Superintendents Urged
To Re-order Curriculum

school superintendents setting
up a new curriculum should be
schooled by subject matter ex
perts, modern social situa
tions and the Second Vatican
C ouncil,asuperintendents’
workshop was told here.
About 60 priests and
Religious attended the three-
day workshop on curriculum
development, sponsored by the
National catholic Educational
Association’s department of
school superintendents and the
education department of St.
Louis University.
Auxiliary Bishop Clarence
E. Elwell of Cleveland,
superintendent of that dio
cese’s schools, said courses
of study must be updated in
order to remain relevant.
The bishop, who has a Ph.
D. from Harvard University
and has guided Cleveland Ca
tholic schools for 20 years,
said top-level experts in the
various academic disciplines
are needed to advise on course
content.
‘ ‘No one man, be he superin
tendent or curriculum direc
tor, can possibly know all the
newest information in the
many various fields,” he de
clared.
Vatican H’s documents and
theological research should be
felt in the Catholic school
curriculum, Bishop Elwell
said.
“The Constitution on the
Church in the Modern World,
the most dangerous, least
theological, most modern and
practical of the constitutions,
has many ideas which the up
dated curriculum should con
tain,” he said.
“The dignity of the human
person, the community of
mankind, the integrity of the
human person, the role of the
Church in the modern world,
the mutual interpenetration of
both—these are ideas which
enter not only into the course
in religion but others as well,”
he said.
The decree on the LayApos-
tolate, he said, is “of the
greatest importance.”
“The lay apostolate needs
careful explanation,” Bishop
Elwell said.
“Too many of our laity
think it means the handling
over of the administration of
the Church to the laity, where
as it means the sharing of the
laity in the work of spreading
the Gospel, and especially the
renewal of the temporal
order.”
The laity’s work lies in
many fields, such as parish
work, the missions, family
betterment, youth work, edu
cation, local, national and in
ternational organizations, he
said.
The bishop suggested all
council decrees be examined
by scholars. They would ex
tract ideas and organize these
ideas around various subject
topics.
In a question-and-answer
session after his talk, the
bishop doubted that Catholic
school systems are financial
ly able to employ lay admini-
stators on a wide scale.
Bishop Elwell also said that
the number of young people
• entering religious vocations
was not as great now as he
had hoped two years ago. At
that time he predicted that the
“baby boom” of World War
II would cause an increase
in the number of vocations.

William H. DuBay, controver
sial originator of the idea
for a priests’ union, from the
exercise of his priestly func
tion.
A statement by the Los
Angeles chancery charged Fa
ther DuBay, 31 with “irreve
rence and disobedience” in
refusing to stop promoting
his ideas publicly.
The statement said Father
DuBay was called to the chan
cery Feb. 24 and a statement
signed by Cardinal McIntyre
was read to him. Father Du
Bay was directed to “cease
immediately the promulgation
and advocacy, by any means
of publicity, the principles and
programs which you have been
expressing these days.” He
was given 24 hours to respond.
On Feb. 25, the statement
said, Father DuBay replied
that he was “not willing to
accept the proposal of the
diocese.”
The statement said the
priest was then told that he
was suspended and removed
as curate in St. Monica’s
parish, Santa Monica. “The
archdiocese will provide hos
pitality for Father DuBay in a
religious house of its selec
tion,” it said.
At a press conference, how
ever, Father DuBay said he
intended to fight his suspen
sion through ecclesiastical
courts and, if necessary, civil
courts.
Following is the statement
by the Los Angeles archdio
cesan chancery:
“On Feb. 4, 1965, Rev. Wil
liam DuBay was appointed as
assistant priest in the parish
of St. Monica, Santa Monica,
and under the direction of the
Rt. Rev. Raymond J. O’Fla
herty, pastor.
“The Hospital of St. John
in Santa Monica, is served
from the parish of Msgr. O’
Flaherty. Msgr. O’Flaherty
designated Father DuBay as
chaplain to this hospital.
“Father DuBay at that time
was instructed that if he found
time to do any writing for
publication, or to give col
lateral utterances, such as
writings and statements, these
were to be submitted to Msgr.
O’Flaherty before publication
and for his approval.
“As an assistant priest in
the parish,Father DuBay was
told he would be functioning
as a representative of the
Church and its governing au
thority; that in this capacity
it would be expected, in the
minds of the people at large,
parishioners in particular,
that his attitude and actions
be in sympathy and conformity
with the teachings and the
policy of the organization of
which he was a representa
tive and spokesman.
“On Feb. 24, 1966, Father
DuBay was interviewed at the
chancery office and the fol
lowing statement was read
to him, which was signed by
His Eminence, the Cardinal:
“ ‘We have called you here
this afternoon for the purpose
of expressing to you in de
finite form our opinion and
decision with regard to your
action as recently manifested
in appearances on, the tele
vision, talks on the radio and
comments you have made to
the press and publications
throughout the country.
“ * To begin with, may we
remind you that at no time
have you presented to us for
comment or approval, or even
consideration, the proposals
contained in your recent ut
terances.
“ ‘May we inform you that
the results of these utterances
have been the occasion of
grave scandal, people have
written and telephoned us
manifesting grave concern
that a priest of God, blessed
with the powers of Holy Or
ders, should so disrespect
these powers conferred upon
him through the medium of
the Holy Spirit and ordina
tion, and to the extent that
you have in your pronounce
ments.
“ ‘If you are not in ac
cordance with this thinking,
and you persist in promoting
the ideas expressed by you,
and seek t o enlist the aid of
others, you will be acting
in disrespect of your status
in life and disobedient to the
promise you made at ordina
tion.
“ ‘As your Ordinary, I now
direct that you cease im
mediately the promulgation
and advocacy, by any means
of publicity, the principles
and programs which you have
been expressing these days..
“ ‘Therefore, I give you
this alternative for your
selection. Either you cease
and conform your actions to
traditional conduct, or I shall
be obliged to suspend you from
all sacerdotal activities.’
“Father DuBay was given
24 hours to present his re
sponse. This he did today,
Feb. 25th, at the chancery of
fice. His reply was that he
was not willing to accept the
proposal of the diocese.
“Father DuBay was then in
formed that since his irreve
rence and disobedience has
been cumulative and con
tumacious and since Father
DuBay is unwilling to conform
his conduct in accordance with
suggestion from the Ordinary,
th e faculties of the diocese,
which he has been enjoying,
and the enjoyment of any ec
clesiastical privileges, are
now withdrawn, as is his ap
pointment as an assistant in
the parish of St. Monica. This
suspension will be in effect
until its provisions are with
drawn by the Ordinary of the
diocese. The archdiocese will
provide hospitality for Father
DuBay in a religious house
of its selection.”

only they do it with tongue-
in-cheek—and with love, and
call it the “PTA Follies” if
they happen to belong to the
Parent-Teacher Association
at St. Anne’s School.
An original musical parody
written and directed by Elea-
nore Petran, the fast-moving
and funny “follies” opened
and closed in a one-night stand
last Thursday before a most
appreciative capacity audi
ence at St. Francis’ AveMaria
Hall.
Among the honored guests
were the past presidents of the
St. Anne PTA, Mrs. Ralph
Hobbs of the Georgia Board
of Education, Mrs. J. Walter
Owens, president of the Mus
cogee County Council of Par
ent-Teacher Associations; the
Sisters of St. Francis Hospital
and a number of the nuns and
priests from the surrounding
areas.
An opening number based
on “HeUo Dolly,” entitled
“Hello People”, brought the
entire cast onstage with an in
vitation for the crowd to “have
a balL” This was followed
by an introductory musical
skit, “On Th# Day Of Regis
tration,” sung to the tune of
“Twelve Days of Christmas,”
containing a witty summary
of PTA volunteer activities
and highlighted by the plain
tive plea of Mrs. Warren
Swisshelm to...‘ ‘be a Brownie
leader?”
Music was provided by Mrs.
Polk Land, and the produc
tion was coordinated by Mrs.
J. M. Connolly, two ladies

whose talents added zest and
humor to the songs and
scenery of each ensuing skit.
The undisputed stars of the
evening were the males, who
stolp the show in a scene en
titled “Don’t Forget The Fath
ers,” where they lamented
rising taxes; and again in “A
Man To Do The Driving,” as
they mused musically over
what had happened to dad’s
automobile since the PTA and
teen-agers had entered their
lives.

A sumptuous potluck supper
preceded the show, with Mrs.
Joseph F. Cobis as chairman
of the supper committee, as
sisted by the room mothers
of St. Anne’s.
Another pleasant note dur
ing the festivities was the
peppy, smiling Girl Scouts of
Troop 284, who happily hung
coats, poured coffee and serv
ed during the supper with the
greatest of ease and poise.
