CINCINNATI (WNS)—A work
ing agreement between the United
Palestine Appeal and the Joint
Distribution Committee for 1938
to conduct non-competitive cam
paigns in Welfare fund cities as
they did in 1937 was urged in a
resolution adopted at the fifth an
nual general assembly of the Coun
cil of Jewish Federations and Wel
fare Funds. William J. Shroder of
Cincinnati, president of the Coun
cil. reported that membership in
the organization has grown lrom
14 federations in 1932 when it was
established to 112 federations in
94 cities of the United States and
Canada in 1938. In his report Mr.
Shroder described increasing lay
interest in Jewish group affairs
and said there was “an unmistak
able shift from sectarian Jewish
philanthropy to maturing of an
interest in general problems af
fecting the Jewish group as a
whole.” He also pointed to the
development of Jewish community
councils in many cities where re
presentatives from all diverse
elements of Jewish population meet
to deal with problems involving
the whole Jewish group beyond
immediate philanthropic needs,
because of strengthening of the
appeal of national, European and
Palestinian causes.
The council reelected William
Shroder of Cincinnati president for
the sixth time. Vice-presidents
named were Henry Wineman of
Detroit, Ira M. Younker and Will
iam Rosenwald of New York. Dr.
Solomon Lewenstcin of New York
was elected secretary and Paul Fe
lix Warburg treasurer. New mem
bers of the board elected for a
three year term ending in January
1941 were: Arthur Brin, Minne
apolis; Harold Hirsch, Atlanta;
Sidney Hollander, Baltimore;
Frank L. Sulzberger, Chicago; Wal
ter N. Rothschild, Brooklyn; I. E.
Goldwasser, New York; Samuel
Goldhamer. Cleveland; Joseph P.
Loeb, Los Angeles; Charles J. Ro-
senbloom, Pittsburgh: and Ben M.
Selekman, Boston. Harry Green-
stein of Baltimore, president of the
National Conference of Jewish
Social Welfare, was elected to the
board for a term expiring January
1939.
B’nai B’rith
Parley Held
CHARLESTON, S. C.—The ben
efits of B’nai B’rith’s educational,
hospitalization and philanthropic
program to the nation were de
scribed here by Alfred M. Cohen,
former Ohio State senator, and
now president of international
B’nai B’rith, at the Tri-State Con
ference of the organization held
here. More than 450 delegates
and members from South Caro
lina, Geoigia and North Carolina
attended the sessions.
The historic Dock Street Theatre
—the first to be constructed in the
United States—was the scene of
an initiation ceremony conducted
by the B’nai B’rith leader. A ban
quet gathering notables from all
three states and several national
leaders climaxed the conference.
Speakers were Edward E. Grusd,
of Cincinnati, managing editor of
B’nai B’rith magazine; Hyman S.
Jacobs, of Atlanta, president of
District 5; Alvin M. Kartus, of
Asheville, district vice-president,
and Maier Triest, of Charleston,
district secretary. Mayor Burnet
R. Maybank’s welcome to the dele
gates was acknowledged by Judge
Emanuel Lewis, of Savannah.
Hyman Rubin, of Columbia, was
named president of the newly-or
ganized South Carolina Federation
of B’nai B’irth lodges, and reports
were heard from representatives
of visiting lodges. Bernard J.
Olasov, president of the local lodge,
was general chairman of the con
vention.

Canada Urged
To Open Doors
MONTREAL (WNS)—Opening
of the doors of Canada to Jewish
agricultural settlers provided the
Canadian Jewish community can
guarantee that such colonists will
remain on the land and not drift
to the cities is advocated by the
industrial Montreal Star in its
issue of January 5th. The Star
declares that "the Jews are prov
ing themselves excellent cultiva
tors of the land in Palestine. The
old belief that they were only town
dwellers, traders and money
changers is proven a libel. They
can live on the land. We in Cana
da have lots of vacant land. We
need settlers who will be content to
live on it. Has the Jewish com
munity enough organization to try
a few settlements of this sort in
parts of Canada where there is
room? Could there be any guaran
tee that they would stay there—
for this under present conditions
would be essential.”
German Community
Joins Anti-Nazi Group
Montevideo, Uruguay (WNS)—
The Montevideo Comm it tee
Against Anti-Semitism gained an
important ally when the Demo
cratic German Community an
nounced its decision to join hands
with the Jews in combating Nazi
propaganda in Uruguay.
U. S. Menaced
By Swastika
Over Brazil
New York—German political in
fluence is increasing in Brazil
daily, Johannes Steel, noted jour
nalist and radio commentator, in
formed the Non-Sectarian Anti-
Nazi League here in a special ex
pose, “Swastika Over Brazil.”
Two Brazilian news agencies are
accepting large subsidies from Ger
many and 22 newspapers are now
published in German, the exiled
writer revealed. Fascist propa
ganda is sent out continuously
from three German-owned radio
stations.
“The vast Nazi youth organiza
tions in Brazil,” the article states,”
have given an oath of allegiance to
Hitler personally. They are under
the direct command of Nazi agents.
German economic penetration of
Brazil also goes on at a quickened
pace. Four copper and mineral
concessions have been given to
German firms during the past few
months. Germany hus increased
its number of commercial agents
to 48 in Brazil. These men are
working day and night to replace
American imports with German
imports. Already the entire Bra
zilian airway system is controlled
by the German Condor Syndicate
which is a susidiary of the Ger
man Lufthanza Corporation. Ger
man importation is growing slow
ly.
“Three years ago there wi?re
600,000 Germans in Brazil. Today
there are over 850,000 Germuns
there. All of them are under the
direct and immediate control of
the Nazi government. Germany
seems determined to oust both
Great Britain and the United States
from their ‘advantageous posi
tions’ in that country. In addi
tion to that, the vast Nazi Youth
organizations in Brazil have now
given an oath of allegiance to Hit
ler personally. They are under
the direct command of Nazi agen
cies.
“Slogans such as “Free Brazil
from Yankee Imperialism” are
now heard daily on the German
sponsored radio programs and can
be read as well daily in the Bra
zilian newspapers that are control
led by German interests.”
Sounds Warning

Vienna (WNS)—Windows in
Jewish shops were smashed by Na
zis in a series of raids organized
in retaliation fo’* the smashng of
a window in the new German Tra
vel Bureau, where a life-size pic
ture of Hitler was on display.
Rabbi Charges
Christianity To
Crush Prejudice
CHICAGO (WNS)-Warning that
the upthrust of virulent anti-Semi
tism is only the symbol of a des
perate and universal conflict in
which the whole Judaeo-Christian
tradition is being threatened with
destruction, Rabbi Abba llillcl Sil
ver, in an address at the banquet
marking the opening of the silver
jubilee celebration of the Na
tional Federation of Temple Sis
terhoods, called on the Christiun
world to fight anti-Semitism as it
would anti-Christ. Maintaining
that the triumph of Fascist and to
talitarian ideas bodes evil for every
minority group and especially for
the Jews, Rabbi Silver warned
that “nothing must be done, even
in our eager quest for the perfect
society, which will destroy the
spiritual independence and the
moral responsibility of the indi
vidual.”
Mrs. Estelle M. Sternberger, exe
cutive director of World Peace-
ways and one of the founders of
the Federation, declared that “our
fundamental job is to save this de
mocracy from the casualties of
Fascism.” Fascism, she said, would
‘steal a page from the Bible of Ku
Klux Klanism and impose upon
America the myth of a native
American, the counterpart of the
Nazi myth of a blond, blue-eyed
Aryan.”
Noted Historian Defends Edward
BY JULIET FILLER
Breezily waving a telephone
through which he was talking
when we entered his room at the
Biltmore Hotel, Mr. Guedalla ges
tured that we were to sit down and
please wait, while he, with that po
lite persistency which is so envi
ably British, brought his telephonic
conversation to a close. We had a
few minutes to look around at the
numerous trunks and bags which
were scattered about and had just
decided that glancing at the in
triguing foreign labels and seals
with which the trunks were cov
ered was almost as good as reading
the travel section of the New York
Times, when Mr. Guedalla smiled
that he was ready for us.
“What about the Duke of Wind
sor and the Nazi sympathies which
his German visit seemed to hint?”
we wanted to know.
“To ascribe any sort of racial
prejudice to the Duke,” Mr. Gue
dalla said, “is silly beyond words.
The very background of an em
pire with its numerous kinds of
people precludes the possibility of
his belief in racial nonsense. I
Is the Duke of Windsor a
Nazi? Has anti-Semitism gain
ed a foothold in England? Is
there any truth in the story that
the British royal family has
Jewish blood? These are some
of the questions answered by
Philip Guedalla, the famous
British historian, who is him
self a Jew and a member of
one of the oldest Anglo-Jewish
families, in this exclusive in
terview.
feel sure that the Duke was inter
ested in German housing condi
tions, but I am equally sure that
he asked all the wrong sorts of
questions and embarrassed his
hosts to no end. The Duke’s point
of view, his personality, his for
bears—all would be inimical to the
Nazi ideology. Queen Victoria,
Edward VII, Edward VIII—at the
palaces of all of these, Jew and
Christian were entertained alike.”
It is Mr. Guedalla’s belief that
the Mosley fascist movement in
England is negligible and generally
discredited and that the whole
question of anti-Semitism in Eng
land itself, is insignificant. “I
know of no club in England to
which my being a Jew would bar
me from membership,” he declar
ed. To emphasize his words, he
leaned forward on the chaise-
lounge where he had been hall-re
clining as he spoke. “We Jews
fortunate enough to live in en
lightened countries should live as
well as we can as people, should
take such a place in the scheme of
things as our individual abilities
entitle us to, and should, without
apology insist on complete social
and economic equality.”
Author of numerous biographies
and histories, the most popular of
which is his, “The Hundred Years,”
an informal history of the world
from the accession of Queen Vic
toria to the piesent time, Mr. Gue
dalla has won acclaim for the bril
liance of his literary style. He ex
hibits that same melodic flow of
words in his conversation. Tallish
and vital-looking, he might easily
represent the British variety of
the important executive.

BUCHAREST (WNS)—The
break-up of the month-old govern
ment of Premier Octavian Goga
through the resignation of Pro
fessor Alexander Cuza, minister
without portfolio, his son, George,
minister of public works, and all
other members of the National
Christian Party, was threatened by
Professor Cuza unless Roumania
withdraws immediately from the
League of Nations. Denouncing the
League as a “Jewish institution”
and demanding that Foreign Min
ister Istrutc Micescu stay away
from the January 17th session of
the League’s Council, at which the
Roumanian Jewish question is to
be taken up, Cuza threatened to
resign with all of his follower#
unless his demands were met.
Cuza’s threats coincided with re
ports of deep-seated dissatisfac
tion with the government among
the peasants of Bukowinn and Bes
sarabia who are becoming impa
tient at the government’s failure
to carry out its election promise
to divide Jewish property among
them. District commissioners re
port themselves swamped with de
mands that the pre-election prom
ises be fulfilled.
London (WNS)—The Rouman
ian Government is ready to turn
over to the League of Nations the
fate of the 250,000 Jews who al
legedly entered Roumania illegal
ly after the World Wnr and against
whom the government is planning
special measures, it was disclosed
by a further study of King Carol’s
statement to the London Daily
Herald. It Is believed that Rou
manian spokesmen at the League
of Nations will argue that the mi
nority treaty cannot be invoked in
behalf of these Jews because they
allegedly entered the country il
legally. Meanwhile the Board of
Deputies of British Jews, the An
glo-Jewish Association and the
World Jewish Congress prepared
to defend Roumanian Jewry before
the January 17th meeting of the
League of Nations Council. It is
also understood that Roumania’s
foreign minister will inform the
League of Nations that what Rou-
mania does with her Jews is an in
ternal matter that is of no concern
to the League.
Washington, D. C. (WNS)—Al
though the United States is not
unmindful of developments in
every part of the world as they
affect the treatment of minorities-
and is keeping a close and syn\pa-
thetic eye on the situation in Rou
mania, it has not, nor does it in
tend to emulate the example of
France and England in making any
formal protest to intervention with
the Roumanian government con
cerning its anti-Jewish program
until and if the treaty rights of
Americans are infringed, it was
declared by Secretary of State Hull
at a press conference. Mr. Hull
pointed out that since the United
States stands for non-interference
in the domestic affairs of other
nations except where the treaty
rights of its nationals are effected,
it cannot violate that principle in
any case despite its known policy
of supporting freedom of religion
and equal rights of different re
ligions and races.
At the very moment that Mr.
Hull was declaring the United
States planned no protest to Rou
mania, Representative William I.
Sirovich of New York introduced
a resolution in the House of Repre
sentatives calling on President
Roosevelt to “intercede with the
Roumanian government to cease
its viciously unjust discrimination
against its racial and religious mi
norities.” The resolution asks the
President to help “put an end to
the cruel and barbarous mistreat
ment of innocent Jewish citizens,
and protect their lives and pro
perty,” and provides for severing
diplomatic relations with Rou
mania if the persecution of minori
ties continues.
