Reports Voice Of Clergy Was Heeded In
Effecting Truce In Canada Doctors’ Strike
ATLANTA - On July eighth
over seven hundred men, women
and children visited Ignatius
House to acquaint themselves
with its physical facilities and
its retreat program.
They were greeted by men
and women who had made re
treats at Ignatius House. They
were shown through the build
ing by recent graduates of St.
Pius X High School who had
made a retreat at Ignatius
House. These charming hos
tesses took them through the

ren.

Where Insurance Is A Profession . . . Not A Sideline
The author of the following analytical article on the doctors’
strike in Saskatchewan province, Canada, is the director of
the Saskatoon, Sask., diocesan Catholic center and a columnist
for Canadian Catholic weeklies.

SASKATOON, Sask., - Catho
lics joined their fellow citizens
in this Canadian province in
hailing the end of Saskatche
wan’s bitter medicare crisis.
A two-and-a-half-year im
passe ended (July 23) when the
provincial government and
leaders of the medical profes
sion signed a 29-point agree
ment here.
The agreement signaled an
immediate return to normal
practice by Saskatchewan doc
tors after 23 days of free emer
gency service in selected hos
pitals. The government is to
call a special session of the
Saskatchewan Legislature to a-
adopt into law the agreement.
The agreement calls for a
partnership program of public
and private medical care in
surance. The government
scheme could be likened to a
senior partner; the voluntary
programs could be called asso
ciate junior partners.
Bishop Francis J. Klein of
Saskatoon said: "There is gen
uine thanksgiving to Almighty
God, to the government and the
doctors, and those third par
ties who brought the principals
together again. A settlement has
been reached peacefully, and
we trust with justice.
"After Saskatchewan’s sad
experience these past months,"
Bishop Klein continued, "it is
imperative that the issues in
volved should be the subject of
careful study by Catholic mora
lists and sociologists."
The so-called doctors’ strike
against the government’s com
pulsory medical insurance pro
gram began July 1. The pro
fession refused to provide nor
mal services to Saskatchewan’s
920,000 citizens under the ori
ginal legislation, which vested
a government commission with
sweeping powers.
The settlement agreement
outlines a revised insurance
porgram which includes:
(1) Compulsory universal
coverage as before, with citi-
zesn liable to pay annual pre
miums to the government in
surance fund.
(2) A variety of free choices
open to doctors and patients.
Doctors are guaranteed their
free choice of place and nature
of practice. They will have four
choices of imcome inside and
outside the government pro
gram. Patients will have four
choices respecting payment of
their medical bills.
(3) Voluntary, non-profit in
surance plans recognized by
the government will continue.
For an enrollment fee, these
private carriers will collect
from the government fund for
both doctors and patients. For
extra premiums, these plans
will provide care benefits not
covered by the government plan.
(4) The government insurance
commission will have reduced
powers. Three practicing doc
tors will be added to the com
mission.
Before the settlement came
various Christian clergy advo
cated third-party mediation and
principled concessions by both
the government and the pro
fession. While the Catholic
Hierarchy of Saskatchewan did
not make any official pro
nouncement on the issue, the
province’s ranking prelate was
represented in the most sig
nificant of these statements by
the clergy.

July 10 by Msgr. F. Gerein,
acting for Archbishop Michael
C. O’Neill of Regina; the pro
vincial president of the United
Church; and by a representative
of the ranking Anglican Bishop

in the province. The statement
reported that the three clergy
men had asked the government
and the doctors to seek
"the services of an expert me
diator." They reported failure
in this attempt and continued:
“The government claims to
be standing on its constitutional
right to administer the law;
the college claims to be stand
ing on its right as a free pro
fession. Our concern. . .is to
point out the need of both groups
to consider that the good of
the people of Saskathcewan and
especially the needs of the sick
are pararmount. It is essential
that normal medical services
be restored, and we would call
on both the college and the
government to arrange for this
at the earliest possible moment.
"Meanwhile, we call for the
voluntary withdrawal of all in
flammatory propaganda and de
monstrations being directed at
both the government and the
college. We ask all of our citi
zens to exercise steadiness and
restraint. Neighbors should be
watchful of others’ needs. . ."
The brief statement closed
with a declaration of belief
"that Almighty God will give
to the citizens of this province
the graces of goodwill and clear
thinking by which the problem
can be solved."
