to the United States.”
The architect of the U. S,
Capitol, Benjamin H. Latrobe, a
Protestant, was also the architect
of the Cathedral of the Assump
tion in Baltimore, and supervised
the construction of both edifices
at the same time. The Catholic
Encyclopedia says Mr. Latrobe
was a devoted friend of Arch
bishop Carroll and that he “had
generously given his services gra
tis, and faithfully watched over
the erection of the edifice (the
Cathedral).”
The first local authorities of
Washington were the President,
three commissioners of his ap
pointment, and the Levy Court.
The city was incorporated in
1802, with a city council elected
by the people, and a mayor ap
pointed by the President. Robert
Brent, a Catholic and nephew' of
Bishop Carroll, was the first
mayor. He was reappointed again
and again by Presidents Jefferson
and Madison, and served until
1812.
Following Mayor Brent’s ten
ure, the election of a mayor fell
upon the council. In 1871, the cor
poration charters of Washington
and Georgetown were abolished
by Congress, and since 1878 the-
National Capital has been admin
istered by a board of three com
missioners appointed by the
President, with the approval of
the Senate.
For many years, Major L’En-
fant was buried in Prince
George’s County, Maryland, on
an estate belonging to the Cath
olic Riggs family. More recently
his remains lie in a tomb in front
of the Lee Mansion overlooking
the City of Washington from a
hill on the Virginia shore.

ALMOST 800 MILLION PEOPLE
NOW UNDER COMMUNIST CONTROL

With the ceding of north Viet
nam to the Reds now in progress
the communist colossus will
have under its domination well
over three-quarters of a billion
people, 63,503,000 of them Cath
olics.
From its Russian base this
communist giant has placed the
imprint of its merciless dictator
ship on almost 600,000,000 addi
tional people in the past 15 years.
About 55,500,000 of these are
Catholics. More than 100,000,000
other Christians—mainly Ortho
dox—are among the Iron Curtain
captives.
As the systematic withdrawal
of French forces is being made in
north Vietnam, an estimated 13,-
000,000 more people will topple
behind the expanding Iron Cur
tain. About 1,200,000 of these are
Catholic.
Before Russian-based commun
ism launched its new and mighty
drive for world domination at
the beginning , of World War II,
it controlled the lives of less than
200,000,000 people in the Soviet
Union. Now it' controls 784,950,-
000.

Communism’s biggest conquest
in population came with the fall
of the China mainland with its
450,000,000 people to Mao Tse-
tung. Its bigest conquest in Cath
olic population came with the
seizure of Poland with an esti
mated 21,500,000 Catholics. Other
Iron Curtain countries with size
able Catholic populations are:
Czechoslovakia, 9,300,000; Hun
gary, 6,125,000; Yugoslavia, 5,-
500,000; China, 4,000,000 and Ru
mania, 3,000,000.
As the communist colossus
strode across each country it
wielded a savage sickle which cut
the Catholics from the Vicar of
Christ in Rome and also cut them
off from their own Bishops and
priests. This huge almost “pastor
less flock” constitutes about 15
per cent of the total Catholic
body, estimated at around 450,-
000,000.

Plans To Retire
WASHINGTON, (NC)'— Word
has been received here that Jef
ferson Caffery, United States
States Ambassador to Egypt and
the oldest United States career
diplomat will retire in January
after 43 years in the diplomatic
service.
The news of the Catholic diplo
mat’s plans to retire comes hard
on the heels of praise for the Am
bassador uttered by his boss. Sec
retary of State John Foster
Dulles. At a press conference,last
week Mr. Dulles said Ambassador
Cafery had done a “very out
standing job” in helping to settle
the dispute between the British
and the Egypians over the Suez
canal. In reply to a reporter’s
question Mr. Dulles said that
when he last saw Mr. Caffery in
Cairo, the Ambassador indicated
to him that he would like to re
tire. The Secretary added that
now that the Suez canal agree
ment had been concluded, he
wouldn’t be surprised to hear
from Mr. Caffery of his plans to
retire.
Known as a State Department
“trouble shooter,” the 68-year-
old diplomat was appointed Am
bassador to Egypt by President
Truman in July, 1949. Until the
recent agreement between Great
Britain and Egypt, the area
around the Suez canal was con
sidered one of the most critical
“hot spots” of the world.
Mr. Caffery was Ambassador
in Paris from 1944 to 1949. In
1919 he handled protocol for
President Wilson at Versailles. In
1928 he became a Catholic. He
has been awarded the Catholic
Action Medal of St. Bonaventure
College and the Las Americas
award, given by the Catholic
magazine Sign for improving cul-
ttural relations between Ameri
can republics.
