Cardinal Tells Pax Christ!
Pope Proposes Centers To Bring
Pastoral Methods Up To Date,
Help Priests Care For Faithful
VATICAN CITY—His Holiness
Pope Pius XII has proposed the
establishment of centers to bring'
pastoral methods up to date and
to keep priests informed on what
science, art and technique have
to offer in the care of souls.
The recommendation was made
in an address delivered by the
Holy Father to bishops and priests
attending the Sixth Italian Study
Week on Revision in Pastoral
Practice.
The Pope spoke mostly of the
underlying philosophy of Chris
tian preaching, in keeping with
the theme of the congress: “The
Word of God in the Christian
Community.”
His Holiness opened his dis
course by reviewing the nature
of the sponsoring organization of
the congress, the Pastoral Direc
tives Center of Milan. This center
seeks to bring priests up to date
on movements that foster Chris
tian life, to study pastoral direc
tives and means of carrying them
oat and to coordinate pastoral ac
tivity.
“ ‘A center for proposing direc
tives in pastoral work,’ with the
aim of bringing pastoral methods
up to date, is legitimate and in
many cases necessary,” the Pope
said. “The ‘priest with care of
souls’ can and*must know what
modern science,, art and tech
nique affirm wherever they touch
on the end of man and his moral
and religious life; what is reli
giously and morally admissable,
what is not and what is indiffer
ent.”
The Holy Father spoke at length
on the proposition that the
preaching of the Word of God
in the community finds its scope
and its ultimate direction first
in Christ’s teaching, and secondly
in that of the Church.
The Pope examined first the
preaching of Christ from the
view-point of Christ’s ow-n per
sonality and from the' content of
His sermons. Christ’s personality,
he said, injected into His sermons
characteristics of certainty of
mind, dedication to souls and in
dependence of the judgments of
others.
Christ’s sermons in their con
tent, the Pope continued, prompt
ed a receptive disposition in His
audience that inspired union with
Christ, faith, trust, love an un
conditional dedication to and for
Christ, and an imitation of Him.
The Holy Father developed the
second part of his discourse on the
following ' question: “Has the
Church’s Teaching Been Adapted
to Modern Man and His Times?”
For nearly two thousand years,
he said, the Church in her teach
ing task has “survived the best of
reality and of life . . . Everywhere
and always the scope and result
of the preaching of the Church
have been to turn men into Chris
tians, to instill in them the truth,
life and riches of God’s grace. In
this sense the Church’s preaching
has been shown adaptable and
has been adapted to all men, all
times, all civilizations.”
Modern pastoral directives will
do well to keep in mind the
teachings of the Church on mat
ters concerning natural law and
order, the Pope continued. He
called the attention of the Bish
ops and priests present to papal
pronouncements on such topics as
social problems, secularism in its
varied aspects, education and the
school, international law and rela
tions, the question of the right
to wage war and problems con
cerning modern warfare.
“There is another point we can
not pass over in silence,” the
Pope stated. “Peculiar circum
stances .in the most recent period
of ecclesiastical life have led us
to speak ... of the basis of the
‘Magisterium Jure Divino’ (the
Church’s divinely appointed au
thority to teach the truths of re
ligion) of the Pope and bishops,
and of the teachings of theologi
ans who exercise their office by
the delegation of the Church, not
by divine right, and hence re
main subject to the authority and
vigilance of the lawful ‘Magis
terium.’ ”
(The Magisterium is the autho
rity the Church has received from
God to teach religious truths.
This authority is exercised in a
solemn and in an ordinary way.
The solemn magisterium is that |

The need for the union of all
Catholics throughout the world to
hasten the- coming of the peace of
Christ was stressed here by His
Eminence Maurice Cardinal Fel-
tin, Archbishop of Paris.
The Cardinal spoke at the ce
remony opening the fourth Inter
national Pax Christi Congress
here. Pax Christi was founded
after World War II and is ded

tic definitions of councils or popes.
It is rarely exercised. The ordina
ry magisterium is continually ex
ercised by the Church through
the pronouncements of bishops
and of those to: whom they del
egate teaching authority, such as
theologians.)
In referring to the theologians
who exercise their office through
the ordinary magisterium, the
Holy Father said “it might be ask
ed whether the word of theologi
ans or that of the Church’s Magis
terium has greater weight and
guarantee of truth.
“On this point, the encyclical
Humani Generis (A warning
against attempts to distort Cath
olic truths) declared: ‘For Our
Divine Redeemer entrusted the
deposit of Faith not to the theo
logians, but to the Magisterium of
the Church for its authentic in
terpretation. ’ ”
“This,” the Pope added, “does
not, (assuredly, prevent theologi
ans and scientists from striving
to give a scientific basis to a
whole series of the difficult prob-
l lems of life."
the congress, Cardinal Feltin was
greeted by enthusiastic crowds
carrying placards reading “Wel
come to Valladolid” and “The
Heart and Soul of Castile Greets
You.”
With the French Cardinal came 1
Archbishop Ildebrando Antoniut-
ti, Apostolic Nuncio to Spain,
Archbishop Jose Garciay Goldaraz
of Valladolid, president of the
Spanish Pax Christi, welcomed
the guests officially.
The theme of the Pax Christi
Congress this year is patriotism.
The discussions are based on the
idea that the civic virtues men
observe in regard to their native
land on the one hand, and toward
the community of nations on the
other, will result in conflict and
ruin unless men are inspired by
the doctrine of the Mystical Body
of Christ.
Six hundred delegates from
Germany, Belgium, Spain, France,
the Netherlands, England, Italy,
Luxembourg, and Portugal par
ticipated. The conferences were
held in the auditorium of the
University of Valladolid. Religi
ous ceremonies were celebrated
in the cathedral.
Among the distinguished au
thorities taking part in the con
ferences were Dominican Father
Santiago Ramirez, rector of the
Pontifical University of Salaman
ca, Dr. Anton Mikkat of the Uni
versity of Bonn, Giuseppe Pella,
former Italian Prime Minister
and now Italian representative to
the European. Coal and Steel
Community, and Etienne Gilson,
noted philosopher and historian
from the Institute of Medieval
Studies of Toronto, Canada.
