CASTELGANDOLFO, Italy —
“The high consideration every
decent man must always give a
woman should also be incorporat
ed into the laws and institutions
of civilized countries,” His Holi
ness Pope Pius XII has declared.
In a strongly worded message
to the Federation of Italian
Women, the Holy Father lament
ed the fact that modern woman
“is often the object of degrada
tion and sometimes downright
contempt on the part of a world
fostering paganism.”
The Pope delivered his 4,000-
word address over the radio to a
convention of several thousand
Italian women at Loreto. In it,
he condemned the “false theories,
frivolous customs and perverse
associations”- which he said are
turning women away from their
duties and trammeling their God-
given dignity.
Ail this, he said, is often hidden
under the deceptive appearance
of the “exaltation” of woman
hood.
The Holy Father gave a direct
answer to those who “are con
stantly repeating that the Church
is opposed to the so-called ‘eman-
;ion of women from feudal
;ms.’ ” Propagandists who
iich are dictated by

The Pope said that the dignity
which woman has received from
God should be the basic idea of
the Catholic women’s movement.
But while the dignity of woman
is often talked about, he said, it
is seldom presented as “an exact
and true concept such as would
prevent erroneous inferences.”
“Is it necessary,” he asked, “to
repeat the well known sentence of
St. Paul which reflects the sub
stance and the will of the whole
Christian world: ‘There is neither
Jew nor Greek; there is neither
slave nor freeman; there is neith
er male nor female. For you are
all one in Christ Jesus.’ ?
“Therefore there is not taken
away any of those limitations or
subjections, willed by nature,
which the Christian law estab
lishes, and which human and
Christian propriety or the ex
igencies of social life itself de
mand,” Pope Pius continued.
“These could not subsist without
authority, even in the most basic
nucleus of society, the family.”
The Holy Father said that the
basis for woman’s dignity is the
same as that of man, equal in one
instance and complementary in
the other. The basic dignity of
man and woman is 'the same in
that they are both children of
God and redeemed by Christ, and
both have the .same supernatural
destiny, he said. He added that
they have a common basis for
dignity in their common earthly
destiny as well.
The Pope then said that women
are not barred from any'human
activities. Nothing that the hori
zons of women’s activities can
extend to all regions of science,
labor, art and sports, he said:
“Though subordinated to the
primary functions given them by
nature, . . . there is absolute equ
ality then in personal and fun
damental values. But there are.
different functions which com
plete one another and are mar-
•velously equivalent, from which
spring the different rights and
duties of the one and the other.”
The physical structure of
woman, her spiritual qualities,
and the richness of her sentiments
all combine to make woman a
mother, the Holy Father said, and
this is her primary function.
On the other hand, however, he
continued, the so-called doctrine
of the “equality of the. sexes” is
a source of spiritual weakness
and is only a way in which some
women who do not have a clear
idea of their own true value ex
press their bitterness.
The primary strength of the
women’s movement, the ;Pope
went on, consists in the force of
good example. Without this, he
said, neither their programs nor
their schools will do them credit
nor create enthusiasm for the
ideals they proclaim.
The Pope criticized those na
tions which look upon it as a sign
of progress to have women work
ing in shipyards and mines.
This is no modern concept, he
said, but rather “a sad return
towards times surpassed by
Christian civilization long ago.”
Women can be considered an
economic force in a nation, he
said, but they certainly do not
constitute an inductrial force
equal to men in terms of physical
labor.
In conclusion, the Pope exhort
ed women to begin practicing the
teachings of the Church on
womanhood. First they must ap
ply these teachings to themselves,
he' said, then in their families,
and then in a gradually expand
ing circle to society as a whole.
He asked them, through the in
tercession of the Blessed. Virgin
and under God, to be faithful to
their work, to the Pope, to socie
ty, and to the nation.
