I said that the government has been
encouraging these misdeeds. Quite re
cently there was fresh proof of that
fact. Some weeks ago M. Bobockev-
sky, the Minister of Commerce, ad
dressing a public meeting at Roussa,
declared that “the government intends
to impose restrictions on itinerant
trade, because most of the men en
gaged therein are Armenians and dirty
Jews”. That declaration, publicly and
officially made by the Minister of
Commerce, has called forth strong
protests in certain newspapers; yet
there is little doubt that, nevertheless,
the declaration will be acted upon and
repeated on every possible occasion.
But it is quite impossible to make a
list—for it would be endless—of all the
iniquities and hardships to which Jew
ish citizens are exposed in Eastern
Europe. The many forms of iniquity,
the constant vicious hostility, unfor
tunately. may be observed not in the
Balkans alone. In consequence of
this, one can well understand why Jews
have conceived the dream of reconsti
tuting for themselves a concrete Fa
therland. Rut it seems to me that the
realization of a Jewish Palestine must
encounter extreme difficulties: it is
likely to result merely in the creation
of one more British colony. At this
time, however, T touch only slightly
unon this grave problem. All T crave
to say is that the world is about to
trmscend—by an unprejudiced attitude
toward economic and social realities
ard problems—the stage of nationalism
ar d direct its energies toward the ideal
of internationalism.
That great idea which must triumph
in days to come—because it will serve
tb; true interests of all humanity—
hrs been very largely carried into the
mind and the heart of mankind bv the
spirit of justice and universalism which
Israel has first conceived. Tome, there
fore, it appears more logical and more
in keeping with the laws of human
evolution to expect the sanguinary
absurdities of anti-Semitism to be put
right by a rationalism and universal
organization of all men. If interna
tional society were based on the logi
cal adjustment of service and work,
on intelligent solidarity, the races could
freely expand therein instead of sav
agely fighting one another.
