Harass Ceylon’s Christians-

minister of commerce and the
head of the Communist party
spoke at the meeting.
The government party, the
SLFP (Great Ceylon Freedom
party) , is not communist. In
the House of Representatives,
the Communist party, the Trot -
skyites and the leftist MEP sit
with the opposition. But on every
measure that is anti-Christian
these leftist parties vote with
the government.
At election time the govern
ment party has been on warm
comradely terms with the
Marxists. In 1956 it was allied
with a Marxist group. In July,
1960, it had a no-contest pact
with the communists and Trot-
skyites.
For the municipal elections
here in Colombo last December
the government party made a
similar no-contest pact with
the same two leftist groups. It
agreed to contest less than
one-third of the 47 seats, leav
ing 17 for the Trotskyites and
at least 14 for the communists
to contest against the opposition
UNP, United National Party.
(The government lost heavily,
winning only one ward, while
the Trotskyites won only three
and the communists one. Inde
pendents won two and the UNP

government party has pushed
many Catholics into supporting
the conservative UNP. During
the July, 1960, election cam
paign, the government party ad
vocated the taking over of the
Christian and other denomina
tional schools, thus pushing Ca
tholics further into the UNP
ranks. Few of these Catholics
would give unqualified support
to all of the UNP policies, but
the government party, the
SLEP, gave them little choice.
Now the government party
complains that the Catholics
have been pro-UNP and uses
this as yet another excuse for
its hostile measures.
Buddhist extremists and their
political partners justify the
anti-Christian measures by al
leging that under colonial rule
Christians, and especially Ca
tholics, were favored and Budd
hists were victimized.
This excuse is highly ques
tionable.
It is now 304 years since
a pro-Catholic administration
(Portuguese) held sway in Cey
lon. The Dutch persecuted the
Ceylonese Catholics during the
140 years of their regime. The
official religion of the British
administration (1802-1948) was
Anglican Protestantism. The
Catholic Bishop Bonjean, more
than 70 years ago, campaigned
for full rights for Buddhist as
well as Catholic schools.
G. P. Malalasekera, promi
nent Buddhist, now Ceylon’s
representative at the U. N.,
declared in 1961 that "It was
the Catholics who joined hands
with the Buddhists to obtain
the privilege to establish de
nominational schools.’’
A recently published com
plaint of official discrimination
against Buddhists in favor of
Christians cited nothing more
recent than 1858 and 1867.
Ceylonese Catholics resent
being penalized for whatever a
non-Catholic foreign adminis
tration addegedly did a century
ago. They resent it all the more
because Catholic and other
Christian schools have always
opened Their doors to Buddhists
and other non-Christians.
A leading lawyer of Ceylon,
Cyril E. X. Perera, wrote last
November: "Whatever may be
said today against Christian
schools, it must be conceded
that some of the best Buddhist
leaders of today were produced
by them."
Graduates of Catholic and
other Christian schools ob
tained employment with com
parative ease and could enter
the armed forces, whether they
were Christians, Buddhists,
Hindus or Muslims. This was
simply because these schools
taught English and other sub
jects useful for modern life.
Most of the Buddhist population
chose to stay within the limits
of the traditional Buddhist edu
cation, which did not equip them
for the university, government
service or commerce. That was
their preference. Christians of
the past or present are not
responsible for it.
A Buddhist faction seeking a
scapegoat and ready to blame
Christians for anything; Marx
ists opposed to all religion and
especially religious-directed
education; politicians anxious to
buttress their own position:
these have combined to vic
timize a Christian minority that
has rooty? in Ceylon going back
more than 400 years.

Introduce Bills To Prevent
Tax-Supported Birth Control
SPRINGFIELD, Ill., (NC) -
Among the first measures in
troduced in the Illinois Legis
lature were bills to prevent
the use of tax funds to support
birth control programs.
The legislation is designed
to stop the Illinois Public Aid
Commission from carrying
out its recently adopted policy
of giving birth control infor
mation, devices and related
medical care to public relief
ers.
One bill was sponsored (Jan.
9) by Sen. Morgan M. Finley
of Chicago. He represents the
district in which Chicago’s
powerful Mayor Richard Daley
lives and is the mayor’s po
litical protege. He was joined
by several other Chicagoans
as cosponsors.
In the House, Rep. Ralph
Smith of Alton, who introduced
a bill similar to Finley’s
forecast victory for such leg
islation by a two-thirds vote.
"It would be dangerous, im
moral to allow IPAC to go
ahead with its plans," Smith
said.
In the meantime, the chair
man of the public aid com
mission intensified the con
troversy in a press interview.
(Jan. 10).
Arthur Maremount, chair
man and originator of the plan
to launch state-supported
birth control, told the United
Press International that his
program will prevent between
4,000 and 5,000 children from
being born in Cook County a-
long. This is the populous
Chicago area.
Asked if he thought it was
fair to make Catholics support
a program which contradicts
their beliefs, Maremont said:
"I don’t believe this is a
religious issue. I think it is
fundamentally a sociological
issue . . . Morality is a term
that can be defined in many
ways. There are levels of
morality."

Jewish Woman Heads Drive
To Aid 3 Immigrant Priests
MANCHESTER, N.H. (NC) —
A Jewish woman is head of a
statewide drive to enable three
immigrant priests to establish
"settlement houses" for the re
habilitation of wayward youths.
Mrs. Sarah Bresnick is gen
eral chairman of a $100,000
campaign for "Operation Sal
vation of Youth," started by
three members of the ancient
Italian Community, the Somas-
chan Fathers.
(The community is the Order
of Clerks Regular of Somas-
cha which follows the rule of
St. Augustine and was founded
by St. Jerome Aemiliani at
Somascha in Lombardy in 1533.
Its members conduct schools
and orphanages).
The SOY director is Father
Lorenzo Netto, C.R.S., who
came here two years ago with
Father Tiziano Marconato,
C.R.S. They were joined three
months ago by Father Ceasare
DeSantis, C.R.S., who is the
superior of the Somaschan Fa
thers' headquarters here.

relics of the True Cross, ex
acting regulations have been
formulated by Church law. For
instance, a relic of the True
Cross may not be enshrined
in the same reliquary contain
ing any other relic, but must
always be retained separately.
NOTABLE RELICS of the
saints (technically known as
"distinguished relics") may not
be kept in private homes with
out special permission of the
local bishop. However, minute
relics (popularity referred to
as "first class relics") may.
be kept (preferably in small
reliquaries) for private venera
tion in homes.
PERSONAL EFFECTS of the
saints, or articles which they
used or even touched, are not
relics in the strict sense,
though they are frequently so
called.

were surprised when they were
welcomed by Bishop Ernest J.
Primeau of Manchester, speak
ing Italian. They said they had
come from Italy "to repay in
another currency — by help
ing America with its juvenile
deliquency problem — for the
way Americans helped Italians
rebuild churches, institutions
and public buildings after World
War II.’’
The first of the SOY "settle
ment houses" for pre-teen boys
is scheduled to be constructed
this spring on a donated 30-
acre tract here.

To Hold Open House
SAVANNAH - An Open House
will be held at Sacred Heart
Church next month in conjunc
tion with Brotherhood Week.
The public is invited to vis-
the church from 3 p.m. to
p.m. Sunday, February 17.
Sponsored by the Holy Name
on behalf of the entire parish,
the Society of Sacred Heart
Parish, the Open House has been
arranged to show and explain
objects and furnishings of the
church to those of other re
ligious beliefs.
Planned are displays of
church furnishings, including
statues, the confessional and the
baptismal font; and utensils
used at Mass such as the vest
ments, the chalice and the
bread.
Guides will give brief
explanations of the purpose and
use of the different objects on
display. Light refreshments
will be served in the Armory
of Benedictine Military School.
The pastor of Sacred Heart
Church is the Rev. Terence J.
Kern an of the Order of St.
Benedict. Anthony K. Gannum
is president of the Holy Name
Society and the Rev. Luke N.
Bain of the Order of St. Bene
dict is the Society’s Spiritual
Director.
The committee on Open House
is composed of Hugh H. Grady,
William B. Lain Jr., and Ed
ward D. Krebs Jr., under the
chairmanship of the spiritual
director.

In the recent CYO conven
tion, one of the “Pro Deo et
Juventute" Award winners was
cited for his success in attract
ing public school students to the
parish CYO Club. This was re
cognized as an important
achievement.

It is very necessary that the
public high pupil be made to
feel welcome and an equal part
of CYO, as well as all parish
life. The Catholic youth attend
ing public school has all his
daily contacts with non-Catho-
lics, most of his friends are
probably not Catholic, and it
is essential that he have some
opportunities to meet Catholics
in social activities.
This is one of the advantag
es of CYO on the parish level.
It is such an easy and natural
flow from the religious instruc
tion class into the CYO activi
ty if both are scheduled on
the same night, and certainly
the public school pupil ought
to feel more comfortable in a
smaller gathering than in a
large group whom he doesn’t
know. These reflections con
cern the cities where there are
Catholic High Schools.
Elsewhere, the reverse might
prove true. In other words, we
would hope that a social activ
ity of CYO might help attract
the reluctant ones to come to
Christian Doctrine Class. Sure
ly some parishes in smaller
towns have found that to be
the case.
