NAZI ESPIONAGE IN AMERICA
1 he charge that Count von Luckner,
German sea devil, who is ostensibly com
ing to the l mted States on a lecture
tour, i^ actually to become chief of the
propaganda staff of the Nazi organiza
tion in the United States, was made bv
Bernard S. Deutsch, President of the
American Jewish Congress, in a radio
speech over station NVBNX, speaking on
the "Opinion” hour.
Count von Luckner, Mr. Deutsch said,
is to replace Erich Weigand, the present
director of Nazi propaganda in the
l nited States, who is to return to Ger
many shortly, allegedly because he is un
able to secure a renewal of his visitor's
visa.
Declaring that the League of the
Friends of New Germany, set up upon
orders from Germany, has replaced the
officially disbanded Nazi Party in the
l nited States, Mr. Deutsch asserted that
the head of the freight department at
the North German Lloyd Offices in New
York, A. Menzing, is a leader of the
Nazi brain trust in this country. He
linked the Silver Shirts and the Khaki
Shirts with the Nazi movement here.
There are ten principal Nazi centers
in the United States, Mr. Deutsch stated,
namely, in New York, Detroit, Chicago,
Los Angeles, Cleveland, Denver, San
Francisco, Trenton, Milwaukee and Port
land, where the Nazi organizers are mak
ing a vigorous attempt to bring about
the transfer of the allegiance of German*
Americans from American principles to
those of the German government.
A widespread system of espionage, he
asserted, has been set up by the Nazi or
ganization in this country.
German newspapers of standing in this
country have had threats directed against
their editors by Nazi organizations upon
refusal to publish news of a character de
manded by the Nazi, Mr. Deutsch as
serted. A favorite method employed to
intimidate the editors is to threaten re
prisals against relatives in Germany.
German-Americans, he charged, are
spied upon in beer-gardens and, if guilty
of casting animadversions upon the Nazi
government, are promptly reported with
a view to action against relatives in Ger
many. This division, Mr. Deutsch said,
is under the direction of Heinz Spank-
noebel, the supervisor of Nazi activities
in the United States.
A second division, according to Mr.
Deutsch, is under the direction of Count
Sourarrna-Douglas, who has arranged a
spy system among German and Russian
servant girls employed in Jewish homes.
The duty of the servants is to spy upon
their employers and report anti-Hitler
activity, with a view to reprisals against
relatives in Germany.
Further, he said, there is an espionage
system directed against American writ
ers who are unfriendly to the Nazi re
gime. Their pseudonyms are ferreted
out; their family histories ransacked with
a view to discovering whereabout of rel
atives, if in Germany, for the purpose of
reprisals.
Mr. Deutsch declared that one of the
most startling aspects of this espionage
system is allegedly the organization of
a White Russian Division, said to be led
by the Russian Theremin, known in this
country as the inventor of the Theremin
musical instrument.
While declared to be an independent
organization, it is learned, Mr. Deutsch
declared, that this body is collaborating
with the White Russian Storm Troops in
Germany under the leadership of Savara-
tore, who is supposed to be training 3,000
White Russian Storm Troops at the army
camp Juterborg, near Berlin.
The latter organization has been re
quested to send some officers to the United
Stales to train the storm troops here, Mr.
Deutsch said.
What is happening in the United States,
according to Mr. Deutsch, has been dup
licated throughout the world. The Brown
Internationale, he asserted, has branches
in at least sixteen countries, outside of
Germany, including Austria, Holland,
Belgium, England, Ireland, Canada, Lat
via, Finland, Esthonia, Hungary, Rou-
mania, Norway, Sweden, Africa, South
America and Central America.
The rise of Nazidom, Mr. Deutsch said,
has forced the Jew into racial self-recog
nition. Declaring that this racial self
recognition must mean racial economic
productivity, he called upon the Jews of
the world to unite in supporting the es
tablishment of the World Jewish Con
gress in 1934, which is to serve as a
Jewish body to deal with national emer
gencies and to plan a program of na
tional reconstruction.
“There seems no reason why,” Mr.
Deutsch said, "with the establishment of
a World Jewish Congress as a perma
nent, representative and authoritative
body, we may not strive toward perma
nent representation of the Jewish people
at the League of Nations, appearing as
a people defending our human and na
tional rights with self-conscious pride."
Geneva.—In an effort to halt the Jew
ish boycott of German goods in Poland,
Dr. Joseph Goebbels and Baron Con
stantin von Neurath, Nazi ministers of
propaganda and foreign affairs respect
ively, have conferred here with Colonel
Joseph Beck, Polish foreign minister.
Colonel Beck told the Nazi spokesmen
that the Polish Jews would not discon
tinue the boycott until Germany rescinded
its anti-Jewish laws. Goebbels and von
Neurath are understood to have told the
Polish statesmen that the Nazi regime
could not restore all the rights of the
Jews but it might consider concessions
in commercial and religious spheres.

Berlin.—'Che one-time ukase of Czarist
Russia forbidding Jews to own land, has
now been revived in Nazi Germany
where the new farm law signed by
Chancellor Hitler not only deprives Jews
of the privilege to inherit land but bars
them from owning it. Under the new law
farmers are prohibited from selling their
land or dividing it among their heirs.
A farm in Germany is to l»e owned
henceforth only by a peasant who must
be a German citizen of German or kin
dred blood. The law also defines “Ar
yans’ as those whose families have been
without Jewish blood or other "non-
aryan" strains sincee January 1, 1800.
