash
ington that the NEA will fight
inclusion of private colleges in
pending Federal aid to colleges
legislation.
Proposed legislation would
make all private colleges el
igible to share with public col
leges in outright Federal grants
to help finance construction of
non-religious academic facili
ties, such as classrooms.
The college bill passed by
the House would permit this
equal participation. But the Sen
ate bill would not. A confer
ence to iron out this and other
differences between the two
versions has been scheduled.
The NEA’s opposition to the
House bill was disclosed in a
memornadum (June 27) to
Senators from J. L. McCas-
kill, executive secretary of the
association’s legislative com
mission.
The convention here also ad
opted a resolution stating that
the U. S. Supreme Court’s re
cent dicision against official
prayer in public schools “does
not diminish in the least free
dom of religion or the right
of prayer in public schools.’’
The resolution admitted,
however, that the decision would
“bring about changes in school
practices in reference to prayer
and religious observances.’’ It
called for a study of the rul
ing’s impact to be made and
presented to next year’s
meeting.

Damage Cathedral

Train Cathechists

--The International Catholic
Migration Commission has call
ed for stepped up efforts to
aid refugees throughout the
world and especially for the
internationalization of assis
tance to refugees from Red
China.
The Catholic group made its
statement here (July 4) at the
current session of the United
Nations Economic and Social
Council which began July 3.
A simliar appeal for inter
nationalization of the Red China
refugee problem was made in
Hong Kong two months ago by
Auxiliary Bishop Edward E.
Swanstrom of New York, exe
cutive director of Catholic Re
lief Services-National Catholic
Welfare Conference.
The International Catholic
Migration Commission also
stressed the plight of refugees
in Africa, including the problem
of repatriating refugees in Tun
isia and Morocco to their homes
in newly independent Algeria.
