Campaign Results of Federations and Welfare First
Funds Rose 326 Percent Between 1942-1946 To Russian Jewry
NEW YORK. rjPS)—The first
NEW YORK, (JTA) — Central
Jewish fund raising efforts—as
exemplified by the campaigns con
ducted by federations and welfare
funds in cities throughout the
country resulted in a 326.5 per
cent increase during the five-year
period ending December, 1946, it
was revealed in an analysis of the
final totals achieved by 160 indi
vidual campaigns during this pe
riod mode by the Council of Jew
ish Federations and Welfare
Funds.
The study disclosed that these
160 member agencies raised nearly
$105,000,000 in 1946 as against
$50,000,000 in 1945, $40,856,000 in
1944, $33,240,000 in 1943, and $23,-
620,000 in 1942.
The upward trend in welfare
fund and federation fund raising
during this period can be absorb
ed, according to the survey, to a
combination of factors: the in-
j creasing recognition on the part
| of contributors of the urgency of
I overseas needs; the improved eco-
■ nomic conditions in recent years;
I the steadily expanding sphere of
interest of local central fund rais
ing agencies are reflected by the
inclusion in welfare fund budgets

ent appeals; Improved campaign
organization; more widespread
permanent year around local com
munity organization; and in
creased taxes, especially during the
war years, which were of advant
age to tax-exempt philanthropic
giving.
The upward trend of campaign
goals was reflected by fewer cam
paigns for goals less than $100,000
and the tremendous Increase in the
number of campaigns seeking
$100,000 or more. In the $100,000
to $499,000 category, the number
rose from 17 campaigns in 1942 to
78 in 1946. The $500,000 and over
campaigns grew from seven to 23
In that period .
The decline in the number of
small contributors and the marked
rise in the number of ‘upper”
bracket of "big gift" contributions
— $100 or more—Is revealed by
statistics gathered after analyzing
the results of 21 member agencies
which have been reporting their
campaign information since 1939.
Tn that year these communities
raised a total of $1,288,427 from
34.869 contribtors. The average
gift per contributor amounted to
$36.95; there were 17 givers per
100 Jewish population,
gifts of religious articles from
the Jews of America to Jews in
Russia were sent to that country
last week aboard the Russian ship
Sergei Kirov. The shipment by the
American Jewish Council to Aid
Russian Rehabilitation, is ear
marked for Preluke in the Ukraine.
The gifts include penicillin.
A statement accompanying the
shipment and signed by many
prominent rabbis in this country,
said that the request to send re
ligious articles to Russian Jews,
the largest surviving Jewish com
munity in Europe today, was wel
comed by the Chief Rabbi of Mos
cow and the Rabbi of Kiev. Among
the signers of the statement were
Rabbi Joseph H. Lookstein. Rab
bi Abba Hillel Silver, Rabbi Steph
en S. Wise, Rabbi David de Sola
Pool, Rabbi Israel Goldstein and
Rabbi Lois T. Newanm.
90 per cent of the total raised by
this group in 1946 was in the form
of contributions of $100 and over
fa raise from 69 per cent from
1939) and almost 63 per cent of
it came from contributions of
$1,000 and over. Contributions un
der $10 yielded but one per cent
of the total.

During ills stay in Atlanta, in
his capacity as director of activi

innovations and developments to
the program The formation of
the Youth Council which functions
to govern the activities of the age
groups it represents as well as to
serve as a co-ordinating body was
one of Mr. Tasgal’s early and most
valuable achievements. His two
season’s at Camp Daniel Morgan
were both highly successful.
Mr. Tasgal’s latest addition to
Atlanta’s social organization was
the formation of the Atlanta Jew
ish Young Adult Council. This
organization composed of eight
representative groups between the
ages of 1 and 30 is making splendid
strides in organizing and promot
ing community-wide activities. It
was through the efforts of this
council, under the advisorship of
Mr. Tasgal. that representatives
