profiteering was certainly not an exc!u»-
ively Jewish sin as a glance at the v. a r
titles in England will show, and even if
the proportion of such among the Jrvt*
was higher than elsewhere, it is unjus- to
blame more than the individuals con
cerned. When we hear that Mr. Brown
has just made a fortune out of selling
bad meat to the troops we say, “Look at
that damned scoundrel, Mr. Brown.” Wt
do not say, "Look at that damned English
man.” But if it be Mr. Levy, we say,
"Look at that damned Jew,” and thr
whole nation suffers for the sins of that
particular individual.
The Jewish problem will never be
solved until anti-semitism as we know it
today disappears. It is suggested that
the part which the Jews can play to
secure this disappearance is to acknowl
edge that the past cannot be restored,
and to turn to making a clear programme
of constructive suggestions, both inter
nationally (i. e., in relation to Palestine
and nationally. But anti semitism can
not be destroyed by Jewish action alone
Leaving aside the fanatic, it is reasonable
to ask of the ordinary man that he retog
nize the influence of history rather than
Jewish malevolence in the creation of
the present situation and the present
Jewish character. It is only so that it
will tie possible to consider scientificalb
the actual issues which must arise in an
attempt to solve the question. If at am
time he feels that the Jew is in the wrong
he is, naturally at liberty to say so. What
makes it impossible to cope with the
present difficulties is the automatic pre
sumption that it is the Jew who is in the
wrong, and still more, that because of i
particular grievance which may be per
fectly justified in a particular situation
all Jews are equally in the wrong about
it. It would already be an enormoui
change if only those Jews were accused
of a particular action who were actually
concerned in it.
If the demand of the Jews for the ful
fillment of the Minority Treaties, and for
the abolition of all discrimination again*
them would not, as has been suggested
lie a very positive step forward, yet a
sincere examination of the present situa
tion would probably reveal many case*
in which actual injustices are being im
posed upon the Jews, which are not in
the least necessary for the protection of
the nationals. But even more important
is the opening of other avenues to the
Jews. The negative side of the renun
ciation of anti-Semitism is to blame a
Jew for his own sins, and not for the
sins of any other Jew. The positive
side is to collaborate with those Jew*
who are anxious to find the right adjust
ment of their situation in the generai
body of the State, and, where executive
power lies with one side only, to be pre
pared to carry out the measures necessan
to put the adjustment into practice.
Much of the task of the regeneration of
the Jewish community, and the elimina
tion of those defects which give ground*
for the accusations against them, mu*
be done by Jewish effort, but at lea*
there should be a recognition on the part
of the non-Jew of his part in the re
sponsibility for the creation of a com
munity which we have seen to be partic
ularly likely to show defects in its rela
tions to its neighbors. There may l*
many steps which can only be taken b*
Jewish initiative, but the end of the
road can never be reached without non-
Jewish cooperation.
