Chinese Cast an Approving Eye
At Martial Law in Philippines
TAIPEI, Taiwan (NC) -- Taiwan, which
has close bonds with the Philippines and
South Korea, is watching the results of
the proclamation of martial law in both
countries with more than passing interest.
The China News, an English-language
daily which often reflects official
thinking here, praised in an editorial the
reforms so far planned by President
Ferdinand Marcos of the Philippines and
in particular his sweeping land reform
decree.
“Even the critics of President
Ferdinand Marcos’ martial law must
admit that under conditions obtaining in
the Philippines, such a sweeping land
reform program could not have been
implented except by decree,” the
editorial said.
According to the land reform decree
landowners may retain only 17 acres of
their land and effective immediately each
tenant is entitled to a 12-acre family plot.
Some 700,00 farmers will benefit. The
China News noted that preliminary
indications are that the plan owes much
to the successful Taiwan experience with
land reform.
“Powerful landowners have blocked
redistribution of farms for decades,” the
China News pointed out. “Even Ramon
Magsaysay, (former Philippines president)
who had strong populist inclinations, was
unable to move against vested power and
interests.”
The editorial then spoke of the seizing
of privately owned firearms, the sacking
of corrupt and inefficient government
workers, and the arrest of hundreds of
criminals, adding that the incidence of
crime is already down 70 percent in the
Manila area.
“People of the Philippines have
generally approved what Marcos is doing.
They agree with their chief executive that
there isn’t any other way of moving
against entrenched power, dishonesty and
the growing threat of the Communists.”
The editorial raised the question of the
future of the democracy in the
Philippines.
and sometimes unworkable. It is full of
contradictions which are often difficult
to resolve.”
After saying that democracy may be a
luxury which some cannot afford, the
editorial asked “What, then, of the
future? Can President Marcos implement
his reforms and then return the
Philippines to the democratic forms of
the past? We are inclined to think not.
“Democracy will work well only when
the people have learned responsibility and
self-discipline in a lengthy evolutionary
process.

The traditional MIRACULOUS
MEDAL NOVENA will be held at St.
James Catholic Church, Montgomery
Crossroads and Whitfield Ave., at 7:30
P.M. from Wed., Nov. 29, until Thurs.,
Dec. 7. The service will consist of the
novena prayers and hymns, a sermon by
a different priest each of the nine
nights, and Benediction with the Blessed
Sacrament. Confessions will be heard
each evening and Miraculous Medals will
be distributed after each service as a gift
from the Lord’s Mother to all who take
part.
For centuries Catholics have made
novenas. The first novena, or nine-day
period of prayer, was made by the
Mother of Jesus and the Apostles in the
Upper Room while they waited and
prayed after the Ascension for the Lord
to send the Holy Spirit. On the tenth
day, Pentecost, their prayer was
answered. He came.
The basic idea behind a novena is
that, if Christians want something from
the Lord, they should indicate how
much they want it by perseverance in
prayer. To pray and sacrifice for nine
days in a row for the same intention has
become a sign for many that they are
following the advice given by the Lord
“Meanwhile some guidance is
necessary, as our own Dr. Sun Yat-sen
understood so well.”
Dr. Sun, the father of the Republic of
China, laid down guidelines for a period
of prepatation before democratic forms
should be totally implemented.
The China News editorial concluded:
“Democracy’s deteroriation into anarchy
can lead only to permanent absolutism. If
Philippines’ democracy is to be saved,
there will have to be some safeguards
against abuses when power is returned to
the institutions which formerly exercised
it.”
in Luke 18:7 “Will God not judge in
favor of His own people who cry to Him
for help day and night?”
In this particular novena, Catholics
call on the Lord’s Mother to pray with
them as they storm Heaven together for
their particular needs. The devotion
symbolized by the Miraculous Medal
began in 1832 when many people
believed that the Lord’s Mother
appeared in Paris, France, to St.
Catherine Laboure and asked that this
medal be made and distributed all over
the world.
The novena will end as the Catholic
Church celebrates the Feast of the
Immaculate Conception of the Mother
of God, Fri., Dec. 8, a Holy Day of
Obligation for Catholics. On this feast
Catholics thank God that He filled His
Son’s Mother Mary with His grace from
the very moment her parents conceived
her. At St. James Church , Mass will be
offered on the feast at 8:30, and 11:15
A.M., and 5:30 and 7:30 P.M.
Everyone, no matter what church he
attends, is invited to take part in this
novena. Anyone who cannot attend in
person is urged to send his petitions to
St. James Church so that they can be
remembered in the prayers of all
present.

HANUKKAH -- Over the centuries, Jews have commemorated
the Maccabean victory over the Syrians in 165 B.C. and the
rededication of the Temple which had been defiled by the King
of Syria during Hanukkah - the “Festival of Lights” or
“Festival of Dedication.” Since that time Hanukkah has been
celebrated by lighting candles on a Menorah for eight days as a
reminder of the miracle of the container of oil in theTemple
which burned for eight days instead of one. When Hanukkah
begins this year, on Dec. 1, special prayers will be recited by
the father of the household and candles will be blessed. Then,
using the ninth candle, called the “Shammash,” one of the eight
candles will be lighted. This ritual will be repeated for eight
successive nights until all eight candles on the Menorah are
ablaze. In addition, gifts are given and special games are played

“Filipinos and other Asians must pause
to ponder how it is that a good ruler can
move towards desperately needed reforms
so quickly under martial law, which is a
form of dictatorship, after failing to do so
for years under conditions of democracy.

“Consicience Formation” Friday

o’clock at St. Mary’s Parish Church.

An important meeting is scheduled
for High School teachers of Religion
Saturday at Aquinas High School from
1 until 3 o’clock. At this time new ways
to reach teenagers will be explored.
Father Tickle is a native of El Paso,
Texas. Born on December 16, 1941 he
attended elementary and high schools in
El Paso. He received a B.A. Degree from
St. Thomas Seminary Denver, Colorado
in 1963 and a Masters Degree in
Religious Education from St. Thomas
Seminary School of Theology also in
Denver in 1967.
In May of that same year he was
ordained for the Diocese of El Paso. He
served as an Assistant Pastor of Our
Lady of the Valley Church until August
,1968 when he was appointed Diocesan
Director of the Confraternity of
Christian Doctrine.
Father Tickle is currently Chairman
of the CCD Department for the state of
Texas; a member of the board of
Directors of the National Conference of
Diocesan Directors of the CCD, a
member of the Diocesan Catholic Social
Action Commission; a member of the
Clergy Advisory Board of the Diocesan
Youth Department. Chairman of the
Mayor’s Adult Council on Youth Affairs
for the city of El Paso; Member of the
board of directors of the El Paso’s Girl’s
Club, and a member of the Youth
workers’ council of El Paso.
