Shared Time
Pilot Program
CLEVELAND (RNS)—
Three high schools operated
by the Roman Catholic Diocese
of Cleveland have begun a
pilot shared time program
with public schools of the area.
The schools are cathedral
Latin School with John Hay,
St. Michael High with Lincoln
High, and Nazareth Academy
with the Parma Board of Edu
cation.

ing and mechanical drawing
at the public school, John Hay,
located just across the street.

Msgr. Novicky said he hoped
that more schools would be
able to offer the shared time
program in the Fall, plans
are underway to permit stu
dents of the Padua Franciscan
school to take some courses
at Parma High School and stu
dents of the Benedictine High
at John Adams High School.
All the programs here
started with the beginning of
the second school semester.
Twelve boys from St. Mi
chael walk a few blocks down
the street to the public school,
Lincoln, to take classes in
electricity, metals and blue
printing.
Five Nazareth girls motor
to the Parma Board of Edu
cation where they join students
from two Parma public high
schools in a key-punch course.
Msgr. William N. Novicky,
assistant superintendent for
the Cleveland diocese , said
the total number of students
was kept at the low number
of 20 to promote an in-depth
study of advantages and pro
blems in shared time.

There is a possibility that
some seventh and eighth grade
pupils in Parma Catholic
schools will take some in
dustrial arts courses, begin
ning in the Fall, in Parma’s
public junior highs.
Dr. William P. Hoffman,
director of Cleveland public
secondary schools, said the
public school system was
pleased to be able to cooperate
with the parochial schools in
the shared-time program.
“We hope,” he said, “that
the pilot program will lay the
groundwork for an extension
of the program in the Fall. . .
Scheduling presents some
problems because the public
schools operate on a semi
annual basis and the Catholic
schools on an annual basis.”
The Ohio Legislature in 1965
passed enabling legislation to
authorize shared time pro
grams throughout the state.

Hierarchy Of Colombia Remind
Citizens Of Duty To Cast Ballot
BOGOTA, Colombia (NC)—
The Catholic bishops of
Colombia have declared that
citizens have a moral obliga
tion to vote in the crucial
elections beginning in March
that will determine the course
of this county for the next
four years.
In setting down “a few
norms to enlighten your judg
ment,” the bishops told
Colombian citizens (Feb. 18)
they must not vote for com
munists or others “who eulo
gize violence or threaten to
destroy the social order.”
Such a warning might ap
ply to followers of Camilo
Torres, a laicized priest and
a bitter critic of the Colom
bian establishment, who was
shot and killed by government
troops two days before the
bishops’ letter was issued.
Torres, who preached vio
lence as the only means to
topple the present order, had
become a guerrilla and was
killed in a battle with an army
patrol.
Other than condemning
communists and those who re
sort to violence, the bishops
carefully avoided naming any
of the candidates running for
legislative or executive posts.
Their silence was accepted
unhappily by the backers of
Carlos Lleras Restrepo, the
Liberal party candidate who,
in accord with a Liberal-Con
servative agreement, will
most probably be Colombia’s
next president.
The agreement between the
Liberal and Conservative par
ties to take turns running the
country every four years was
one of the things that dis-
trubed Torres and other young
priests who said the present

perpetuate a church-state oli
garchy.
Colombia’s economy has
been failing badly; social re
forms have been lagging. Ca
tholic authorities, such as
Luis cardinal Concha of Bo
gota, have stated their desire
for social reform.
The coming elections are

volunteers for service in the
home missions, Extension
Volunteers is accepting re
cruits on a one-year term
basis.
Previously, the home mis
sion society has accepted only
candidates who would agree
to two-year terms. That policy
is being changed because the
recruitment rate has been off
severely for many months and
recently has dipped more, Fa
ther John J. Sullivan, national
director, said.
“We still prefer volunteers
who will promise two years
of service,” Father Sullivan
said. “We can train them
better and they usually are
at least 50% more effective
in the second year, after they
have learned the ropes of mis
sion life.”
However, applications will
now be accepted in any cate
gory for one year with the
option of staying on for a
second. Volunteers serve as
divided into two phases. The
six million voters (in a popu
lation of 18 million) will go to
the polls March 20 to choose
new members of the Senate
and House of Representatives.
Then on May 1, six weeks la
ter, they will vote for presi
dent and vice president.
Although Lleras is favored
to win the presidential con
test, the coalition National
teachers, parish workers,
campus workers, nurses,
medical technicians, secre
taries, social workers and
inner-city c o mmunity
workers. Many persons with
other skills may be accepted,
Father Sullivan said.
Volunteers may be male or
female, between 21 and 45,
single or married without
present dependents. College
background is preferred, but
not absolutely required.
Training for new volunteers
is scheduled to begin in July
but applications should be filed
by March 15, he said.
“The sad thing is that we
may have to drop missions
which are completely depen
dent on us,” Father Sullivan
said. Many Catholic schools
depend entirely or in large
measure on volunteers in
order to remain open. Hos
pitals and various community
operations will be affected too,
he said, unless a new source
of volunteer workers opens up
suddenly.
Front is more divided than it
appears from the outside. The
Conservatives are split into
two factions, one favoring
Lleras and one opposing him.
The Liberals represent all
shades of opinion from neo
conservative to Marxist.
Despite the power of the Na
tional Front, the legislative
race is generally considered
to be a toss-up. If political
factions that are not part of
the national front manage to
control the legislature, then
a number of things may hap
pen.
First, Lleras may be drop
ped in favor of a more ac
ceptable candidate, if such a
solution is possible under the
constitution. Second, dissident
conservatives may throw their
support behind L 1 e r a s.
Finally, there is always a pos
sibility of a coup d’etat.
To facilitate Lleras’ can
didacy and to avoid the uglier
possibilities, president Guil
lermo Valencia has proposed
to hold a unified election for
the legislative and executive
branches. This, however,
needs the approval of the po
litical parties, and they have
yet to respond to the idea.
With the congressional
election less than a month
away, the only thing certain is
that public opinion is sharply
divided. The National Front
has mounted a huge publicity
campaign for Lleras, but it
has failed to spark any great
public response.
Although they mentioned no
names in their statement, the
Catholic bishops asked Co
lombian voters to be moved
by “patriotic, not partisan
judgment.” And since Lleras
is the only candidate who is
even vaguely non-partisan, his
supporters are claiming the
backing of the Catholic Church
for him.

Lenten Theme

visited the stational Church
of Santa Sabina in Rome for
Ash Wednesday services, con
tinuing the ancient Lenten cus
tom — revived by Pope John
XXIH — in which the pontiff
joins clergy and faithful at
designated churches during
the Holy Season.
Earlier on Ash Wednesday,
the Pope received the tradi
tional ashes at a public ser
vice in St. Peter’s Basilica.
The sign of the cross was
marked with ashes on the
Pope’s forehead by Paolo Car
dinal Mare 11a, Archpriest of
St. Peter’s.
The Pope had first blessed
the ashes — made from left
over palms from the previous
Palm Sunday — in the basilica.
I t marked the first time that
the Pope did so in public;
in previous years he has
blessed the ashes during Mass
in his private chapel.
Pope Paul’s visit to the Rome
church began with a pro
cession around the church
square and the blessing of the
faithful with a relic of the
True Cross. In his homily,
the Pope said:
“Our lives are made of
trials, worries and recrimina
tions. We try to go towards
happiness; we try to find hap
piness, but instead we find
ourselves continually disap
pointed. To lighten our bur
dens we can avail ourselves
of the means that our Lord
has placed at our disposal.”
One of these means, he
said, is the “virtue of chari
ty.” Christians, he said, can
lighten their own burdens by
“easing the suffering of our
suffering brothers.”
Continuing, the pontiff said,
* ‘Christians have a special life
and a special attitude towards
suffering because they see the

pens to them. Christians are
resigned to accept the suf
ferings that the Lord sends to
them. This they do in the
strength of their souls.
“The person who leads an
authentic Christian life adds
to the spirit of resignation
the other virtues of morti
fication, penance and volun
tary renunciation. All this
does not make a Christian
life easy.
“Our Lord has said: ‘All
tho wish to be My disciples
must take up their cross and
follow me.’ The teaching of
our Lord is certainly not in
agreement with the Spirit of
the world, which is for the
large part a spirit of hedon
ism. Therefore if we wish
to be true followers of Christ
we must listen to His
teachings.”
Before returning to the
Vatican, Pope Paul visited a
nearby convent where contem
plative nuns prepare the palms
distributed in St. Peter’s and
other Roman churches on
Palm Sunday.
