Warburg Says Cultural Progress Based On Economic Stability London—That cultural and social progress in Palestine would be pos sible only after a sound economic foundation has been established was the statement of Felix M. Warburg, Chairman of the Administrative Com mittee of the Jewish Agency, at the opening session of the Committee’s session here. After reviewing gen eral conditions in Palestine, Mr. War burg asserted that new duties should be assigned to the Palestine Execu tive and that its work should be con fined to the economic sphere, political work to be conducted only in London and Geneva. He also suggested that an agricultural corporation be estab lished to promote agricultural work in the Jewish National Home, with an expert agronomist at its head. He urged that work should be done at once toward accelerating progress in Palestine and expressed the hope that shortly the Palestine Government would assume more responsibility for the education and health budget of the country. A report on the Palestine Emer gency Fund by Mr. Warburg showed that $2,600,000 had been received and that most of it had already been al lotted for reconstruction purposes. Following Mr. Warburg, Dr. Chaim Weizmann, President of the Jewish Agency, criticized the attitude of the Palestine Government and took issue with it on the assertion before the Commission of Inquiry that no lands w r ere available for distribution to Jews. He pointed out that large areas of crown lands could be alloted to Palestinian Jewish pioneers. Many Closed Synagogues Will Be Re-Opened in Russia Moscow — Many synagogues that were closed at the height of the anti- religious campaign will be reopened and returned to the fiscal Jewish com munities, the correspondent of the Jewish Telegraphic Agency learns.
