winter may be handicapped by trail bodies through life. The hun
gry father of a hungry family is hardly the man to seek employ
ment with persistence, or to do well on the job when be gets it.
Before you can save a man’s soul it is often necessary to feed his
body. You have no right to expect the civic virtues of patience,
courage and honesty from starving, freezing men and women. It
they preserve a just attitude towards the laws of the city in which
they live, it is a miracle.
This winter, as never before, it is the duty of all who are well-
clad, well-housed, and well-fed to help the less fortunate, 1 he fact
that you gave last year, and the year before, does not lessen your
responsibility. The fact that you cannot afford a large contribution
must not deter you. The upturn of business with a gradual im
provement of economic conditions does not remove the crisis of
this moment.

operative national program to reinforce local fund-raising
for human welfare and relief needs. Xo national fund is
being raised; each community is making provision for its
oven people; each community will have Jnil control of the
money it obtains.
