Whom Do Palestine Probers Represent?

basis on which the committee was formed, for whom
co the members speak, etc., which may be a decisive
factor in the ultimate recommendations the commit
tee will make.

Any political soothsayer specu
lating on the work of the United
Nations Committee of Inquiry on
Palestine, must take one fact par
ticularly into account.
This committee, the 19th and
most important to delve into the
tortured Palestine problem, is
technically a committee of 11 men j 1 duites.
This, of course, should not be
construed as criticism of the
persons involved. One accepts the
fact, for example, that the Ameri
can ambassador in London is not
an altogether independent inves
tigator but seeks to further the
policy of his government insofar
as it comes within the realm of his
actually it is a committee of li
nations. That is, the General As
sembly of the United Nations first
appointed 11 countries to partici
pate in the inquiry. Each country
then appoin'ed its representative.
As a result, observeis point out,
each member of the committee
represents his government and not
the United Nations. He is subject
to recall by his government: and
he may well be in communication
with his government during the
investigation. The 11 nations are
Australia, Canada, Czechoslova
kia, Guatemala, India. Iran, The
Netherlands, Peru, Sweden. Uru-
guary and Yugoslavia.
This leads to a question which
runs something like this: granting
the purest of motives and the sin-
cerest desire to achieve justice in
a problem complicated by in
tense partisanship, to what extent
will the 11 men act as completely
independent investigators—and to
what extent will each be guided
by the policy of his government
on the question? Precisely how
much of a free agent can each
man be?
tit must be remembered that
the United Nations is not an inter
national court. The delegates vote
under instructions from their gov
ernments. It is an assembly of am
bassadors, and negotiates like any
such group of diplomats.)
It will be interesting to watch,
in view of the previously staled
positions of several of the nations
which make up the Inquiry Com
mittee, how the various members
approach the problem, it is no se
cret that last year's Anglo-Ameri
can Committee almost immediately
divided itself into a British bloc
and an American bloc. This was
understandable, for the Americans
approached the problem from a
different point of view, and with
altogether different responsibil
ities and emotional reactions to
it,- than the British, who felt
themselves both judge and Judged.
Thai they achieved a unanimous
report (even no action was taken
on it i is a tribute to the charac
ter of its members and their de
sire to prove Anglo-American uni
ty.
All this leads to still another
question. Since the five great pow
ers—United States, Great Britain,
Russia, France, and China—are
not on the Committee, to what ex
tent will the 11 nations on it rep
resent themselves, and to what ex
tent will they reflect the views
and known attitudes of the big
powers.
Great Britain is not on the Com
mittee of Inquiry, but two of her
dominions are: Canada and Aus
tralia. So is India. India has a
huge Moslem population. Is one
to read England for Canada, Aus
tralia and India? Will that sort
of bloc be formed?
Russia is not on the Committee
of Inquiry, but two powers within
ner orbit are: Czechoslovakia and
Yugoslavia. Czechoslovakia has a
traditional pro-Jewish policy. Yu
goslavia has no large Moslem pop
ulation. Is one to read Russia for
Czechoslovakia and Yugoslavia?
Soviet Ambassador Andrei Gro
myko. in his now historic address
on the Palestine question, sug
gested that either a bi-national
state be set up in Palestine, or
that it be partitioned into two
small Jewish and "Arab states. Is
it possible that Czechoslovakia
will find herself supporting par
titioning, and Yugoslavia bi-na
tionalism. so that the double Soviet
aspect is represented in the Com
mittee?
And who, if anyone, will reflect
American policy in the Commit
tee?
The final and most crucial
question is, when the Committee
does bring in its recommendations
—which may be establishment of
Palestine as an Arab state, estab
lishment of Palestine as a Jewish
state, a bi-national state, or par
tition—what will happen to the
recommendations?
Great Britain, the mandatory
power, has already expressed the
view that she cannot be expected
alone to enforce a decision whiofc
she does not approve and which
is not supported by both Jews
and Arabs Since it is unlikely

Wise Asks UN Commission to Recommend
Jewish Commonwealth in Palestine

en S. Wise, president of the World
Jewish Congress, this week de
clared creation of a democratic
Jewish commonwealth in Pales
tine was the only solution to the
Jewish problem and the only way
to avoid a repetition of the catas
trophes that have periodically be
fallen the Jewish people.
In a letter to Dr. Victor Hoo,
secretary of the United Nations

commission, Dr. Wise submitted
the views on the Palestine prob
lem of the World Jewish Con
gress. "The only hope of reviving

The United Nations secretriat
has also received a memorandum
1 on Palestine submitted by the Al
liance Israelite .Universelle, old
est Jewish organiztion in France,
which Iflrs been active since 1860
in the defense of Jewish rights.
The memorandum— intended for

estine, was signed by Prof. Rene
} Cassin, president of the organ-
I ization, who represents the French
; Government on the UN committee
I now drafting the International Bill
of Human Rights.
