Mayor Opens City's Welcome
House for Working Poor
Atlanta, G A—Fulfilling still another commitment to Atlanta's working poor
for decent, affordable and safe housing Mayor Maynard Jackson and City
Housing Commissioner D. Scott Carlson on December 18,1992 led opening
ceremonies for the Welcome House, a 209-room residence in downtown
Atlanta. The ceremony culminated a public-private partnership between the
City's Department of Housing, a development team led by Progressive
Redevelopment (PRI), community supporters and several lending institu
tions which began with a groundbreaking on March 26 of this year.
Located at 234 Memorial Drive, Southwest, the Welcome House is the first
new construction Single Room Occupancy (SRO) development and will
provide medical and social services for residents in addition to a host of
amenities.
"Opening the Welcome House is a dream come true. It is a day to count our
blessings," said Jackson. "Every citizen deserves a decent place to live and
I am encouraged by what we have achieved. The Welcome House is a
symbol of hope for the men, women and children of our City who walk the
streets every day in search of food and affordable shelter. I know that there
are many Atlantans still in need of help and while we pause to celebrate this
giant step, know that we remain ever committed, ever vigilante."
The Welcome House is Atlanta’s sixth SRO facility for the homeless and
is a vital component of the City's five year housing plan, called "CHAS" the
Comprehensive Housing Affordability Strategy. Other developments in
clude: Bethlehem Inn, 438 Fraser Street; Anchor Center, 1332 Stewart
Avenue; Bright Beginnings, 515 Eloise Street; Jerusalem House, 8331
Briarcliff Road; and the Walton House, 86 Walton Street.
According to Commissioner Carlson, "the Welcome House Illustrates the
true meaning of a public/private partnership. The City played a major role
in this development by providing the land and a trust fund valued at more
than $1.1 million. In addition to the City, Progressive Redevelopment, the
Enterprise Social Investment Corporation, the Atlanta Mortage Consortium
and 12 banks all joined together to make the Welocome House a reality."
The Welcome House Development team is comprised of: Progressive
Redevelopment, Inc.; Gibralter Land, Inc,; H.J. Russell Construction Co.,
Inc.; Bradfield Richards Associates Architects, Inc.; Denis G. Pellerin Real
Estate Services, Inc.; Russell Property Management, Inc.; the City of
Atlanta. Other Partners include Nationsbank; Citizens Trust Bank; First
Union; Trust Company Bank; Decatur Federal; Bank South; Georgia
Federal; Wachovia Bank of Georgia; South Trust Bank; Corporate Housing
Initiatives Fund of the Enterprise Social Investment Corporation; Afford
able Housing Program, Federal Home Loan Bank Homebanc; the Georgia
Housing Trust Fund for the Homeless; Georgia Housing and Finance
Authority; and the Metropolitan Atlanta Community Foundation, Inc.
Community supporters included the Task Force for the Homeless, People
for Urban Justice, Antioch Baptist Church North and the City's SRO
Advisory Committee.

Deposed Haitian President
Aristide Speaks to Students
On January 14 Morehouse’s Crown'
Forum was graced with the presence
of Father Jean Bertrand Aristide,
former president of Haiti. Aristide is
well known for his commitment to
helping his people.
One of the moving times in his life
was when he learned that the United
States had deported several Haitian
boat people seeking political asylum
in 1980. These Haitians were
attempting to fight against the cruel
dictatorship enforced by then-
president Francois Duvalier.
He has been active in fighting for
the rights of the poor in Haiti. After
preaching vigorously for the rights
of the poor, the Salesian authorities
in Rome ordered him to leave the
country. After several large street
demonstrations, the Salesian
authorities in Rome expelled him
from the Order on November 8,
1988.
His entrance onto the Haitian
political scene greatly changed the
electoral atmosphere. On October
18, 1990, he announced that he
would accept the nomination for
president. He was elected President
by 67.5 percent of the vote.
Aristide is a man of great wisdom
and talent. He speaks six languages
(English, Spanish, Portuguese,
German, Italian, and Hebrew). He
has also published several books and
composed over one hundred
religious songs.
