This Is Propaganda—But.,.
There were three men in a boat. A heavy storm came
up and the boat began to leak. “Man the pumps,” they
cried, all three. Two men sprang into action. One fell
overheard and the other pumped. The third man stayed
the background and watched. He wasn’t in the same
boat, or was he?
No. 2 pumped hard and he doubted not that their ship
would ride the storm. Nevertheless the water kept pour-
mg in and it was only incessant and exhaustive work on
the part of No. 2 that kept it under some kind of control.
Said No. 3, “I’m just a bystander, but I’d be glad to help
if I could be sure you would not stop pumping. Also, be
fore 1 take a turn at that pump I’d like to know how you
propose to mend our boat when we get to port so that
this will not happen again.”
No. 2 needed to save his breath for pumping. He was
down in the hold and the water was up to his knees, but
No. 3 could not see this for he was standing on the poop
deck and he had left his spectacles in his other suit.
“After all,’' mumbled No. 3, “I have to look out for
myself,” and he started nailing tarpaulins down on the
poop to keep his feet dry in case water filled the hold and
leaked upwards through the cracks in the top deck. At
last reports No. 3 was still busy on the poop deck, making
it nice and tidy “in case any one came.”
“That other fellow’s pumping keeps it dry up here,”
he told himself. “Besides,” he said, glancing toward the
hold, "I’d get pneumonia if I went down there without
rubber boots on and I haven’t got any.”

“’Daddy,” said the very Young American after this
bedtime story, “what'o a poop doolr?”
“My son, we’re standing on it now.”

Frank L. Weil, president of the

to draft coordinated plans for mo- j

“Unity can be made without any
sacrifice of differences,” he said,
“Foreign propaganda seeks to cap

fort to weaken us, but we shall not
