On the occasion of the celebra
tion of Israel’s birthday, we have
reason to be proud; we have, how
ever, no reason to be smug. There
is still much planting to be done
before the harvest. The gathering
of the fruit is not yet. For Israel
with her small territory, limited
populations, and her dearth of
natural resources, faces the great
est challenge ever placed on any
nation. Israel is the first national
baby with an international birth
certificate. It is the first nation
that the U. N. has sired. She will
be asked to make none of the
mistakes of other nations and to
outdo their virtues . . .
Fortunately for Israel, and for
tunately for us, Israel is aware of
that grave responsibility to herself
and to world Jewry. She knows
she cannot live in a hostile world,
that she cannot isolate herself
from the fortunes of the entire
Middle East. She knows that if
her own standards are to be high
she must cooperate to revive an
illiterate, disease - ridden, poverty
stricken slumbering Middle East.
She cannot be safe and secure
without the safety of her neigh
bors.
But no less a responsibility does
world Jewry owe to Israel, not in
any sense of a political allegiance,
but in terms of a cultural, spiritual
and historical bond. Israel has
given to the individual Jew—and
I must emphasize the individual
Jew—a more secure foothold in
the country of his choice. Israeli
victories on the battlefield have
heightened the stature of Jews
everywhere. We are looked up as
sons of David and the Prophets.
As descendants of the Maccabees,
rather than as pants pressers and
dealers in junk and old clothes.
Israel has shattered the legend of
the wandering Jew, forever home
less. As the Irish and the Greek
and the Norwegian Americans re
joice in the achievements of these
countries so can the Jew, openly
and without apology, rejoice in the
achievements of Israel. World
Jewry hails Israel, taking her seat
in the family of nations, as she
participates in the discussions of i
the day, casts her vote with the
rest of humanity, is articulate be
fore the bar of the world, no long
er in the corridors and backrooms
pleading for the fate of the Jewish i
people, no longer a spectator sit- I
ting by while others decide her I
fate, but as a partner and a col
laborator in the making of history.
For too long others have inter
fered in her affairs. Now she may
interfere in the affairs of others.
I really believe that the indivi
dual Jew in the United States
walks a little straighter, his head
a little higher when Israel is men
tioned. I’ve seen this happen every
time the conversation has turned
to Israel. Seeing this, I know that
Jewry in the United States, the
greatest in numbers and in
strength in the world today, as
Jews will give what help is asked
of them. . .
Israel already has contributed
richly to world Jewry. Now, on
the anniversary of Israel’s rebirth,
the Jews of the world, wherever
and whenever possible, must be
aware of their duties and respon
sibilities to Israel.
In one short year. Israel fought
a war and won it, established its
independence, formed a democratic
government, released the displaced
persons from their prisons and re
stored them to life, forced inter
national recognition and estab
lished a working economy within
its own borders. What more can
be asked of any people in twelve
mortal months?
How can we set aside the role
of passive spectators and become
active participants in the destiny
of a people? One of the imost vital
answers lies in the participation
in the United Jewish Appeal.
Consider this fact well. The U.
Jewish Appeal spells out security
and stability for Israel, security
and stability for these thousands
of immigrants who are going home
at long last. I don’t like to make
comparisons, but the thought has
struck me forcibly more than once
while attending all the hearings
and debates on the displaced per
sons’ bill in Congress that Israel
has none of the fears that seem to

besiege the Congress of the U. S.
Israel does not say, “What would
you have us do? We have no
housing, there are not enough jobs
to go around, we are afraid that
the incomers will be shifty and
lazy.” No, she says none of these
things. She will make room; she
will build houses and she will save
these people. A new republic, a
strained economy, with a war
newly over, with a government
newly formed, Israel leads all
other countries ih the world in the
number of displaced persons she
has already taken from the caimps
—95,000. The United States is not
even a close third.
The wondrous spirit of Israel
must be kept intact. This is the
spirit which assures the sturdi
ness, the health, social, political
and economic well being of Israel.
This is the spirit you uphold with
contributions to the UJA so that
Israel will live and grow in jus
tice, dignity and equality, so that
we, in turn, may point with pride
to a new light on the world’s hori
zon, a light that will lead to a
world more secure, in the interest
of peace for peoples everywhere.
In serving Israel well, we serve
the cause of all mankind. Let there
be none who turns his head or
heart away.
