to the various practices of the
rites, on the first day of
“Grande Quaresima” (Great
Lent) and on Good Friday.
III. L The law of abstinence
forbids the use of meat, but
not of eggs, the products of
milk or condiments made of
animal fat.
2. The law of fasting allows
only one full meal a day, but
does not prohibit taking some
food in the morning and
evening, observing—as far as
quantity and quality are con
cerned—approved local cus
tom.
IV. To the law of abstinence
those are bound who have com
pleted their 14th year of age.
To the law of fast those of the
faithful are bound who have
completed their 21st year and
up until they have completed
their 60th.
As regards those of a lesser
age, pastors of souls and
parents should see to it with
particular care that they are
educated to a true sense of
penitence.
V. All privileges and in-
dults, whether general or par
ticular, are abrogated with
these norms, but nothing is
changed either regarding the
vows of any physical or moral
person or regarding the con
stitutions and rules of any
approved religious congrega
tion or institute.
VI. L In accordance with
the conciliar decree Christus
Dominus regarding the pas
toral office of bishops, num
ber 38,4, it is the task of
episcopal conferences to:

Major Effort Underway
To Relax Abortion Laws
WASHINGTON (NC)—A ma
jor effort is now underway in
the United States to relax
laws against abortion, a new
study warns.
It points to agitation in some
sectors of the communications
media, in legislatures, and in
some national organizations
on behalf of legislation which
would drastically reduce cur
rent restrictions on abortion.
By contrast, it says, abor
tion is contrary to Christian
teaching on the sanctity of
human life and in many in
stances is “not even an ef
fective means to such good
ends as mental and physical
health.”
The heavily documented
study, entitled “Abortion and
Public Policy,” was published
here by the Family Life
Bureau of the National Ca
tholic Welfare Conference. It
was written by Russell Shaw,
a staff writer for the NCWC
News Service.
The 60-page booklet deals
with legal, medical, psychia
tric, social and moral aspects
of abortion.
It says the major focus of
current efforts to relax abor
tion laws, which in most places
forbid abortion except when
necessary to save the life
of the mother, is a section of
the Model Penal Code pro
posed by the influential
American Law Institute.

The section states that a
licensed physician is “justi
fied” in performing an abor
tion; 1) if he “believes” that
there is “substantial risk”
that continuance of the preg
nancy would “gravely impair
the physical or mentalhealth”
of the mother or that the child
would have a grave physical
or mental defect, or if the
pregnancy results from rape
or incest; and 2) if two phy
sicians , one of whom may be
the doctor performing the
abortion, certify in writing
their “belief’ in the “jus
tifying” circumstances.
Surveying criticisms of this
proposal, the study sums them
up as follows; “that the pro
posed statute fails dis
astrously to define its key
terms; that it does not pro
vide adequate safeguards to
keep unscrupulous doctors
from performing abortions on
trivial grounds; that it violates
the unborn child’s right to due
process and equal protection
of the laws in a number of
particulars; and that it would
tend to appear as a ‘vindica
tion’ of abortion to the many
people who take the law as
their principal guide in mat
ters of morality.”
The study notes that one of
the principal arguments put
forward in favor of legalizing
abortion is that this would put
criminal abortionists out of
business.
However, it points out, in
countries which have relaxed
legal bans on abortion, the
number of illegal abortions
has actually risen. It cites
statements by authorities on
abortion in Japan, Sweden and
Denmark to support this con
clusion.

VH. While the faculties of
individual bishops of dispens
ing, according to the decree
Christus Dominus, number
8B, remain unchanged, pas
tors also for just cause and
in accordance with the pre
scriptions of the Ordinary may
grant to individual faithful as
well as individual families
dispensation or commutation
of abstinence and fast into
other pious practices. The su
perior of a religious house or
clerical institute enjoys the
same faculties for his sub
jects.
VIII. In the Eastern rites
it is the right of the patriarch,
together with the synod or
supreme authority of every
rite, together with the council
of hierarchs, to determine the
days of fast and abstinence
in accordance with the con
ciliar decree on the Eastern
rites, number 23.
IX. L It is strongly desired
that bishops and all pastors
of souls, in addition to the
more frequent use of the
sacrament of penance, pro
mote with zeal, particularly
during the Lenten season, ex
traordinary practices of peni
tence aimed at expiation and
impetration.

they keep deeply rooted in

after the papal nuncio and top
representatives of the United
Nations and of the Organiza
tion of American States step
ped in to seek a solution to
the “general strike” which
was accompanied by eight days
of violence. Over two dozen
persons had been killed.

to restore peace and concord
to this troubled nation for the
past 10 months, redoubled his
efforts after Pope Paul VI
on Feb. 13 sent a new mes
sage urging a peaceful solu
tion.
The nuncio met with U. S.
Ambassador Ellsworth Bun
ker, a member of the special
committee set up by the OAS
to deal with the Dominican
question, and with Jose An
tonio Mayobre, the personal
representative here of UN Se
cretary General U Thant. All
three also conferred with Do
minican President Hector
Garcia-Godoy.
The Pope in his new mes
sage—the second he had sent
the Dominican people since
Christmas time urging peace
—called on the leaders and
people for mutual charity and
reciprocal understanding. It
asked them to “seek by every
means to safeguard the
supreme good of peace and
orderly well-being and. . .
spare future grief to this
sorely tried country.”
The nuncio personally
handed a copy of the Pope’s
message to President Garcia-
Godoy. He also gave copies
to other political leaders, to
newspaper directors, trade
union leaders and military
officers. He paid a special
visit to the general police
headquarters to present a copy
of the papal plea to Chief
of Police Morillo Lopez. Gen.
MoriHo tol*d him that a copy
of the message would be
handed to every member of
the police force.
At the nunciature, Arch
bishop Clarizio also met with
members of the strike com
mittee, and handed them
copies of the Pope’s mes
sage. The strike leaders told
him that they too favored a
quick and just settlement of
the strike.
The strike had been called
by some political and trade
union leaders in an effort
to force Garcia-Godoy to fol
low through with his promise
to oust two military chiefs.
When the President finally
bowed to the strikers’
demands, the main group sup
porting the strike ended its
part of the walk-out. And the
last of the leftist union groups
supporting the strike decided
late on Feb. 16 to order mem
bers to return to work.
The violence during the
strike—which included shoot
ing and bombing—was said
here to have been primarily
the work of right-wing
extremists supporting the
military leaders against whom
the strike was called.

and prescriptions for the pre
sent and future be established
and effective notwithstand
ing—inasmuch as is neces
sary—apostolic constitutions
and regulations issued by our
predecessors and all other
prescriptions, even if worthy
of particular mention and re
vocation.

Vocation Day
At Columbus
Clouds and rain did not
dampen the spirit and
enthusiasm of all who gathered
at Our Lady of Lourdes, Co
lumbus, on February 12th to
take part in a Vocation Day
organized by the Ursuline Sis
ters.
Young ladies and many of
their mothers heard talks by
Bishop McDonough and Sis
ter s of eight religious orders
about vocations. Adding em
phasis to the information and
guidance from these ad
dresses were a Bible Service
and Mass celebrated by Bishop
McDonough.
Bishop McDonough, who
came early to Columbus to
take part in the Vocation Day
program, was presented to the
large group by Father William
Dowling. The bishop explained
vividly the urgent need for
religious vocations in the Sa
vannah diocese and asked each
girl to consider carefully
what God was calling her to
do. In answer to the question,
“How shall I know my voca
tion?” Bishop McDonough an
swered, “Your vocation is the
thing you want to do more than
anything in the world.”
