I have a brother in his late
thirties who was an epileptic.
He has also been in a mental
institution, and spent a
number of years in a general
hospital. He is self-employed
but earns very little. Now he
wishes to marry a younger
woman. Shouldn’t this girl
know of his hospitalization
for mental illness? She knows
of his epilepsy. He really
cannot support a wife. He
keeps borrowing money from
me and never seems to get
enough.
Your letter presents
several different kinds of
problems. One is a matter of
economics, the other of a
physical and mental illness
and still another in which you
indicate a desire to prevent."

illness, I will spend most time
replying to that.

diseases which has been
known for the longest period
of time. Certain famous
persons were Epileptics,
among them Julius Caeser
and Mohammed. To a person
unaccustomed to it, it is a
dramatic and distasteful
scene.
The patient usually
writhes in convulsions, may
bite his tongue, injure
himself, groan and foam at
the mouth. This is known as
grand mal whereas other
persons have only momentary
convulsions which perhaps
even they miss. This is termed
petite mal.
Epilepsy, for the most
part, is not believed to be
hereditary. But here, I would
suggest that your brother
consult his physician for the
answer.
One of the great problems
in epilepsy is that therapy
i nvqlves. t £ he proper
orientation of a person
toward his disorder. Many
epileptics are overwhelmed
with a self-pity, shame, and
withdrawal. They avoid
marriage and having children.
Some authorities consider the
most effective treatment for
the epileptic requires as
much, or even more care, for
personality and adjustment
factors as it does for the
medical aspects.
There are many
medications on the market
today, some of them new,
which seem to hold great

or reducing these attacks. I
could not reproduce all of
your letter but you make it
clear that your brother is
receiving some of these.
So far as his mental illness
is concerned, I would like to
point out that a very small
percentage of epileptics,
much less than two percent,
are mentally ill, in the sense
that they have a psychosis.
Furthermore, there is some
question as to whether or not
this type of mental illness is
even associated with their
epilepsy.
The vast majority of
epileptics are otherwise
normal except for this
occasional attack. It is true,
however, that repeated
attacks may lead to brain
damage but again these can
probabaly be reduced or
prevented through
medication.
So far as the medical or
psychiatric aspects of your
brothers condition are
concerned I again advise that
he consult a physician to get
some kind of answer about
whether or not these would
contraindicate marriage.
Personally I am not inclined
to believe they do.
The more serious matter
would appear to be the
economic aspect. Certainly,
unless he can earn enough to.
support his wife, himself and
possibly children, he should
either look for employment
that will do so or perhaps
seriously reconsider marrying.
Obviously, you are not
required to support him and
his family.
Although it could well be
that marriage might stimulate
him to obtain more lucrative
employment and spur him on
to get ahead. His wife may
also be planning to work in
the beginning. In other
words, the economic obstacle
is not completely
insurmountable, if he and his
wife decide to tackle it.
He is older than most
American men at his first
marriage but this is
understandable in view of his
years of ill health. However,
it will probably make marital
adjustment a bit more
difficult than usual and his
may be further complicated if
his health fails. Still, this
could happen to anyone and
if marriage were rejected out
of fears of what might
happen, few would marry.
Finally, however, I would
merely raise the question
with you as to whether or not
you are rather strongly
opposed to his marriage for
reasons other than those you
give? I don’t know whether
or not this is true. It is a
question which you will have
to answer. But please be
certain you are being entirely
objective in raising objections
to his marriage.

Spain’s Concordat Not
In "‘Spirit Of Church”
PAMPLONA, Spain
(NC)-The present concordat
between the Holy See and
Spain no longer fits the
“spirit of the Church,” the
archbishop of Seville told a
meeting here.
Jose Cardinal Bueno y
Monreal also told a gathering
at the Catholic University of
Navarre here that “it is not
up to the Spanish bishops to
initiate a revision of the
concordat; it depends on the
Vatican or the Franco
government.” Pro-govern
ment and independent
Catholic publications are at
present engaged in bitter
polemics on the concordat’s
provisions for the
appointment of bishops.
Church authorities wish to
end the centuries-old
government privilege of
presenting its own candidates
to fill vacant Sees.
Cardinal Bueno y Monreal
also discussed the current
tense relations between the
Spanish bishops and Catholic
lay organizations.
“The lay apostolate in
Spain,” he said, “is seeking its
proper place as an authentic
lay effort, not only because
of the membership, but
mostly by reason of its field
and work. Such an apostolate
must be organized by laymen,
it cannot fall into the hands
of clericalism.
“On the other hand,
Catholic Action should, for
the sake of Church unity,
follow a path in accord with
the thought of the bishops. I
am sure we will find that
path, judging from the good
will on both sides.”
The cardinal visited the
university on his return from
Valladolid, where he presided
at the 27th Social Week. He
praised the work
accomplished by the
university “in offering youth
a professional training
balanced with a Christian
humanism.” The university is
run by Opus Dei, an apostolic
association of priests and
laymen.
He dealth with the issue of
the concordat after stating
that “the Vatican Council
directives have failed to make
a deep impact in Spanish
Catholicism. Here and there
we have some words, but we
still have to see a full
assimilation of the true
Council spirit.”
He added: “The present
concordat between Spain and
the Holy See does not reflect
the spirit of the Church, as it
shines in the Decree on the
Bishops’ Pastoral Office in
the Church, which seeks a
true freedom of the Church
in appointing its bishops.”

Laymen Protest Bishops’
Presence In Parliament
BARCELONA, SPAIN
(NC) - Leaders of 30 lay
apostolate groups in
Barcelona have petitioned
two high-ranking Spanish
prelates to resign their
government-appointed posts
in the nation’s parliament,
the Cortes.
‘We believe the Second
Vatican Council’s directives
are very clear on this point,”
the petitioners pointed out to
Archbishop Casimiro Morcillo
of Madrid, vice-president of
the Spanish Bishops’
Conference, and Auxiliary
Bishop Jose Guerra Campos
of Madrid.
(A spokesman at the
Madrid chancery office
reported that an average of
40 letters a day are received
on the subject, some in favor,
some against the bishops’
presence on a government
political body.)
The Barcelona document
pointed out that “this is a
matter that deeply affects the
Church in our country.”
“If, furthermore, we take
into account the fact that
great numbers, particularly
among the workers, have left
the Church because of its
liaison with the state, there is
no possible reason to
continue the symbol of such
a union,” the document
emphasized.
Among the organizations
making the request were the
Workers’ Catholic Action, the
sodalities, the Catholic
Student Youth Organization,
the Independent Youth
Association, the Spiritual

Nations Declaration on Human Rights, 1968 is being observed

Monserrat, the Pax Christi
Movement, and the Catholic
Rural Youth Organization.
According to the present
Spanish constitution, part of
the membership of
parliament is elected by
representative groups in
Spanish society (parents,
teachers, professional guilds,
workers and so on). The chief
of state, Generalissimo
Francisco Franco, appoints
the rest.
Besides Archbishop
Morcillo and Bishop Guerra,
there are two other prelates
appointed to the Cortes,
Archbishop Pedro Cantero
Cuadrado of Zaragoza and
Bishop Segundo Garcia de
Sierra y Mendez of Burgos.
The Barcelona organizations
did not mention them in their
complaint.
But it is clear that all the
bishops in the Cortes were
criticized from the question:
“How can we, as laymen talk
about our freedom as
Christians in the temporal
order while our bishops are
committed to an established
political regime?”
A bishop in a government
post has fallen “into temporal
action, something he has been
forbidden to do. Where is
logic, then, when we as lay
people are charged with
adopting temporal positions
because we seek concrete
solutions in the economic and
social fields?”
The letter, addressed to
Bishop Guerra, points out the
incompatibility of his
functions as national
moderator of Spanish
Catholic Action, with those
as a member of the Cortes.
The lay leaders urged him to
resign as moderator.
