OVER VISAS
Legislator Asks Probe
Of Arab Harassment
WASHINGTON, D.C. (RNS)-
The U.S. State Department has
been asked to initiate neces
sary action to prevent nations
which carry out a “pattern
of invidious religious discri
mination” against U.S. citi
zens from continuing such
practices.
Rep. Richard S. Schweiker
(R.-Pa.), in a letter to Se
cretary of State Dean Rusk,
called for the action after
it had been disclosed that
a Roman Catholic, in the em
ploy of the Army-Air Force
Exchange Service, was fired
last May when he refused to
sign what to him was an anti-
Israel statement to secure a
visa to Libya, where he was to
work.
When it was learned that
Edward P. Hunt, 31, of Bala,
pa., was discharged, Rep.
Schweiker protested to De
fense Secretary Robert McNa
mara. Not only had the food
superviser been fired, but the
amount of his fare to and
from Exchange headquarters
in Nuremburg, Germany, was
deducted from his final al
lotment.

brought about reinstatement
for the employee and full
reimbursement for the money
withheld.
Mr. Hunt complained that
because of his religious con
victions concerning Israeland
the faith of her people, he could
not in good conscience sign a
statement the Libyan govern
ment required which would
invalidate the Libyan visa if he
secured a visa at any time
for Israel.
Rep. Schweiker has asked
for investigation into a simi
lar incident involving a U.S.
Naval officer stationed in Na
ples. The officer’s family
which includes a clergyman,
the legislator said, is being
prevented from touring the
Arab countries because these
nations are insisting that a
Christian minister sign a visa
certificate stating that the
tourists are not of the Jewish
faith.
“I am very much disturbed
by the fact that any U.S. citi
zen, regardless of his race
or religion, should be asked
to sign such an insulting
statement in order to be able
to enjoy freedom of travel,”
the legislator told Secretary
Rusk. “This demeaning si
tuation is particularly disgus
ting when it applies to
employees of our government
and their dependents.”

major Roman Catholic publi
cations united as one strong
voice here in condemning the
white supremacist regime in
Rhodesia and applauding the
decision of the territory’s five
Catholic bishops to join other
Christians denominations in
opposing it.
All published lengthy, lead
editorials castigating Rhode
sia’s Prime Minister Ian
Smith for establishing a
“breakaway regime” design
ed to guarantee white lead
ership of the African major
ity. Peg for these editorials
was the joint pastoral issued
by Rhodesia’s Catholic bish
ops which denied that Mr.
Smith’s independence decla
ration could conceivably be
construed as preserving
Christian civilization, called
on all Rhodesians to work out
their differences before it was
too late, and put the bishops’
support behind a constitu
tional solution.

Commenting on the situa
tion generally, the Catholic
Herald here writes: “Last
month we expressed the view
that (Anglican ) Archbishop
Ramsey’s statement on Rho
desia may have provided a
better Christian witness to the
evils of racial discrimination
that the inaction of Catholics
here and in Rhodesia itself.”
“Now, however,” the He
rald added, “the five Catho
lic bishops in Rhodesia have
come out with a strong con
demnation of UDI (Unilateral
Declaration of Independence),
and we are glad to retract
our criticism and give cre
dit where it is due.
“The plain moral issue is
this: if the African is de
prived of his human rights or
dignity then the regime is act
ing immorally. . .But though
the moral rights and wrongs
of UDI are clear and have
now been stated unequivocally
by all the Christian bodies
in Rhodesia, with the excep
tion of the Dutch Reformed
Church, the political solution
is more difficult to outline.
Mr. Smith shows no sign of
yielding to reason.”
The Catholic Universe de
clared editorially that the Ca
tholic bishops’ statement
“lays heavy emphasis on the
regime’s hypocrisy in mask
ing self-interest under the
guise of upholding Christian
civilization. . . In this new
statement the bishops give
more precise point to their
past condemnations of the
ideology behind the resolve
to maintain white supremacy
at the expense of the huge
African majority.”
The weekly catholic re
view, The Tablet, asserted in
a page-and-a-half editorial:
“The outspoken statement of
the country’s five Catholic
bishops — coming all the more
strongly for being delayed for
a fortnight and more after
UDI — has reminded the Rho
desian government the electo
rate, if they are still prepar
ed to listen, of the essential
wrongness of the course they
have embarked on.”

LONDON (RNS) — An An
glican clergyman who spent
30 years in Rhodesia has as
sailed what he called “the
really shocking campaign of
untruth and distortion” pub
lished about developments in
that country.
The “real tyranny” in Rho
desia, he said, was the work
of Black Nationalists.
The Ven. D. K. Wood’s com
ment, made in a letter to the
Church Times, leading inde
pendent newspaper reflecting
Church of England views,
seemed certain to spark con
troversy. Anglican church
men here are solidly in op
position to the white supre
macist regime set up by Prime
Minister Ian Smith through an
unconstitutional declaration of
independence.
Archbishop Arthur Michael
Ramsey, Anglican Primate of
England, has said he would
support force, if deemed ne
cessary by the British govern
ment, to prevent the white mi
nority from taking control of a
country whose population is 95
per cent African.
Dr. Wood, who was Arch
deacon of the Mashonaland re
gion of Rhodesia from 1946 to
1960, charged in his letter
that the “real tyranny” in
Rhodesia was attributable to
the Black Nationalists.
This tyranny was “perpe
trated against their fellow
Black Rhodesians, in pursuit
of their own selfish desire
for power.
“The Whites have had to de
fend the Blacks against their
own people.
“That sort of thing happens
elsewhere in Africa; and it
is true, I am sure, to say
that an ordinary, unintimi
dated Black African would
rather be governed by Whites
for a considerable time to
come.”
“I would only add,” Dr.
Wood concluded, “that after
30 years in Rhodesia, spent
largely in the service of Black
Rhodesians and amongst them,
I know something of what I
am writing about.”
