The British press has, on the whale,

ing the end of the Zionist movement,

binet to the fullest extent, while the

the new British declaration.

against the Labor Government of former
Premier Stanley Baldwin and the two ex-
nisters, Sir Austen Chamberlain and
\mery, and the cable sent by General
Jan Christiaan Smuts from South Africa.

must he viewed as of great importance.
General Smuts, in his statement, makes
it clear that the present declaration of
policy alters the pledge given by Great
Britain in 1917 and incorporated in the
Palestine Mandate, and that therefore it
cannot become effective without the con
sent of every nation that consented to the
Balfour Declaration.
The Smuts - Baldwin - Chamberlain -
Atnery stand has greatly encouraged
Weizmann, your correspondent was told
by an official at the Zionist headquarters
here. The Zionist leader hopes that the
standing of these four personalities may
be of great assistance in turning the tide
in the Parliamentary debate scheduled to
take place within the next fortnight. Close
observers, however, say that the Govern
ment’s declaration will be upheld in the
forthcoming Parliamentary debate on
Palestine. This primarily because the
Liberal Party is expected to support Lord
Passfield’s policy. Lloyd George, under
whose Premiership the Balfour Declara
tion was issued, is remaining silent, and
his silence is regarded as assent to the
Pass field White Paper. Sir Herbert
Samuel, whose counsel is highly esteemed
in Liberal Party affairs, is said to have
definitely rejected Weizmanrfs request
for assistance and to be urging Lloyd
George to back MacDonald on the Pales
tine issue.
In Labor circles there is great rejoicing
because of the Raldwin-Chatnberlain-
Amery statement on Palestine. The
Government believes that this statement
stamps the Zionist point of view as op
posed to Liberalism, because of the sup
port it elicits among the Conservatives.
I he Labor Party, it is reported, would
welcome a Palestine issue in which the
Baldwin forces would take the Zionist
side.
In the meanwhile reports from the
United States have made a deep impres
sion on British public opinion. The
threat of American Jewry to start an
anti-British campaign is taken quite se
riously. American Jewry is regarded as
very influential in the United States, and
it is believed that Great Britain's relations
with the United States will suffer, indi
rectly, because of Jewish anti-British
propaganda.
Dr. Weizmann’s hopes that with the fall
of the Labor Government and the settle
ment of the Indian problem the recent
White Paper may be withdrawn are
doomed to disappointment, a well-in
formed M. P. has told your correspond
ent. British public opinion has been
poisoned ever since last year’s riots until
now it agrees with a thumbs-down policy
on Jewish hopes in Palestine. Harry
Snell’s influence in the Labor Party is
discounted as minimal. "The speech he is
expected to make during the Palestine de
bate will not get ten votes from his
party,” a well-informed editor said.
The dignified attitude of Palestine
Jewry and the decision of the Jewish
National C ouncil, under the leadership of
Pinchas Rutenbcrg, not to participate in
any elections for the promised Palestine
legislative body made a favorable impres
sion on non-Jewish friends of the Zionist
cause. The support given in this matter
by the Brith Shalom group, which
hitherto was ready to accept a Palestine
parliament, is regarded as evidence that
Palestine Jewry is united in its rejection
of the Passfield White Paper.
