NEW YORK (JTAi— An out
line of the proposed permanent
organization to succeed the Ameri
can Jewish Conference was given
here by Louis Lipsky and Dr.
Maurice Eisendrath, leaders of the
conference, who announced that
the blueprint has already been
approved by the Interim Commit
tee of the conference.
The new organization. Mr. Lip-
sky and Dr. Eisendrath told a
press conference, would include
within its scope both domestic and
overseas affairs. It would act as
“the unified voice of American
Jewry” vis-a-vis the government
and international organizations
and Jewish communities over
seas. In the fields of defending
Jewish rights in the U. S and ex
tending relief to Jews abroad, it
would work through the recog
nized Jewish agencies.
Elections for the new body—
whose creation will be decided
upon at the fourth session of the
conference, which is to be held
in Chicago oVer Labor Day week
end—would be “on the most demo
cratic basis possible," the confer
ence leaders stressed, with repre
sentation to national organizations
and individual communities. The
ruling body of the group would be
a national council of 750, elected
on the following basis: 150 tc be
chosen by recognized national or
ganizations on a basis of parity;
100 to be elected from New York
City; and the remainder to be
named by more than 400 com
munities.
The text of the plan approved
by the Interim Committee of the
conference was released at the
press conference. It defines the
purpose and scope of the projected
organization as follows:
“An organization, democratic in
structure and representative of
the American Jewish community,
shall be established to secure and
protect Jewish rights and to pro
mote the general welfare of the
Jewish people, here and abroad:
and to enhance the contribution
of the Jewish community to
American democracy.
“In the field of international
affairs, the organization shall act
for American Jewry in all repre
sentations before the United States
Government and Its departments,
intergovernmental agencies and
the United Nations, and in all pub
lic relations connected therewith.
The organization shall endeavor
to cooperate with the organized
Jewish communities of other coun
tries and with such international
Jewish agencies as are or may be
established.
“In all matters affecting the
rights and status of the Jewish
people with regard to Palestine
and Its upbuilding, the organiza
tion shall endeavor to cooperate
with the Jewish Agency for Pales
tine and may request organizations
and agencies engaged in activities
in this field in the United States
to submit reports periodically.
“In the defense of Jewish rights
in the United States and in op
posing all anti-democratic forces
and tendencies in American life
and in combatting auti-Semitism
in all its forms, the organization
shall act through recognized Jew
ish agencies, affiliated with the
organization, operating in these
fields, without affecting their au
tonomy, it being understood that
such agencies shall be invited to
report their policies and work,
and recommend proposals to pro
mote their objectives.
“In the field of overseas relief
and rehabilitation, the organiza
tion shall act through recognized
Jewish agencies, affiliated with
the organization, operating in
these fields, without affecting
their autonomy, it being under
stood that such agencies shall be
invited to report to the reorgani
zation periodically in order that
the organization may be in a po
sition to consider their policies
and work, and recommend pro
posals to promote their objectives.’’

JERUSALEM—(JTA)—David Ben Gurion, chairman of
the Jewish Agency executive, this week demanded the im
mediate establishment of an independent Jewish state tak
ing in those parts of Palestine that have been settled by
Jews, as well as the Negev, and continuation of the British
Mandate in the sections which Jews have not colonized.
Ben Gurion’s proposal, which is a departure from the
plans broached heretofore by Zionist leaders, was outlined
to the Assefath Hanivcharin (Jewish National Assembly)
which met here to consider recent political developments.
Reviewing the U. N. session on Palestine, the Agency chair
man expressed satisfaction that the General Assembly had
repulsed “the anti-Zionist onslaught,” and had high praises
for Soviet delegate Andren Gromyko, “who arrived at the
conclusion that there is a necessity for a Jewish state.” Ben
Gurion cautioned against over-optimism, pointing out that
Britain has not yet promised to implement the recommend
ations of the U. N.
At the concluding session, the Assembly adopted reso
lutions calling for the immediate establishment of a Jewish
state and an agreement with the Arabs. It welcomed the
stream of ships that are transporting immigrants from
Europe and said that the Yishuv was willing to use force to
safeguard immigration and colonization, but rejected the
present British rule of force. It hailed those states which
supported Zionist aspirations in Palestine and expressed
special pleasure at the Gromyko statement. •»
On the question of terrorism, which was one of the chief
reasons for convening* of the Assembly, the representatives
called on Jews here and abroad to deny financial assistance
to the extremist groups and scored terrorism as placing
obstacles in the path of Jewish achievements and for creating
Arab-Jewish tension. The Assembly stressed, however, that
the fight on terrorism can be organized only by the Jewish
community, without governmental assistance. The deporta
tion of terrorists to Kenya was protested.
In the debate, which preceded adoption of the various
resolutions, Rabbi Meir Berlin, Mizrachi leader, vigorously
attacked all proposals for partition or a bi-national state.
Goldie Mierson, Agency political chief here, challenged the
contention of the Aliyah Hadasha (New Settlers Party) that
the only point of difference between Britain and the Jews
was the question of terrorism, citing the restrictions on im
migration and land settlement.

Welfare Fund Drive Short Of Goal

Atlanta's million-dolalr Welfare
Fund campaign needs a shot in the
arm.
The stimulus apparently is re
quired to help the difficult uphill
climb to -the ambitious goal set
as the minimum 1947 needs for
the United Jewish Appeal and
some 86 other agencies and serv
ices deemed significant and im
portant to Jewish life in this coun
ter. _
Earlier this week, the pledges
totaled $682,000, a figure beyond
that of last year but far, far short
of the figure leaders have set for
this year.
Determinedly, the several hun
dred workers plugged away at
lists, visiting contributors, re
working some lists, making sure
that every person in the Atlanta
Jewish community has a chance
to give to the urgent needs of
1947.
Some contributors responded
generously. Some begging press of
business conditions did not want
to dip into reserve or savings and
share too well with the people
who have nothing.
How completely there is a noth
ingness, how absolute is the void
of abject dispair and poverty,
some Atlantans as elsewhere could
not or would not know.
Through the abundance prevail
ing here, some have refused to go
beyond the point of convenience.
One individual, who has just ac
quired an expensive make car, well
above the $2,000 mark, turned
down the campaign flat.
Others would penalize the hun
gry and starving because they do
not see ye to eye with the Pales
tine setup.
How to reach these? How to
get increases? How to deal with
the reluctant giver, the one who
is succulent with resources but
lean in spiritual generosity, those
were problems facing solicitors.
And there is not time left to win
over each person man by man,
point by point. Community opinion
itself was needed to react and
build up the momentum to carry
the campaign to the goal.

Streicher’s Dogs

You remember Dr. Streicher— much of their own food on the

when he was in his prime, the
papers were wont to regale us with
stories how Streicher would walk
along with his dogs and his whip.
What became of those dogs?
Listen to this. You may not be
lieve it, but those dogs of Streicher
now understand Yiddish and a bit
of Hebrew* Well, at any rate,
they respond to commands in
Yiddish and in Hebrew.
This is the information given
me by David Resnick, who recently
returned from abroad. He was
sent to Europe to establish a Eu
ropean press office for the Joint
Distribution Committee.
Resnick spent much of his time
in Germany and observed his
Passover Seder on the old
Streicher itirm which has been
turned into something of a “kib
butz” for Jewish DPs who grow
It is a bit of cheerful news that
Streicher’s dogs have been con
verted into decent anti-Nazis, but
Resnick did not seem too cheerful
about it when he told it to me.
“Somehow it makes me believe
that there is more to be hoped for
from dogs than from people. I
don’t think many of the Germans
have changed their philosophies
as thoroughly as have the dogs.”
“The Germans are as anti-
Semitic as ever. Perhaps we may
soon have to recognize the fact
that past events will make them
even more anti-Semitic than they
have ever been before. This anti-
Semitism is perhaps a necessity
for them. They must build up
some defense to justify the terrible
crime of mass extermination
which they have perpetrated.”
European Jewry as a whole is
in a miserable state, says Resnick,
