Classes Increased to 55 Minutes

Class periods will be 55 minutes
long for the academic year 1960-81.
The scheduling change was passed
by the Faculty Senate 17-1 Friday
at the recommendation of the
Academic Policies and Procedures
Committee, to alleviate problems
caused by the calendars of the next
two years.
Guidelines are set for the star
ting and ending dates for the
quarter by the Central Office of the
University System, AP&P com
mittee chairman Dr. Paul Baker
explained. “The Central Office
should develop a better calendar to
work with,” he said at the meeting.
The problem caused by the
guidelines is one of a limited in
terval between quarters. Without
the change, Spring break in 1961
would be only one day.
The committee had been
studying the possibility of hour
long classes, which would leave an
additional eight to nine days bet
ween quarters. It was felt by the
committee, however, that
graduate classes would suffer
adversely by requiring students to
sit through classes lasting 5 hours.
There were other drawbacks to the
idea.
Disadvantages to the 55-minute
plan include the possibility that
classes and exams for fall quarter
could end before the beginning of
December. Those eligible for VA
benefits would not receive them for

that month. Baker explained that if
care was taken not to schedule the
beginning of Fall quarter too soon,
the problem would be alleviated
under the 55-minute plan.
Evaluation Rules Okayed

A system of evaluating academic
department chairmen, a subject of
much controversy at the last
meeting of the Faculty Senate, was
approved by the Senate this Friday
by a vote of 18 to 2 with one ab
stention.
Some question was raised con
ceraing the word “procedure” as
to the wording of the second
recommendation of the Faculty
and Staff Personnel Committee,
the Senate subcommittee which
has been handling the issue.
“Faculty and Staff Personnel
Committee recommends that
“Evaluation procedure be ap
proved by the deans prior to
January 1, 1961, and provided to
the Faculty and Staff Personnel
Committee shortly after approval.
Further, initial evaluations under
the system must be completed by
June 1, 1981.”
Some senators felt the word
“policy” should have been used
instead of “procedure”, but the
issue quickly died when one
senator said, “I don’t recall any
objections before (whan the

as opposed to one unique to West
Georgia.

Included in the approved
proposal is an addition to the
Faculty and Staff Handbook of
West Georgia College which reads:
“An evaluation of the chairman
shall be conducted by the depart
ment at least once every two years
(except that new chairmen shall
not be evaluated their first year in
office.) The form of evaluation
(written, oral, group, etc.) and the
procedure to be used shall be
determined by the departmental
members, reviewed by the
chairman and approved by the
dean. The form and procedure
shall meet the folloing guidelines:
a) all evaluators will feel free to
be candid without fear of reper
cussion;
b) the faculty of that Depart
ment, the Chairman and the Dean
will be made privy to the in
formation and these parties will
not divulge the contents except at
the discretion of the dean;
c) the dean will keep the results
of the last three evaluations of a
particular Chairman.

A team from West Georgia
College was ranked as one of the
nation’s top 16 debate teams in an
announcement made Monday, Feb.
25, by the chairman of the National
Debate Tournament Committee,
Dr. Tom Kane, professor at the
University of Pittsburgh.
This ranking wins West Georgia
a first round bid in the National
Debate Tournament, in which the
national debate championship will
be decided, April 18-22, at the
University of Arizona in Tucson.

Phyllis Fountain Named Alumni Director

Phyllis Fountain, coordinator of
Alumni Services since Aug. 1, has
been named Director of
development and Alumni Services.
The position, held by Rick
Robbins, has been vacated since
Robbins resigned in October to
take a position at East Carolina
University.
According to Dr. Tracy Stallings,
chairman of the screening com
mittee, the three month interval
was necessary to give interested
persons the opportunity to apply
for the job.
“A person will be appointed to
serve as assistant director. We’re
in the process of selecting that
person now,” he said.
Fountain, who officially began
her new job March 3, has the
overall responsibility for super
vising alumni programs for the

yearbook, the Chieftain, has been
axed by the Activities Fund
Committee in its recommended
budget allocation of student ac
tivities fees.
The budget will be scrutinized by
the Student Government Finance
Committee, where SGA committee
members will attach any ad
ditional recommendations of
changes in the proposed budget.
The Activities Fund Committee
is composed of three student
members, appointed by SGA
president Randy Evans, three
faculty members, and Director of
Student Activities Mel Caraway in
an advisory capacity.
Both the budgets of the AFC and
the SGFC will be sent to President
Maurice Townsend, who will make
his final budget allocation from the
information given from the two
groups.
The college yearbook requested
$14,223.00, an increase of $4,223.00

Robins, compose this year’s team.
The pair placed third in this
tournament last year, losing in
finals by a split decision to Har
vard, last year’s national cham
pion who will return to defend the
championship for this season.
Other teams ranked include,
Georgetown University, Nor
thwestem, University of Southern
California, and Dartmouth. West
Georgia is the only competitor
college and developing fund raising
programs from alumni,
businesses, or friends of West
Georgia College.
“I’m responsible for securing
funding from private sources,”
related Fountain. “Although we
are supported by the state, every
viable institution needs financial
support from the private sector.”
She pointed out that these
donations help finance scholar
ships and help provide funds for
financial aide. “If an alumnus or
business gives one dollar, the
government matches that by
donating nine more dollars. This is
made possible through the NDSL
matching funds.”
Fountain received her B.S. and
M.Ed. degrees in elementary
education from West Georgia and
completed course work on her
Ph.d. at Georgia State University.

Chieftain in 1979-80. The committee
recommended that the yearbook
not be funded from student ac
tivities fees for 1980-81.
The committee also cut the
student handbook from their
recommended budget, as well as
funding for student ID’s, and
orientation.
Other major cuts in the budget
were delivered to the Black
Cultural Center and the Student
Center.
The Black Cultural Center,
which received SI,OOO last year and
requested $2,100.00 for 1960-81 was
cut by the AFC to a recommended
budget of $250.00.
The Student Center, which was
funded for $36,500.00 in 1979-80,
requested an allocation of
$39,486.00 for 1980-81. The Activities
Fund Committee recommended
student center operations be
funded with $11,380.00, a cut of 68.82
percent from 1980-81.

Choice of the top 16 teams was
based on outstanding records for
this season. More teams will at
tempt to qualify for second round
entrance to nationals in district
meets scheduled for March.
The West Georgia team of Cary
Ichter, junior from Douglasville,
and Lewis Lamb, Warner Robins
freshman, will try for a top five
position in the southeast district,
which would make them eligible
for the National Tournament.
She also served on the faculty in
the department of elementary
education. “I had never considered
leaving the teaching position,” she
said, "but, then they asked me to
do it and I did.
“I’m still serving the student in
my new position. Now I’m also able
to serve students after they leave
college.”
With this new position, also
comes the responsibility of con
tacting more than 13,000 alumni.
‘The administration listens to
the alumni. They help evaluate
programs and give feedback and
advice,” explained Fountain.
Alumni are also used in
recruiting new students. An
alumnus will call a prospective
student and let him know about the
