\ PAGE 6—The Southern Cross, August 1, 1963 Priest Tells Subcommittee Church In U. S. Has Almost Total Intergration Pattern WASHINGTON, D. C., (NC) —The Catholic Church in the U. S. has achieved almost a to tal pattern of integration, a priest told a House judiciary subcommittee. Father John F. Cronin, S. S. in response to a question from the subcommittee’s chairman, Rep. Emanuel Celler of New York, said: "Our pattern is almost total integration, except for scattered areas in Alabama, northern Louisiana and Missi ssippi." The assistant director of the Social Action Department, Nat ional Catholic Welfare Con ference, was one of three cler gymen who presented a joint statement to the subcommittee in behalf of three major agen cies of the Catholic, Protes tant and Orthodox, and Jewish faiths. The statement backed the ad ministration’s civil rights pro gram and said that churches and synagogues are united in their determination to bring about equal opportunity for all people in this country regard less of race. It was read to the subcom mittee (July 24) by Dr. Eugene Carson Blake, chief executive officer of the United Presby terian Church and vice chair man of the National Council of Churches’ Commission on Religion and Race. The follow ing day (July 25) the state ment was read to the Senate Committee on Commerce by Father Cronin, and to the Senate subcommittee on employment and manpower by Rabbi Irwin M. Blank, chairman of the So cial Action Commission, Syna gogue Council of America. Rep. Celler asked shortly after Dr. Blake began reading his statement if discrimination exists in Baptist, Presbyterian, Methodist and Episcopalian congregations in the South. Dr. Blake replied: "All of us share in the discrimination. . . Abour 15 per cent (of the con gregations) are desegregated on Sunday mornings." He also said: "We come here not lecturing Congress, but con fessing that none have done the job we ought to do." Dr. Blake said that in the past six months the effort for ra cial justice has moved "from passive resolutions to action," and that whites, instead of Ne groes only, are taking action to combat discrimination. He stressed that the racial problem is not sectional but national in scope, and a key way to resolve it is to estab lish "mediation between the white and Negro community." Rabbi Blank told the subcom mittee that the number of "Ne gro Jews is very small," and that he has never known of a congregation that refused to ad mit a Negro Jew. William Foley, a counsel for the judiciary subcommittee, said a section of the adminis tration’s civil rights bill might bring in the Church-State issue. Foley said to Father Cronin: Suppose you have a Catholic school problem and it becomes the community problem. If negotiations fail and the At torney General takes action, "could it not be said the gov ernment is giving support to re ligion?" Father Cronin replied that the situation could be compared to a strike by cemetery workers. "We are not concerned here with religious belief as such,” he said, "but with a civil disturbance arising from a re ligious situation." "Generally speaking," he added, "the law protects the general rights of citizens and of church bodies." After Father Cronin read the joint statement to the Senate Commerce Committee, Sen. Norris Cotton of New Hamp shire said: "The presentation from the moral and spiritual viewpoint is absolutely unan swerable. I can’t imagine how any member of this committee could possible fail to agree with you completely that it is a re proach and disgrace to the re public that there should be dis crimination because of race and color and national origin." Earlier, Sen. J. Strom Thur mond of South Carolina, also a member of the committee, said he had no questions to ask in regard to the clergymen’s statement. Sen. Cotton asked Father Cronin how he would distin guish whether a facility is pub lic or private. "I do feel that when a per son offers facilities for public use, this becomes a matter of public life," Father Cronin said. He also said that "once a facility is open to the public the government has the right to insist that it be open to all of the public without discrimi nation.” Sen. Philip A. Hart of Mich igan said: "Father Cronin, I will send to Gov. Wallace (of Alabama) a printed copy of your testimony with my compli ments." After Rabbi Blank read the joint statement to the Senate subcommittee, Sen. Joseph S. Clark of Pennsylvania, the man, said: "This united front is bound to have an important impact on the thinking of the subcommittee and, I hope, on Congress." MAJOR FAITHS IN CIVIL RIGHTS PLEA—The social action and racial action departments of three major Ca tholic, Protestant and Orthodox, and Jewish agencies pre sented a joint statement to a House Judiciary subcom- mitte on civil rights legislation. WELLMEIER By a strange and remarkable Divine plan, God’s summons into eternity called Archbishop O’Hara only a few days after his secretary, Mrs. Flanagan. Since the last Youthscope col umn was devoted to that worthy person, it is certainly only fit ting that some comment be made on that great churchman’s passing. Others who knew him better could fill volumes with their reflections. While our Southern Cross was not published last week, Father Kiernan had a wonderful little piece in his column, "Georgia Pines", in the Georgia Bulletin. He quot ed Monsignor McNamara and that is only right, because per haps no one in the diocese knew him better. And many a time I have heard Monsignor McNa mara relate story after story, showing the stature of the Arch bishop and his influence on the flock committed to his care in the entire state of Georgia. From others, who were in youth clubs under the patron age of the Archbiship, come ad miring reminiscences of fre quent contacts with his benign direction. It was not only his tall and stately figure in flowing prelatial robes, that made him seem born to be a bishop, as they say. Undoubtedly, the dignity of his bearing, contributed much to the general impression of his Board Reverses Prayer Approval MAHWAH, N. J., (NC) — The local board of education, by a vote of 6-0 with three abstentions, reversed its week- old decision to permit Bible reading and recitation of the Lord’s Prayer in public schools at the start of each day. The board acted (July 22) after receiving a statement from State Education Commis sioner Frederick M. Turning to newspaper cov erage of the trial of Dr. Ste phen Ward, the Vatican City daily said: "Except for rare and praiseworthy exceptions,” the general press dedicates col umns and pages to the trial "in all its most abject details, so that the episode has become one of the most repugnant which journals have reported in re cent years." L’Osservatore made clear that its criticism "is not simp ly because immorality is re ported, for immorality presup poses the consciousness of morality, but because of the display of absolute indifference to decency." "The news chroniclers be lieve," the newspaper con tinued, "they ought to collect, annotate and amplify for var ious reasons—either for money or to accuse society — the more apparent evils of society, clearly unconstitutional. Raubinger said local educa tion boards have "no option or discretionary choice . . . ex cept to comply" with an opin ion against the religious exer cises by State Atty. Gen. Arthur J. Sills. The Attorney General has held that the U. S. Supreme Court’s June 17 ruling against public school prayer and devo tional Bible reading applies in New Jersey. The local education board had originally voted 5-4 to continue the practices on the grounds that the Supreme Court ruling did not cover the New Jersey law on the subject. Meanwhile, the school board in nearby West Milford has voted to provide a minute for meditation at the start of each school day. It was the second local school board in New Jer sey to take such action in an ticipation of September school openings. the leprosy which seems to cor rupt the body and, more than the body, the soul itself. For the Archbishop reached the highest offices of the Catholic Church of any of our ordinaries save Car dinal Persico, who was made a prince of the church. Despite all his accomplishments and honors, he never lost the per sonal and friendly manner. To the youth of the diocese he contributed much. Until Bishop McDonough installed the CYO in every parish, no one had taken so much time and ef fort to labor for the advance ment of the apostolate to the teenager. He loved the young people, as is obvious from past issues of the diocesan news paper. In those pages are re corded the frequent ceremonies and meeting he conducted for the youth of that day, who are the parents of today’s teenagers. But only in the book the angels keep, are the numerous and far- reaching effects of his influence on their souls recorded. As was said before, each per son has his own reflections and memories, sacred and treas ured and unknown to the general public. However, the general public is aware of his overall push for progress that he achieved for the true Church in this state of Georgia and how much good will he won among others of different faiths. This tribute to a former shep herd is not meant as a catalogue of achievements but more as a clarion call to pay respect to the sacred memory of a noble and kind successor of the apos tles. His charm and warmth, his talents and diplomacy will be missed by the universal church, but his influence and remembrance will live on, etch ed in the minds and hearts of his former flock, and they shall offer their masses and prayers, because Archbishop O’Hara was a man they admired and loved. Finally Cardinal Santos was asked: "Will any action be taken at the council to clarify the role of secular institutes in the Church?" He replied: "Already great encourage ment is being given to these secular institutes. Undoubtedly the council will inspire them to carry on apostolic work for the extension of Christ’s kingdom." C. In the senior class, of which 15% earned honor achievement, Richard J. Buttimer of Savannah ranked ninth, and Thomas G. Branch of Savannah ranked thir teenth. Michael D. Joines of Bruns wick ranked tenth in the sopho more class, of which 7% earned honor achievement. Michael E. Legion Condemns Italian Film NEW YORK, (NC)—The Na tional Legion of Decency has condemned as unacceptable for mass entertainment the Italian film, "Women of the World." The legion, in putting the film in its "C" classification, published this objection: "This film, which makes a pretense at being a documen tary, is completely unac ceptable for mass enter tainment." Says Hong Kong Urgently Needs More Churches HONG KONG, (NC) — Hong Kong urgently needs new churches to accommodate an expected 400 per cent increase in the Catholic population in 10 years, according to Bishop Lawrence Bianchi, P.I.M.E., of Hong Kong. "An approximately 40 per cent increase in churches since 1953 has been insufficient to meet the spiritual needs of a 400 percent increase in our Catholic population during that same period," Bishop Bianchi said in an interview. "And the gap will continue to widen through steady conversions and natural increase." Each Sunday and Holy Day, standees throng morning and evening Masses at the 71 churches and chapels serving Hong Kong’s 200,000 Catholics, 6.5 percent of the colony’s pre dominantly pagan population, the Bishop said. Teacher From Macon At Institute DAYTON, O., Sister Mary Consuella Pullen, R. S. M., 851 Orange Street, Macon, Ga., a teacher at Mount de Sales High School, is among 59 teachers taking part in a summer in stitute for high school teachers of mathematics at the Univer sity of Dayton. The six-weeks’ program, be ing conducted under a $40,700 grant from the National Science F oundation, is the third conse cutive summer institute for mathematics teachers to be held on the Dayton campus. It has as its purpose the training of master teachers of high school mathematics and is being conducted by members of the University’s department of mathematics under the direct ion of Prof. Kenneth C.
