Italy is a country that has within
recent years provided little fertile
ground for anti-Semitism, despite the
Vatican. Protests came from that di
rection when the new communities or
dinance went in to effect. That meas
ure, the result of planning between
Jews and Government officials for sev
eral years, gives the Jewish commu
nities a degree of autonomy that they
never had before and confers upon
them powers which should strengthen
the spiritual growth of the units.
Hitlerism has invaded a number of
countries where the German popula
tion is numerically important. Even
Czechoslovakia has been affected. Pra
gue was the scene of a number of dis
turbances during the year. In general,
however, prejudice cannot flourish as
long as President Masaryk remains in
power.
In Lithunia the situation of the Jews
has been poor for years, because of
economic conditions. Forms of discrim
ination that obtain in nearby coun
tries are not nearly so violent in Li
thunia, which is demonstrated by the
fact that out of 4,000 students at the
University of Kovno more than 700 are
Jews.

ment regulation. Zionism is the only
Jewish interest that is prospering in
that country. The economic crisis has
considerably affected the position of
the Jewish merchants and manufac
turers in that country.
Australia
Australia made the news several
times this year on account of incidents
affecting Jews. Sir Isaac Alfred Isaacs,
Thief Justice, was appointed Governor
General of Australia. Whether or not
Sir Isaac regards himself as part of
the Jewish community, Jews abroad
have not hesitated to point him out
as one of their own. Melbourne had a
little excitement during the year on
account of the invasion of Rabbi Je
rome Mark, of Selma, Alabama, who
came to Australia to establish a liberal
synagogue. The orthodox rabbis re
fused to acknowledge his presence. Rut
the rapid growth of Rabbi Mark’s
congregation indicates that there was
a need for some institution which
would draw into the fold types that
had drifted away from orthodoxy.

South America
South American Jewry continues to
grow, as a result of the influx from
Europe, but Argentine and Brazil have
not yet been “sold” on a grand scale
for Jewish colonization purposes, al
though the opportunities there are un
parallelled. The Jewish communities
in South America are small and com
pact. The Jewish problem, so to speak,
is practically non-existent. But the
Jews enjoy a rather sound cultural
and spiritual life, and though removed
from the larger centers of Jewish pop
ulation manage to maintain their con
tacts with world events affecting Jews.
Zionism finds a great many adherents
among these Jews.
South Africa
In the union of South Africa no dif
ferentiation against the Jewish race
exists. The restrictions on immigration
the Jews, but the reason for the stop-

Zionism is still the paramount Jew
ish issue today. Differences of opinion
were accentuated during the past year
at the Word Zionist Congress in Basle
due to the demand of its partisans
that Jews take a stand on the ques
tion: shall there be a Jewish major
ity in Palestine, on both sides of the
Jordan. In other words, is Palestine
to be a Jewish state. It is probable
that Zionism will succeed or go to de
feat on that issue, which permits no
one to hedge.
The most important event of the
year insofar as Zionism is concerned
was the elimination of Dr. Chaim
Weizmann as World Zionist President
after thirteen years of leadership in
the movement. The 17th Zionist Con
gress, at which he made a forced exit,
was the most turbulent conclave in the
history of Zionism, coming as it did
after two years of political and finan
cial setbacks. The election of Nahum
Sokolow in Weizmann’s place, which
automatically puts him at the head of
the Jewish Agency, is regarded as a
