Against Ga. School Bias

The-.Department of Justice
filed a motion for a
preliminary injunction last
Wednesday (Oct. 22) to
require desegregation of
Georgia’s public school
systems by the opening of the
1970-71 school year.
The motion asks the court
to require the Georgia State
Board of Education and State
Superintendent of Education
John P. Nix to take
affirmative action toward
disestablishing the racially
segregated dual system of
public schools.
The proposed affirmative
action incudes:
ST. JOS. HOSPITAL
Mr. Thomas T. Dunn and
Mr. John F. Gruenewald have
been elected to St. Joseph’s
Hospital Board of Trustees,
State Senator John R. Riley,
Board Chairman, announced
last Friday (Oct. 24).
Mr. Dunn was executive
Vice President, retired, and is
a member of the Board of
Directors, Union-Camp
Corporation. He is a former
Chatham County
Commissioner (1954), one
time President of the Rotary
Club, and a former chairman
of the United Community
Appeal. He has served as the
Grand Marshal of the St.
Patricks Day Parade and in
1956 was named winner of
the Savannah Exchange
Club’s Golden Deed Award
for outstanding service to the
community.
A native of Baton Rouge,
Louisiana, Mr. Dunn became
Union-Camp General
Superintendent of the
Savannah Plant in 1940 and
1. Develop for each
school district an in-service
program for the training and
retraining of teachers and
other professional personnel
to work effectively in
desegregated schools.
2. Sponsor administrative
conferences for school board
members, superintendents,
staff, and faculty members to
develop the in-service training
programs in conjunction with
consultants of the Office of
Education of the United
States Department of Health,
Education and Welfare.
3. Confer with Office of
Education consultants on the
adequacy of the in-service
training programs developed
rose to the position of
Executive Vice President of
the corporation before
retiring on March 1, 1969.
Mr. Dunn is a member of
numerous local civic and
athletic clubs and is a director
of The Savannah Bank and
Trust Company. He is
married to the former Mary
Louise Brewton.
Mr. Gruenewald, who is
director of Planning,
Grumman Aerospace
Corporation, has been a
resident of Savannah since
January, 1967. He has acted
in various capacities for
Grumman since 1948. He is
Director of The Savannah
Science Museum, Executive
Vice President of The
Savannah Symphony Society,
and a member of the
Savannah Kiwanis and
Quarterback Clubs. He is
married to the former Ethel
L. Eklund of Pueblo,
Colorado. They are the
parents of five children, three
girls, two boys.
and submit the programs to
the court no later than
January 15, 1970.
4. Formulate plans for the
diseastablishment of the
racially segregated dual
school system as early as
possible, but in any event by
the commencement of the
1970-71 school year in 83
school districts.
5. Submit each of the
desegregation plans to the
Atlanta office of the Office
of Education no later than
February 2,1970.
6. Confer with
representatives of the Office
of Education on the
adequacy of the
desegregation plans.
7. Submit the
desegregation plans to the
court no later than March 2,
1970. The Office of
Education shall submit its
views on each plan by the
same date. Defendants may
file comments on the Office
of Education’s views by
March 6, 1970.
8. Develop and submit to
the court by April 1, 1970, a
comprehensive program for
following up on the
implementation of the
desegregation plans.
9. Withhold approval of
the construction of all new
school facilities and the
expansion of existing
facilities which are not
coordinated with the
reorganization called for by
the desegregation plans.
The original suit - the first
filed against a state board of
education under Title IV of
the Civil Rights Act of 1964
-- charged the defendants
with violation of the
Fourteenth Amendment and
the 1964 Act.
The complaint contended
that the state school board
was empowered under the
state constitution and state
law to regulate local school
districts but failed to take
“adequate steps to
disestablish the dual (school)
system, and (has) not
required the local systems to
adopt and implement plans
for the abolition of the dual
system. ”
The result, the suit said,
has been that “the defendants
perpetuate the unlawful dual
systems of schools based on
race. The defendants provide
educational opportunities for
Negro students which are
inferior to those provided for
white students.”
Georgia has 192 public
school systems. Of them, 109
either have no Negro
students, have voluntarily
desegregated, or are under
court orders to desegregate.
The remaining 83 school
districts listed in the motion
for the preliminary injunction
have either had their federal
funds terminated, are in some
stage of enforcement
proceeding, have been
referred for enforcement
proceeding, or have failed to
carry out voluntary
agreements to desegregate.

before publishing their own
statements will explore the
opinion of the Holy Father.
3) Means should be
studied of fostering a more
intimate collaboration
between the Roman
congregations on the one
hand and the Eastern-rite
synods and the bishops’
conferences on the other.
4) The exchange of
communications between the
same congregations and the
Eastern-rite synods and the
bishops’ conference should be
improved.
5) Regarding more
particular questions dealing
with the internal life of a
diocese or an ecclesiastical
region, the local bishop or the
regional bishops will be heard
before any decision will be
taken.
6) The decrees of the
Holy See, before being
published, should be
communicated to the
bishops, at least substantially,
and also the motives will be
explained which suggested
such a publication.
7) The Holy See will take
care of publishing in various
1 a n g u ages both the
documents of the Holy See
and the documents of major
importance issued by
Easter-rite synods and
bishops’ conferences.

8) The structure of the
synod should be revised to t
make it more adept at
manifesting episcopal
collegiality.
9) The secretariat of the
synod should be expanded
and made permanent, so that
it can prepare the work of the
synod and being into effect
the resolutions of the synod
after the approval of the Holy
Father; the secretariat should
do so with the collaboration
of some bishops designated
by the synod according to
norms to be established. In
this way the secretariat
should become a means of
linking the various synodal
sessions.
10) The same secretariat
of the synod should function
as a means of coordination
regarding the various
questions to be discussed or
already discussed in the
synod and concerning
relations between the Holy
See and the synods and
bishops’ conferences.
11) Besides, extraordinary
and special synods, the
general synod will be held, if
possible, once every two
years.
12) The Eastern-rite
synods and bishops’
conferences should have the
faculty to propose the itemes
to be discussed in the synodal
sessions.

13) Experts in various
matters should be at the
disposal of the synod
according to the norms to be
established.

recently in Augusta.

introduced the guest speaker,
Mr. Charles Barreras,
Executive Director of
Burke-Richmond
Opportunity Council. Mr.
Barreras spoke on local
programs of OEO. Feed the
child, Farmers Co-op, Job
Corp, Five Neighborhood
Service Centers, which “out
reach” into the community
to make known programs
available to low income
group, are a few of the topics
the speaker touched on. He
declared that one problem is
that many programs are
available but are not
accessible to the needy.”
A Mardi Gras, to be held
in February, was announced
by Mrs. Bonnie Hill, Ways
and Means Chairman.
Proceeds will go toward
furnishing the kitchen in the
new parish building.
Mrs. Victor Bilanchone
asked for volunteers to form
a choir. Practice is scheduled
each Thursday evening at
8:30.
The Bishop’s Drive for
Used Clothing will be held in
November. Mrs. Welsh urged
the members to save their old
clothing.
